National Assembly Standing Committee on Rules of Procedure and Privileges meets today

Friday, 5th November, 2021

A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 2:00 p.m in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA. 

The Committee confirmed the minutes of its previous meeting held on 05-10-2021;

The Comprehensive report/Implementation status of the previous recommendations of the Committee was placed before the Committee.

The Question of Privilege raised by Mr. Ali Nawaz Shah, MNA regarding Mr. Ali Mangi,Secretary Education, Sindh, Mr. Zahid Memon, Deputy Commissioner, Mir Pur Khas and Mr. Shafiq, Chief Municipal Officer, Mir Pur Khas and SP, Mirpur Khas, the Committee disposed of the Question of Privilege with the direction that the Secretary, Local Govt Department Sindh should resolve the issues of the Hon. Member and report to the Committee within fifteen days. 

The Question of Privilege raised by Sahibzada Muhammad Mehboob Sultan, Minister for States and Frontier Regions and Mr. Muhammad Ameer Sultan, Parliamentary Secretary for National Food Security and Research regarding alleged non-cooperation of Ex.DPO, District Jhang with the MNAs on telephone, the pended the Question of Privilege with the direction that Chief Secretary, Govt of Punjab, Lahore, Home Secretary, Govt of Punjab, Lahore, I.G.P, Punjab, Lahore, Attorney General for Pakistan, Islamabad, Additional Advocate General, Punjab in Supreme Court, Islamabad and Registrar, Supreme Court of Pakistan should attend the next meeting of the Committee in person. The Committee also directed that Mr. Shahzad Sultan, Addl.I.G, Punjab and Mr. Shahiryar Sultan, Secretary, S&GAD should not come to attend the next meetings of the Committee only on this Question of Privilege and some other officers of these both Departments should attend the next meeting of the Committee. The Committee also directed that the National Assembly Secretariat should fully contest this case in the court of law at its next hearing on 12th November, 2021.

The Question of Privilege raised by Mr. Ramesh Lal and other MNAs against allegedly not-attending the telephone calls of the Hon. Member by Mr. Kazim Jatoi, Secretary, Health Department, Government of Sindh; the Committee disposed of the Question of Privilege.

The Question of Privilege raised by Mr. Muhammad Aslam Khan, MNA regarding non-addressal of the issues raised by the Hon. Member relating to his security, illegal buildings and encroachments by the Chief Secretary, Government of Sindh, Karachi, the Committee directed that Chief Secretary, Govt of Sindh, D.G, Sindh Buildings Control Authority and Secretary, Local Govt. Department, Sindh should attend the next meeting of the Committee in person. The Committee also directed that the Chief Secretary, Govt of Sindh, Karachi should constitute an Inquiry Committee on the issue of un-authorised buildings including the Nestle and Tajori Towers in Karachi and report to the Committee within one month. The Committee also directed that responsibility should also be fixed and the departmental action taken against the concerned persons should also be informed to the Committee. The Committee pended the Question of Privilege till its next meeting.

The Question of Privilege raised by Mr. Sajid Khan, MNA against non-implementation on the recommendations of the Standing Committee on States and Frontier Regions (SAFRON) regarding allocation of 265 seats in Medical and Dental Colleges for the students of FATA and Balochistan under PSDP Project by the Chairman, Higher Education Commission and President, Pakistan Medical Commission, the Committee pended the Question of Privilege till its next meeting with the direction that Secretary, M/o National Health Services, Govt of Pakistan, Islamabad, the President, Vice President, Pakistan Medical Commission (PMC), the Provincial Secretaries, Health Department of all the Provinces and Vice Chancellor, Khyber Medical University, Khyber Pakhtunkhwa should attend the next meeting of the Committee in person.

 The Question of Privilege raised by Mr. Jawad Hussain, MNA regarding non-cooperation of Mr. Fida Satti, SP Shams Colony, Mr. Farooq, SP, G-11, Mr. Nawaz Bhatti, DSP I-10, Mr. Akhtar Nawaz, SHO, Additional SHO, Ramna Police Station, Mr. Khurram, SHO and Mr. Qayyum, ASI, Police Station Secretariat for registration of FIR against sale of tempered vehicle by Mr. Adeel Khalid to the honourable Member; the Committee after hearing the reply from DIGP (Operations), Islamabad, disposed of the Question of Privilege.

The Question of Privilege raised by Haji Imtiaz Ahmed Chaudhary, MNA regarding misbehaviour of Mr. Zulfiqar Ahmed Ghuman, Commissioner, Gujranwala, with the Hon. Member; the Committee disposed of the Question of Privilege.

The Question of Privilege by Mr. Riaz Fatyana, MNA against not meeting by Mr. Fazal Ahmed Khalid, Chairman, Punjab Higher Education Commission with the Hon. MNA at fixed time, the Committee pended the Question of Privilege till its next meeting.

The Question of Privilege raised by Dr. Haider Ali Khan, MNA against in-action of Mr. Dilawar Khan Bangash, District Police Officer (DPO), Swat against false implication of innocent students in robbery, the Committee disposed of the Question of Privilege.

The Question of Privilege raised by Mr. Sajid Khan and five other MNAs regarding non-comprehensive briefing to the Standing Committee of SAFRON by Mr. Muhammad Israr, Secretary, Agriculture Department, Khyber Pakhtunkhwa, the Committee pended the Question of Privilege with the direction that Chief Secretary, KPK and Secretary, Agriculture Department, KPK should attend the next meeting of the Committee in person.

The Question of Privilege raised by Makhdoom Syed Sami Ul Hassan Gillani, MNA regarding the incorrect proposed Provisional Estimates of ADP-2021-22 by the XEN, Highways Bahawalpur and misbehavior with the Hon. Member, the Committee pended the Question of Privilege till its next meeting.

The Question of Privilege raised by Sahibzada Moulana Kamal ul Din, MNA regarding stopping the Hon. Member and fined a challan amounting to Rs. 4000/- by Mr. Zia-ur-  Rehman, Traffic Police Officer,  near Science College Chowk, Quetta, Balochistan, the Committee conditionally disposed of the Question of Privilege subject to the satisfaction of the Hon. Mover.

The Question of Privilege raised by Mr. Ali Nawaz Shah, MNA relating to Constituency of NA-2018 Mirpurkhas to HESCO, regarding non-availability of workshop for repair of transformers, unsafe electricity pools and high voltage lines despite incident of loss of precious lives and properties in the area, the Committee pended the Question of Privilege with the direction that the M/o Energy (Power Division) should provide a list of the Board of Directors of all the DISCOs alongwith their domiciles. The Committee also directed that the CEO, HESCO should resolve the issues of Mr. Ali Nawaz Shah and Ms. Shazia Marri, MNAs. The Committee also directed that the Secretary, M/o Energy (Power Division) should conduct a meeting of all the Chairmen of boards of Directors and the CEOs of all the DISCOs on these issues and report to the Committee.  

 The Question of Privilege raised by Sardar Riaz Mehmood Khan Mazari, MNA against DPO, Rajanpur, RPO, Dera Ghazi Khan, DPO, Rahim Yar Khan, RPO, Bahawalpur, AIG (South Punjab) Mr. Zafar Iqbal Awan, Chief Secretary Punjab, Additional Chief Secretary, Punjab (Home Department) and I.G.P Punjab, Lahore, regarding not handling the deteriorated law and order situation in District Rajanpur and District Rahim Yar Khan, the Committee directed that the I.G.P, Punjab should submit his request  of demand to resolve these issues through Home Department and M/o Interior to the Committee.

Issues of Hon. Members of the Committee with Oil and Gas Development Company Limited (OGDCL), the Committee pended the issue till its next meeting. The Committee directed that according to the Revenue record, the company will be bound to pay the mutually settled rent of the Hon. MNA/Minister with the OGDCL. The Committee also directed that the Chief Secretary, Govt of Balochistan, Quetta should convene/chair a meeting by inviting D.C, Dera Bugti, SMBR, M.D, OGDCL, GM.CSR, and G.M Security (OGDCL) on this issue and report to the Committee within one month. The Committee also directed that the M.D, OGDCL should own the previous agreements made with Nawab Akbar Bugti and families. The Committee also directed that the issue of the remaining rent in this regard should also be resolved.

Issues of Hon. Members of the Committee with National Electric Power Regulatory Authority (NEPRA), the Committee directed that the Chairman, NEPRA should arrange a briefing for the Committee on the performance of NEPRA and on the issue of tariff on Water supply in its next meeting. The Committee pended the issue till its next meeting.

Issues of Hon. Members of the Committee with Pakistan State Oil (PSO), the Committee pended the issues with the direction that the M.D, PSO should give a briefing to the Committee on the overall performance including the operational and marketing activities of PSO in its next meeting. The Committee also directed that the NEPRA should also appoint a focal person for resolving the issues of the Hon. Parliamentarians. 

The meeting was attended by Rana Muhammad Qasim Noon, Mr. Ghulam Muhammad Lali, Mr. Nawab Sher, Rai Muhammad Murtaza Iqbal, Mian Muhammad Shafiq, Mr. Muhammad Amjid Farooq Khan Khosa, Mr. Muhammad Sajjad, Ch. Armghan Subhani, Mr. Mohsin Nawaz Ranjha,  Mr. Muhammad Junaid Anwar Chaudhary, Syed Ghulam Mustafa Shah and Ms. Shagufta Jumani, MNAs.

The meeting was also attended by Mr. Muhammad Ameer Sultan, Mr. Ramesh Lal, Mr. Zulfiqar Bachani, Mr. Muhammad Aslam Khan, Mr. Sajid Khan, Dr. Haider Ali Khan, Sahibzada Moulana Kamal ud Din and Sardar Riaz Mahmood Khan, MNAs.

Mr. Shah Zain Bugti, MNA/Minister also attended the meeting as a Special Invitee.
