A meeting of the Standing Committee on Interior and Narcotics Control of the National Assembly was held today i.e 27th October, 2016 in Committee Room No. 7, under the Chairmanship of Rana Shamim Ahmad Khan, MNA, on the following agenda:-

ii.             ‘’The Criminal Law (Amendment) Bill, 2014’’ (Insertion of new section 297-A Amendment of second schedule Act V of 1898) (Moved by Ms. Aliya Kamran, MNA).

iii.            ‘’The Anti Honor Killings Laws (Criminal Laws Amendment) Bill, 2015’’(Amendment of sections 309, 310, 311, 338E, 345 and Schedule II, Act V of 1898) (Moved by Dr. Nafisa Shah, MNA).

iv.            ‘’The Anti-Rape Laws (Criminal Laws Amendment) Bill, 2015’’ (Insertion of new sections 218A & 228A and Amendment of section 376, Act XLV of 1860, and Insertion of new sections 53A, 164A & 344A and Amendment of sections 352 & 417 and Schedule II, Act V of 1898, and Amendment of Article 21 &151, Order X of 1984) (Moved by Dr.Azra Fazal Pechuho, MNA).

2.         The Committee offered Fateha/prayer for the martyr of Quetta incident. The Committee firmly condemned and unanimously passed a resolution against the illegal rally of a political party towards Islamabad. The Committee members were of the opinion that such kind of rallies will create hurdles for the working of schools, hospitals and Govt. and private offices. Hon. Islamabad High Court has already passed an order about to stop such kind of rallies. The Secretary Ministry of Interior informed the Committee that Government will take all legal measures to stop the all illegal actions in this regard.

3.        The Secretary Ministry of Interior excused on the absence of Ministry in the meeting of the Standing Committee dated 21-07-2016, he said it was mis-communication. The Committee decided to withdraw the privilege motion.

4.        The Committee considered the i) ‘’The Criminal Law (Amendment) Bill, 2014’’ (Amendment of section 379, Act XLV of 1860 and Amendment of Schedule II, Act V of 1898) (Moved by Ms. Kishwar Zehra, MNA). ii) ‘’The Criminal Law (Amendment) Bill, 2014’’ (Insertion of new section 389A, Act XLV 1860 and Amendment of Schedule II, Act V of 1898) (Moved by Ms. Kishwar Zehra, MNA). iii) ‘’The Criminal Law (Amendment) Bill, 2014’’ (Substitution of section 489F, Act XLV of 1860 and Amendment of Schedule II, Act V of 1898 (Moved by MS. Kishwar Zehra, MNA) and directed the Ministry of Interior for obtaining the views/comments from all provinces.

5.        The Committee considered and appreciated the efforts of the Hon. Members for bringing the ‘’The Criminal Law (Amendment) Bill, 2014’’ (Insertion of new section 297-A Amendment of second schedule Act V of 1898) (Moved by Ms. Aliya Kamran, MNA). However, it was decided that Ministry of Law and Justice will furnish its comments on the Bill.

6.        The Committee discussed that the ‘’The Criminal Law (Amendment) Bill, 2014’’ (Amendment of section 82, Omission of section 83, Insertion of new sections 292A, 292B, 292C, 328A, 369A, 377A & 377B, Act XLV of 1860 and Amendment of Schedule II, Act V of 1898) (Moved by Ms. Marvi Memon, MNA) will be lastly taken up on the agenda of the next meeting, because despite of repeated request the Hon. Mover have not attended the meeting.

7.        The Committee also decided that following two Bills would be rejected in the next meeting. However, Secretary Committee or Secretary to the Chairman will contact to the both Hon. Members, i)‘’The Anti Honor Killings Laws (Criminal Laws Amendment) Bill, 2015’’(Amendment of sections 309, 310, 311, 338E, 345 and Schedule II, Act V of 1898) (Moved by Dr. Nafisa Shah, MNA). ii) ‘’The Anti-Rape Laws (Criminal Laws Amendment) Bill, 2015’’ (Insertion of new sections 218A & 228A and Amendment of section 376, Act XLV of 1860, and Insertion of new sections 53A, 164A & 344A and Amendment of sections 352 & 417 and Schedule II, Act V of 1898, and Amendment of Article 21 &151, Order X of 1984) (Moved by Dr. Azra Fazal Pechuho, MNA).

8.        The Committee unanimously decided to constitute a Sub-Committee under the Convenership of Syed Javed Ali Shah, MNA with the following ToRs: -

 ”The Committee will considered the all Private Members Bills and will submit its recommendations to the main Committee within 30 days”.
