Parliamentary Committee System Ensures Accountability Of The Executive: NA Speaker

Islamabad: July 9, 2014; Sardar Ayaz Sadiq, Speaker National Assembly has said that National Assembly of Pakistan has an effective and vibrant Committee System which ensures Parliamentary Accountability of the Executive. He said that the Public Accounts Committee has been headed by the Leader of the Opposition and comprise of Members drawn from all political parties. These views were expressed by the Speaker who is heading a-five members parliamentary delegation during meetings in British Parliament, according to a message received from England.

Talking about the democracy in Pakistan, the Speaker said that democracy has taken roots and present parliament consists of progressive political forces. He said that parliament in the country is vibrant and have exhibited a record unanimity on issues of vital national interests.

The Speaker underlined the need for enhanced interaction between the parliamentarians and people of both the countries for further cementing the fraternal relations between the two countries. He said that parliamentarians of the two sides could play a meaningful role in the region as “parliamentary diplomacy” could enable the real policy makers to understand each-others’ points of view, better.

Meanwhile, the delegation attended a briefing on Westminster system at the Parliament House where they were briefed about the functions and conduct of business of the House of Commons and the House of Lords. The two sides exchanged in detail the views on the Parliamentary practices in their respective countries.

The delegation also viewed proceedings of the UK’s Public Accounts Committee at the House of the Parliament. Later, they held a meeting with Rt Hon Margaret Hodge MP, Chair Public Accounts Committee. The delegation was briefed about the structure, jurisdiction and functions of the PAC. Speaker Sardar Ayaz Sadiq apprised the British side about the working and achievements of the PAC of the Parliament of Pakistan. Mehmood Khan Achakzai laid emphasis on the enhanced role of the UK for strengthening of democracy in the Commonwealth countries especially in Pakistan.

It was noted that such Parliamentary exchanges could significantly increase mutual understanding between the two countries. It may be noted that as a part of Parliamentary diplomacy, Pakistan and UK frequently exchange such delegations.

The delegation comprises MNAs; Mehmood Khan Achakzai, Raja Javed Ikhlas, Dr Darshan and Dr Arif Alvi. Acting High Commissioner Mohammad Imran Mirza accompanied the delegation during the meetings.
