Standing Committee on Parliamentary Affairs meets

Islamabad, 16th September, 2026 - A meeting of the Standing Committee on Parliamentary Affairs was held today under the Chairmanship of Mr. Rana Iradat Sharif Khan, MNA, in Committee Room No. 7 (4th Floor), Parliament House, Islamabad.
 
2. The Secretary, Ministry of Parliamentary Affairs briefed the Committee on the complaints received to the Prime Minister’s Public Affairs & Grievances Wing concerning phishing and other cyber-enabled financial frauds and subsequently referred to the National Cyber Crime Investigation Agency (NCCIA) during the Financial Year 2025–26. A total of 140 complaints were referred to the NCCIA, comprising 80 cases of cyber financial fraud, 17 cases of cyberbullying, 29 cases of cyber harassment, 6 cases of visa fraud, 5 cases of identity theft, and 3 general complaints. 
 
3. The Representative of the NCCIA further apprised the Committee that the NCCIA has adopted a multi-dimensional approach to addressing cybercrime, encompassing investigation, digital forensics, coordination with relevant institutions and public awareness initiatives. The NCCIA has also established a dedicated, web-based Complaints Management Unit for receiving and processing complaints. Complaints are submitted through various channels, including the Email Desk, the Online Complaints Portal, in-person at any of the 15 Cyber Crime Reporting Centers (CCRCs) across the country or at NCCIA Headquarters, and through postal correspondence.
 
4. The Representative of the Benazir Income Support Programme (BISP) informed the Committee about the measures taken to provide relief to complainants whose grievances were received through the Prime Minister’s Public Affairs & Grievances Wing. The Representative further apprised the Committee that the complaints had been processed in accordance with the nature of the cases and the eligibility status of the complainants.
 
5. The Representative of the National Highway Authority (NHA) briefed the Committee on the operations of the toll plaza on the Okara–Patoki section, particularly with regard to road maintenance and the overall condition of the road infrastructure, with a view to addressing the difficulties being faced by commuters.
 
6. The Higher Education Commission (HEC) briefed the Committee that it had received 18 complaints regarding financial assistance/scholarships for higher studies and 19 complaints related to the distribution of laptops under the Prime Minister’s Youth Laptop Scheme. The complaints were addressed by the concerned authorities, as the eligibility criteria were strictly observed in both cases. Moreover, the Government does not extend financial support for higher studies on an individual basis.
 
7. Fatiha was offered for the departed soul of the late Committee’s Member, Ch. Muhammad Bashir Virk. The Committee paid tribute to his honesty and dedication to his parliamentary responsibilities and acknowledged his valuable services to Parliament and his constituency. It was observed that his contributions and services would be remembered with respect.
 
8. The meeting was attended by MNAs Ms. Muneeba Iqbal, Ms. Shazia Fareed, Mr. Malik Shah, Ms. Izbal Zehri, Mr. Naveed Aamir, Mr. Hameed Hussain, Ms. Naeema Kishwer Khan, Secretary Ministry of Parliamentary Affairs and other senior officers from National Cyber Crime Investigation Agency (NCCIA), Benazir Income Support Programme (BISP), Higher education Commission (HEC) and National Highway Authority (NHA) also attended the meeting.
