Standing Committee on Power Division

Islamabad – September 16, 2026 The Standing Committee on Power Division met today at 11:00 a.m. in Parliament House, Islamabad, under the chairmanship of Mr. Muhammad Idrees, MNA/Chairman. The Committee confirmed the minutes of its previous meeting held on 03rd June 2026 and reviewed the implementation status of its previous recommendations. After due consideration, no further recommendation was made in this regard.

The Committee considered the matter of payment of compensation amounting to approximately Rs.44.559 million to affected households in District Kolai Palas Kohistan and compensation for seven houses situated under/near the 132 kV transmission line between Tower Nos. 123–124 and 141–142 in Tehsil Pattan, District Lower Kohistan. The Committee noted that the affected houses existed prior to the earlier survey and that the compensation matter pertained to WAPDA (DASU). The Committee directed the Managing Director, National Grid Company of Pakistan Limited (NGC), to provide a legible copy of the complete relevant file and recommended that the matter be referred to the Water Resources Division for necessary action and payment to the affected persons.
 
The Committee also considered matters relating to the availability and placement of transformers with Hazara Electric Supply Company (HAZECO) and Peshawar Electric Supply Company (PESCO), including the proposed 132 kV Grid Station at Padhana, District Haripur, and provision of a 40 MVA transformer at Khanpur Grid Station. After detailed deliberation, the Committee endorsed the direction of the Minister, Power Division for preparation of a comprehensive report regarding the establishment of the 132 kV Grid Station at Padhana under the special supervision of the Additional Secretary, Power Division, for submission at the next meeting. The Committee also agreed with the direction of the Minister, Power Division that action be taken against those responsible for the issues relating to the establishment of Grid Station at Sarai Saleh, Haripur.
 
The Committee discussed voltage fluctuations, shortage and condition of transformers, load-shedding and deficiencies in distribution infrastructure. The Minister for Power Division directed the distribution companies to submit their infrastructure investment plans to NEPRA in accordance with the directions of the Honourable Prime Minister, with a view to resolving infrastructure-related issues affecting consumers. The Committee also emphasized the need to reduce load-shedding, particularly on long-distance feeders.
 
The Committee further considered a matter concerning the alleged irregular utilization of poles, transformers and other equipment procured for District Haripur. After detailed deliberation, the Committee recommended that the Power Division conduct a comprehensive inquiry into the matter and submit a detailed report to the Committee for consideration and further necessary action.
 
The Committee also discussed electricity tariffs, consumer complaints, billing issues and the subsidy available to consumers using up to 200 units of electricity. The Committee directed that detailed information regarding utilization of the 200-unit subsidy and the consumers benefiting from it be furnished at its next meeting. It further directed that matters relating to IPP agreements, electricity pricing and the current status of negotiations be included in the agenda of the next meeting.
 
The Committee endorsed proposals regarding removal of the six-month limit for consumers availing the subsidy on consumption of up to 200 units, removal of electricity wires passing over residential houses, and provision of 50 kVA and 100 kVA transformers in constituencies to address electricity-related issues faced by the general public. The Committee also discussed battery storage systems and the development of virtual grid stations for meeting future household electricity requirements.
 
The Chairman directed that the next meeting of the Committee be convened on 01 October 2026 to consider matters of public importance relating to SEPCO and HESCO.
 
The meeting was attended by Sardar Awais Ahmed Khan Leghari, Minister for Power Division, Mr. Babar Nawaz Khan, Sheikh Aftab Ahmed, Raja Qamar-ul-Islam, Chaudhary Naseer Ahmed Abbas, Rana Muhammad Hayat Khan, Mr. Muhammad Shahryar Khan Mahar, Syed Abrar Ali Shah, Syed Waseem Hussain and Mr. Sanjay Perwani, MNAs. Senior officers from the Power Division, HAZECO, PESCO, LESCO, HESCO and PPMC were also in attendance.
