The standing committee on the Petroleum Division met today under the chairmanship of Syed Mustafa Mehmood.

The 14th meeting of the Standing Committee on the Petroleum Division was held today at Parliament House, Islamabad, under the chairmanship of Syed Mustafa Mehmood, MNA. The Committee confirmed the minutes of its previous meeting held on 20th February, 2026 and subsequently examined the implementation status of its previous recommendations.
 
During the discussion, Members of the Committee raised a number of questions regarding the utilization of the Petroleum Training Fund (PTF), particularly the amounts deposited by Exploration and Production (E&P) companies for the provincial share of the Training Fund, its utilization by the provincial Energy Departments, and the expenditures incurred for the benefit of local inhabitants. The Petroleum Division, along with representatives of the provincial governments, briefed the Committee on the status of the Training Fund since its inception. The Petroleum Division informed the Committee that the provinces currently hold an unutilized balance of PKR 1,956.49 million under the said Training Fund.
The Committee was informed that by the Petroleum Division that the Sindh Energy Department had received PKR 1,032.34 million from E&P companies under the Training Fund. The Punjab Energy Department had received PKR 334.39 million, while the Khyber Pakhtunkhwa Energy Department had received PKR 202.28 million, of which PKR 11.20 million had been utilized on local inhabitants by sending deserving students on technical courses in Karak. The Balochistan Energy Department had received PKR 530.76 million and had spent only PKR 8.41 million on the capacity building of its employees, whereas no expenditure had been incurred for the benefit of local inhabitants. 
 
After detailed deliberations, the Committee recommended that a separate meeting be convened exclusively to discuss the Training Fund. It further directed the Petroleum Division to submit a comprehensive report on the status, utilization, outstanding contributions payable by E&P companies, and the applicable rules governing the utilization of the Fund. The Committee also sought a detailed report on the proposed policy guidelines relating to the E&P Fund for consideration in its next meeting. Members emphasized that the Training Fund should be utilized transparently and effectively for the welfare of local communities in the areas where petroleum resources are explored. The Committee further directed that district-wise details of the Training Fund to be provided, to the Committee along with information regarding expenditures incurred for purposes other than local community development, be furnished in the next meeting.
 
The Petroleum Division also briefed the Committee on Unaccounted for Gas (UFG). After discussion, the Committee recommended that a separate meeting be convened to comprehensively examine the issue of UFG.
 
The Committee was further briefed by the Minister for Petroleum on petroleum prices, Liquefied Petroleum Gas (LPG), and Re-gasified Liquefied Natural Gas (RLNG). Following the briefing, the Committee recommended that a dedicated meeting be convened to examine the mechanism for determining petroleum product prices, including whether the prescribed legal procedures had been followed in recent price determinations and whether the Oil and Gas Regulatory Authority (OGRA) had conducted the requisite public hearings. The Committee directed that a detailed report on the matter be submitted in its next meeting. A Member also emphasized the need for effective implementation of OGRA's decisions relating to petroleum prices, and the Committee recommended that this matter be included on the agenda of OGRA of its next meeting.
 
The meeting was attended by Members of the National Assembly, namely Sardar Ghulam Abbas, Mr. Muhammad Bilal Badar, Ms. Shaista Khan, Mian Khan Bugti, Syed Naveed Qamar, Mr. Asad Alam Niazi, Mr. Salahuddin Junejo, Mr. Muhammad Moin Aamer Pirzada, and Mr. Gul Asghar Khan. Senior officers from the Petroleum Division, SNGPL, PLL, SSGC, DGPC, OGRA, and the Energy Departments of Punjab, Balochistan, Sindh, and Khyber Pakhtunkhwa also attended the meeting.
