Standing Committee on Rules of Procedure and Privileges meets

Islamabad, the 1st January, 2026: The Standing Committee on Rules of Procedure and Privileges constituted a Sub-Committee to discuss the both amendments moved by Syed Rafiullah, MNA in rule 2, 247, 43 sub rule (4) and insertion of new rule after rule 39B of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 and submit its report within thirty days to the Standing Committee for its final consideration.

2. The 16th meeting of the Standing Committee on Rules of Procedure and Privileges was convened today at the Parliament House, Islamabad, under the Chairmanship of Mr. Muhammad Afzal, MNA.

3. The Committee considered the amendments moved by Syed Rafiullah, MNA, relating to Rules 2, 43 sub rule (4), and 247, as well as the proposed insertion of a new rule after Rule 39B of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. Following detailed deliberations, the Committee constituted a Sub-Committee under the convenership of Mr. Azhar Qayyum Nahra, MNA, to examine the proposed amendments in detail and submit its report to the Standing Committee within thirty days for final consideration.

4. The Committee also considered the Question of Privilege raised by Ms. Shagufta Jumani, MNA, against the Chief Executive Officer (CEO) and Chief Operating Officer (COO) of Pakistan International Airlines (PIA) regarding the non-issuance of boarding passes to her family members for their confirmed PIA flight from Jeddah to Karachi. After thorough deliberations, the Committee directed that a letter be issued to the incumbent CEO of PIA, requesting a comprehensive inquiry into the matter and appropriate action to hold the responsible officials accountable.

5. Furthermore, the Committee deferred consideration of the Questions of Privilege moved by Dr. Darshan and Khawaja Izhar ul Hassan, MNAs. The Committee also deferred the amendments moved by Dr. Nafisa Shah, MNA, and decided to take up the matter at its next meeting.

6. The meeting was attended by MNAs: Mr. Nasir Iqbal Bosal, Mr. Waseem Qadir, Sardar Muhammad Yaqoob Khan Nasar, Pir Syed Fazal Ali Shah Jillani, Mr. Zulfiqar Bachani, Mir Ghulam Ali Talpur, Ms. Shagufta Jumani, Ms. Naeema Kishwer Khan and Ch. Naseer Ahmed Abbas (online). Syed Rafiullah, MNA/Mover and Dr. Nafisa Shah, MNA/Mover (online) also attended the meeting.

7. The senior officers from the Ministry of Parliamentary Affairs, Ministry of Law and Justice, Establishment Division, Capital Development Authority and Pakistan International Airline (PIA) also attended the meeting.
