Standing Committee on Interior and Narcotics Control meets

The 27th meeting of the Standing Committee on Interior and Narcotics Control was held on 9 June 2026 at 2:00 p.m. at Parliament House, Islamabad, under the chairmanship of Raja Khurram Shahzad Nawaz, MNA. The Committee confirmed the minutes of its previous meeting held on 20 May 2026.
 
The Committee considered The Code of Criminal Procedure (Amendment) Bill, 2025 (Government Bill). The Minister for Law and Justice briefed the Committee on the proposed amendments and emphasized that while many provisions of the existing law remain relevant, procedural laws must be periodically updated to keep pace with technological developments and modern investigative practices. He noted that the increasing use of digital evidence, CCTV footage, electronic communications, online FIR registration systems, and modern prosecution services necessitates corresponding legal reforms. The Minister informed the Committee that the proposed non-political amendments had been developed after extensive consultations with legal experts, bar associations, prosecutors, judicial officers, and other stakeholders. He stated that the objective of the reforms was to improve criminal investigations, strengthen prosecutions, enhance conviction rates, and ensure adequate protection of the rights of both victims and accused persons. The Minister requested the Committee to allocate dedicated sessions for a clause-by-clause review of the Bill. Members supported the proposal and agreed that detailed deliberations should be undertaken during the budget session. Consequently, the Committee deferred consideration of the Bill and recommended that a series of meetings be held from 16 to 18 June 2026 to examine the amendments in phases and allow Members sufficient opportunity to review each provision and submit recommendations. The Committee also considered and deferred The West Pakistan Motor Vehicle Taxation (Amendment) Bill, 2025 (Government Bill).
 
The Director General, Federal Investigation Agency (FIA), briefed the Committee on the policy governing the non-issuance of third and subsequent passports, allegations regarding the misuse of discretionary powers by FIA and Immigration authorities in offloading passengers without valid justification, and the grounds and procedures for declaring overseas Pakistanis as blacklisted upon their arrival in Pakistan. Through a detailed presentation, he informed the Committee that passenger offloading constitutes an important component of Pakistan’s strategy to combat illegal migration, human trafficking, and visa misuse. The Committee was informed that FIA had established a Risk Analysis Unit and was utilizing targeted screening mechanisms, advanced data analytics, artificial intelligence tools, and the Integrated Border Management System (IBMS) to identify high-risk travelers and prevent illegal migration.
 
Members expressed concern over reports that bona fide travelers possessing valid visas, residence permits, and other lawful travel documents had been offloaded despite meeting legal travel requirements. The Minister of State for Interior and Narcotics Control informed the Committee that the profiling system was largely based on objective and automated criteria and that further software-based improvements were being introduced to enhance transparency and reduce human discretion. The Committee also discussed the policy relating to the issuance of third and subsequent passports and was informed that such applications are subjected to enhanced scrutiny in order to prevent identity misuse and document fraud.
 
The Committee then considered Calling Attention Notice No. 4, moved in the National Assembly on 29 September 2025 by Mr. Anjum Aqeel Khan and Mr. Ibrar Ahmed, MNAs, regarding delays in compensation payments to landowners whose properties had been acquired by CDA in Sectors E-12, C-13, C-14, C-15, C-16, and H-16, Islamabad. After detailed deliberations, the Committee disposed of the matter and directed the Deputy Commissioner, Islamabad, to coordinate with the concerned MNAs, including Mr. Aqeel Malik, Minister of State for Law and Justice, and Mr. Ibrar Ahmed, MNA, to resolve any remaining issues.
 
The Committee further reviewed the status of various CDA-related development projects and reiterated its earlier recommendations. It observed that several road projects initiated under the Prime Minister’s development package announced in 2023 remained incomplete and that payments amounting to Rs. 40 million were still outstanding against contractors despite previous recommendations of the Committee for their release. The Committee recommended that payments be made without further delay to contractors who had completed road construction works, either wholly or partially. The Secretary, Interior and Narcotics Control Division informed the Committee that the funds allocated for ongoing development schemes would not lapse, as the relevant summary had already been moved. The Committee also noted that contracts for the construction of six roads in Islamabad, with two roads allocated to each constituency, had already been awarded and tenders finalized. However, the projects remained incomplete, causing inconvenience to the public. The Committee recommended that the construction of these roads be expedited and completed at the earliest. The Minister of State for Interior and Narcotics Control directed the Deputy Commissioner, Islamabad, to examine the matter and take necessary action.
 
The Committee also discussed a public complaint regarding the blockage of an access route caused by an ongoing graveyard project situated at Pindorian (Khanna), Islamabad. Members expressed concern that the project had been approved without adequately considering an existing public passage and questioned whether the planning authorities had properly assessed the implications of the design. The Committee observed that the closure of a long-established route was creating hardship for local residents and directed the Deputy Commissioner, Islamabad, and CDA to conduct a joint site visit, resolve the issue immediately, and ensure the restoration of public access without delay.
 
The representative of the Anti-Narcotics Force (ANF) briefed the Committee on a matter raised by Raja Pervaiz Ashraf in the Committee’s meeting held on 20 May 2026 concerning a viral video in which an individual identified as Anmol alias “Pinky” allegedly mentioned the name of the former Prime Minister and MNA. The Committee had previously directed that detailed reports be obtained from the Inspectors General of Police of Punjab and Sindh. Upon receipt and examination of the reports, the Committee was informed that the media allegations regarding the involvement of Raja Pervaiz Ashraf in the matter were entirely baseless. Consequently, the Committee decided to dispose of the matter.
 
The meeting was attended by Mr. Azam Nazeer Tarar, Minister for Law and Justice; Mr. Talal Chaudhry, Minister of State for Interior and Narcotics Control; Mr. Anjum Aqeel Khan; Chaudhary Naseer Ahmed Abbas; Syeda Nosheen Iftikhar; Malik Shakir Bashir Awan; Haji Jamal Shah Kakar; Syed Rafiullah; Sardar Nabeel Ahmed Gabol; Mr. Abdul Qadir Patel; Nawabzada Mir Jamal Khan Raisani; Khawaja Izhar-ul-Hassan (via video link); Ms. Rana Ansar (via video link); and Mr. Muhammad Ijaz-ul-Haq, MNAs. Senior officers from the Ministry of Interior and Narcotics Control, Ministry of Law and Justice, CDA, FIA and ANF also attended the meeting. In addition, the Deputy Commissioner, Islamabad was also present.
