26th meeting of the Standing Committee on Interior and Narcotics Control was held on 20th May 2026 at 12:30 p.m. in the Parliament House, Islamabad, under the chairmanship of Raja Khurram Shahzad Nawaz, MNA.
The Committee considered the matter raised by Raja Pervaiz Ashraf, former Prime Minister of Pakistan/MNA, regarding a video clip related to Anmol alias “Pinky,” which surfaced on social media on 18th May 2026. The former Prime Minister/MNA briefed the Committee that the woman, when produced before the court in police custody, had taken his name, and a few hours later another video clip surfaced through her lawyer claiming that his name had been mentioned under pressure. He stated that the matter appeared to be orchestrated to tarnish his image and had caused severe mental distress to him and his family, and requested the Committee to take immediate action. He further informed the Committee that the issue had also been raised in the National Assembly. The Speaker, National Assembly and the Chairman of the Standing Committee had accorded it priority. He also proposed that legislation should be introduced to regulate such matters and to place limits on social media to prevent the circulation of unverified videos. The Additional Inspector General of Police, Sindh, briefed the Committee in detail on the case, stating that drugs were being distributed through online networks and payments were being made through online transactions. He informed that the network had been operating in Karachi since 2018 and that 17 cases had been registered against the accused. He further stated that some women and foreign nationals were involved in drug distribution, and action had also been taken against police personnel involved in presenting the accused, Anmol alias “Pinky.” He added that no remand had been granted by the Magistrate and an inquiry had been initiated against those responsible, with the case currently under police investigation. He also noted the involvement of some young individuals and departmental employees, and clarified that no reference had been identified linking Raja Pervaiz Ashraf, MNA, to the case.
Dr. Tariq Fazal Chaudhary, Minister for Parliamentary Affairs, and members of the Committee appreciated Raja Pervaiz Ashraf for raising the issue. The Minister for Parliamentary Affairs stated that certain names were being used for political gain and emphasized that the role of media should remain responsible and constructive. He added that no one should be allowed to implicate politicians without evidence, and reiterated the need for strong legislation in this regard, as also highlighted by the Speaker of the National Assembly. The Committee members concurred with this view. The Additional IGP, Karachi reiterated that the allegations against Raja Pervaiz Ashraf, MNA, were baseless. All members agreed that the issue reflected negative propaganda. Mr. Abdul Qadir Patel, MNA, proposed that a report similar to the “Armaghan case,” which had been presented before the Committee, should be implemented accordingly. The Committee recommended that existing laws relevant to the matter should be enforced in both letter and spirit. After detailed briefing, the Committee decided to seek written explanations and reports from the Inspectors General of Police, Punjab and Sindh, regarding the circumstances of the incident and the spread of allegations against Raja Pervaiz Ashraf, Ex-Prime Minister/MNA. The Committee further recommended that another meeting be convened to further investigate the matter in coordination with Cyber Crime authorities, the National Cyber Crime Investigation Agency (NCCIA), and the ANF, particularly in relation to similar video incidents in Hyderabad and alleged involvement of ANF personnel.
The Committee considered the “Code of Criminal Procedure (Amendment) Bill, 2025” (Government Bill) and, after detailed deliberation, deferred it to the next meeting. The Committee also considered the “Islamabad Capital Territory Local Government (Amendment) Bill, 2025,” the “Islamabad Capital Territory Local Government (Second Amendment) Bill, 2025,” and the “Islamabad Capital Territory Local Government (Amendment) Bill, 2026” (Ordinance No. II of 2026) (Government Bill). The Special Secretary, M/o Interior and Narcotics Control briefed the Committee that the Bill had been discussed multiple times and deferred on several occasions. It was explained that inputs from the Capital Development Authority and observations of the Election Commission had been incorporated into the revised draft. It was further noted that the related ordinance had already been extended for 120 days through a Senate resolution. Despite these updates, the Committee decided to withdraw the agenda items related to the said Bills. The Committee directed that a formal withdrawal request, duly signed by the Interior Minister, be submitted to this Secretariat to complete the process.The Committee further considered “The West Pakistan Motor Vehicles Taxation (Amendment) Bill, 2025” (Government Bill) in detail and recommended its deferral. It also considered “The Criminal Law (Amendment) Bill, 2026” (Government Bill) and recommended its passage.
A detailed briefing was given by Islamabad Police on the law and order situation in the capital. However, the Committee expressed concern that excessive checkpoints and security barriers were causing inconvenience to citizens and affecting their daily movement. The Committee urged the police to adopt intelligence-based policing rather than relying heavily on physical checkpoints. It also emphasized the need to improve the behavior and training of frontline employees, particularly in their interaction with the public. The police responded that standard operating procedures had been revised, vehicle checks were being restricted to designated areas, and efforts were underway to balance security requirements with public facilitation.
The Committee considered Calling Attention Notice No. 4 moved in the National Assembly on 29th September 2025 by Mr. Anjum Aqeel Khan and Mr. Ibrar Ahmed, MNAs, regarding delay in payment of compensation to persons whose lands were acquired by the CDA in Sectors E-12, C-13, C-14, C-15, C-16, and H-16, Islamabad. The Committee recommended deferring the matter and decided that it would be taken up in the presence of the Chairman, CDA. The Committee also considered the incident of misconduct and assault by FIA officials against traders at Saddar Sarafa Bazaar, Karachi. The Additional Director General, FIA briefed the Committee that an inquiry had been initiated against the responsible officials. However, the Committee recommended that a detailed report, including action taken so far, be submitted to the Committee.

Senior officers from the Ministry of Interior and Narcotics Control, Ministry of Law and Justice, Ministry of Parliamentary Affairs, CDA, Deputy Commissioner, Islamabad, Additional IGP, Punjab, Additional IGP, Karachi and Additional Director General FIA, Islamabad also attended the meeting.
