The Standing Committee on National Heritage & Culture Division meets

The Standing Committee on National Heritage & Culture Division held its seventh meeting on Wednesday, February 18, 2026, at 02:00 p.m. The meeting was held in the Constitution Room of the National Assembly Secretariat, Islamabad, under the Chairpersonship of Syeda Nosheen Iftikhar, MNA.
The meeting commenced with a recitation from the Holy Quran. Then, the Committee approved the minutes of the previous meeting, followed by an in-depth discussion on the compliance report regarding the recommendations of the last meeting.
Thereafter, the Committee scrutinized the budgetary proposals relating to the Public Sector Development Program (PSDP) of the National Heritage and Culture Division and its attached departments for the Financial Year 2026-27 as required under the sub-rule (6) of rule 201 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The Joint Secretary of the National Heritage and Culture Division apprised the Committee that the Division has ongoing PSDP projects amounting to Rs. 2,537.086 million whereas, the Division has proposed Rs. 13,749.894 million for the PSDP projects for the Financial Year 2026-27 and the budgetary proposals would be adjusted according to the Indicative Budget Ceiling (IBC) fixed by the Finance Division. The Committee approved the budgetary proposals of the National Heritage and Culture Division and its attached departments regarding the PSDP projects.
Afterwards, the Committee examined the delegated legislation of the National Heritage and Culture Division and its attached departments as required under the sub-rule (4) of rule 201 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The Joint Secretary of the National Heritage and Culture Division briefed the Committee about the delegated legislation, however, the Committee observed that rules of various legislation were not enacted by the Division. The Committee recommended that the Division may enact all the relevant rules within six months. Finally, the Committee took the in-camera briefing from the FBR on the deduction of more than Rs. 2 million in tax from the account of the ETPB.
The meeting was attended by Ms. Saeeda Jamshid, Ms. Shaista Khan (on zoom), Ms. Naeema Kishwer Khan, Ms. Shahnaz Saleem Malik, Ms. Ghazala Anjum, and Ms. Naima Kanwal, MNAs. The Minister for National Heritage and Culture Division, Parliamentary Secretary of National Heritage and Culture Division, Member, Inland Revenue Operations, FBR, Chairman of the Evacuee Trust Property Board, Additional Secretary (Shrines), ETPB, Joint Secretaries and other senior officers from the National Heritage and Culture Division, Ministry of Religious Affairs and Interfaith Harmony and Ministry of Finance were also present.
