Standing Committee on Law and Justice meets

Tuesday, 17th February, 2026
Islamabad, 17th February, 2026, the 15th meeting of the Standing Committee on Law and Justice was held today under the Chairmanship of Ch. Mahmood Bashir Virk, MNA, at 02:00 P.M. in the Constitution Room,2nd Floor, Parliament House, Islamabad.
2) The meeting commenced with the recitation from the Holy Quran. The minutes of the previous meeting, held on 2nd February, 2025, were confirmed by the Committee, and Agenda Item No. 2 was deferred.
 
3) The Committee considered the Bill, The Alternative Dispute Resolution (Amendment) Bill, 2026” (Government Bill); during detailed deliberations, the Ministry apprised the Committee that the proposed amendments would not amount to an abdication of parliamentary authority; rather, it would constitute a lawful and constitutionally permissible delegation of legislative power by Parliament within defined parameters.
The Committee, after due deliberation, directed the Ministry to furnish a comprehensive explanatory note addressing the concerns raised by the Honourable Members. Consequently, further consideration of the Bill was deferred to the next meeting of the Committee.
 
4) The Committee considered the Bill “The Code of Civil Procedure (Amendment) Bill, 2024” (Section 54-A) (moved by Ms. Sofia Saeed Shah, MNA), The Committee was informed that, despite its previous directions, the Ministry could not convene the requisite meeting with the Mover. It is further noted that the Mover is not present at the meeting and has explained her inability to attend. In view thereof, the Committee deferred consideration of the matter until its next meeting.
 
5) The Committee considered the Bill: “The Qanun-e-Shahadat (Amendment) Bill, 2025 (Moved by Ms. Shazia Marri, MNA). The Ministry of Law informed the Committee that, in compliance with the directions previously issued, a detailed consultative meeting was convened with the Mover; and, pursuant thereto, a revised and mutually agreed draft, duly aligned with the stated objectives of the Mover, was finalized and placed before the Committee for its consideration.
 
The amended draft was thereafter examined in depth, and, upon due deliberation, the Committee recommended that the amended Bill be passed by the Assembly. The Committee further placed on record its appreciation for the foresight, diligence, and constructive engagement of the Mover in advancing the proposed amendment.
 
6) The Committee considered the Bill, The Constitution (Amendment) Bill, 2024 (Article 25), moved by Dr Nafeesa Shah, MNA; During detailed deliberations, the Committee observed that the Ministry of Law, in compliance with the directions of the Committee, had issued repeated communications to the Provincial Governments; however, no response had been received to date.
 
It was further noted that, prior to the item being taken up for consideration, the Mover left the meeting owing to another official engagement. In view of the foregoing, the Committee recommended that consideration of the matter be deferred. The Committee further directed that a fresh notice be issued to the Provincial Governments seeking their considered response.
 
It was also recommended that the views of the Ministry of Human Rights be obtained to facilitate further deliberation in the matter. The representatives of the said Ministry shall also be invited to attend the next meeting.
 
7) The Committee did not consider the Bill, The Legal Practitioner and Bar Councils (Amendment) Bill, moved by Mr. Riaz Fatyana MNA, due to the non-availability of the mover and deferred the same till the next meeting.
 
8) The Committee considered the Public Sector Development Programme (PSDP). Upon detailed and exhaustive deliberations, the Committee approved the Programme and formally recorded its appreciation for the strategic initiatives undertaken by the Ministry in furtherance of institutional development and service delivery reforms.
 
   The Committee was further apprised that Pakistan has won the Commonwealth "Access to Justice Innovation Award 2026" in recognition of the Ministry of Law and Justice’s landmark digital justice initiatives.
 
9) Hon. Members/MNAs Rana Muhammad Qasim Noon (on Zoom), Ms. Zahra Wadood Fatemi, Ms. Saira Tara, Ms. Mah Jabeen Khan Abbasi, Dr. Nafisa Shah, Syed Hafeezuddin, Ms. Aliya Kamran, Ms. Kiran Haider, Ms. Shazia Marri, Minister of State for Law and Justice and secretary Ministry of Law and justice, officers from the ministry of law and Justice, representatives of Ministry of planning and representatives of Ministry of Finance, along with relevant staff attended the meeting.
