STANDING COMMITTEE ON CABINET SECRETARIAT RECOMMENDS PUBLIC SECTOR DEVELOPMENT PROGRAM OF CABINET DIVISION AS PROPOSED

Islamabad; February 16, 2026: Standing Committee on Cabinet Secretariat in its meeting held today recommended Public Sector Development Program of Cabinet Division amounting to Rs.164.578 billion for the financial year 2026-2027. The Committee also recommended to the Ministries of Finance and Planning and Development to provide required fund to the Cabinet Division to avoid revision of cost of the projects resulting in wastage of public funds. The Committee met under the Chairmanship of Malik Ibrar Ahmad, MNA, in Islamabad Club today.
The Committee was apprised that proposed PSDP allocation of Rs.82 billion pertain to Sustainable Development Goals Achievement plan, Infrastructure development of Islamabad Technopolis, Rehabilitation of National Archives of Pakistan and enhancement of Combat efficiency and security measures of 6-Aviation Squadron in approved category whereas Rs.82.57 billion pertain to rehabilitation and up gradation of National Archives of Pakistan building and for National Program for digitalisation and Restoration of Archival material in unapproved category. The Committee unanimously approved the proposed PSDP, however directed the concerned departments to get the projects from relevant forums and submit the same to Planning Division for further action.
Earlier, the Islamabad Club Administration briefed the Committee about the administration and functioning of the Club. The Committee was apprised that the Club was providing facilities to its members in different categories who are residents of Islamabad/Rawalpindi. The Committee was informed that due to limited slots the club reserves the right to grant or refuse application without any reason. The Secretary Islamabad club also apprised the Committee about the financial management of the club, compliance towards local laws, taxation and facility management.
The Committee appreciated the management of the club for providing services which had a greater impact on members of the club, their families and on the community in general. The Committee also asked the Club Management to work on bringing other clubs into its affiliate circle. The Committee also recommended for payment of minimum wages to the employees who were servicing the club on outsourced services.
The Committee while taking up compliance of its previous recommendations directed Establishment Division to expedite formulation of Civil Servant (Disclosure and Prohibition of Dual and Foreign Nationality) Rules. The Committee also directed Benevolent and Group Insurance Funds to expedite collection of data for provision to Actuarial Firm so that the Actuarial study was completed at an early date.
The meeting was attended by MNAs Ms. Tahira Aurangzeb, Ms. Nuzhat Sadiq, Ms. Farah Naz Akbar, Mr. Nelson Azeem, Syed Rafiullah, Ms. Rana Ansar, Ms. Shahida Begum, Secretary Cabinet Division, senior Officers of the concerned departments.
