Standing Committee on Interior And Narcotics Control met under The Chairmanship of Raja Khurram Shahzad Nawaz, MNA.

Islamabad – February 16, 2026: The meeting of the Standing Committee on Interior and Narcotics Control was held on 16th February 2026 at 2:30 p.m. in the Parliament House, Islamabad, under the chairmanship of Raja Khurram Shahzad Nawaz, MNA. 
The Committee confirmed the minutes of its previous meetings held on 27th January 2026 and 10th February 2026. The compliance report of earlier recommendations was reviewed, and the Committee expressed satisfaction with the progress made. However, a member raised concerns regarding security arrangements in the Red Zone, which were affecting the movement of Members of Parliament. In response, the Minister of State for Interior and Narcotics Control clarified that all decisions regarding the security of the Parliament House and Lodges are made under the directions of the Honourable Speaker of the National Assembly and the Chairman of the Senate of Pakistan.
 
Concerns were raised by members about outdated surveillance cameras and the presence of unknown individuals within the Parliament Lodges. The Committee directed the Minister of State for Interior and Narcotic Control to ensure the attendance of the Chairman, CDA in future meetings.
 
The Committee considered “The Code of Criminal Procedure (Amendment) Bill, 2025” (Government Bill) and decided to defer its consideration, directing that the Bill be referred to the Council of Common Interests (CCI) for further review. 
 
Similarly, “The Pakistan Citizenship (Amendment) Bill, 2025,” moved by Khawaja Izhar Ul Hassan, MNA, was deferred for additional consideration. 
 
“The Islamabad Capital Territory Food Fortification Bill, 2025,” moved by Ms. Shaista Pervaiz, MNA, was deferred at the request of the mover, who was unable to attend the meeting.
 
The Committee further examined “The Criminal Laws (Amendment) Bill, 2025” (Section 498D and Schedule II), moved by Ms. Shazia Marri, MNA, and deferred it, directing the Secretary of the Ministry of Interior and Narcotics Control to obtain relevant data from provincial departments and the Islamabad Capital Territory (ICT) to assess the impact of existing laws. Another Bill on the same subject, moved by Dr. Sharmila Faruqi, MNA, was also deferred due to the absence of the mover.
 
Additionally, “The Guardians and Wards (Amendment) Bill, 2025,” moved by Syeda Nosheen Iftikhar, MNA, was discussed in detail. The Committee recommended that the Additional Draftsman from the Ministry of Law and Justice to coordinate with the Mover to review the Bill and provide input at the next meeting.
 
The Committee received a comprehensive briefing from the Secretary of the Ministry of Interior and Narcotics Control, along with heads of attached departments. The Frontier Corps Balochistan reported that previously recommended projects, including the FC Hospital, remained relevant but had not yet been completed. 
 
The Committee emphasized the need for proper facilities for Zaireen at border crossings, with assurances that these would be included in the Public Sector Development Program (PSDP). Members strongly recommended adequate funding for all essential border security projects, stressing that partial funding should at least ensure the continuity of ongoing projects.
 
Discussions on ICT and CDA projects focused on the allocation versus the release of funds. Members noted systemic inefficiencies in quarterly releases and the underutilization of PSDP funds, which had extended project timelines. The Ministry highlighted that last year’s budget utilization stood at 97%, with current utilization at 65%, projected to reach 97–98% by the end of the year.
 
Other matters addressed included rehabilitation centers for minors affected by drug abuse. Members observed that health is a provincial subject; however, in Islamabad, a 45-bed rehabilitation center is being expanded to 100 beds despite resource constraints.
 
An urgent road project from Atomic Energy Gate No. 1 to Gate No. 3 in Islamabad was highlighted, and the Committee recommended its inclusion in the PSDP to prevent future encroachments.
 
The meeting was attended by the Minister of State for Interior and Narcotics Control, Syeda Nosheen Iftikhar, Malik Shakir Bashir Awan, Syed Rafiullah, Sardar Nabeel Ahmed Gabol, Mr. Abdul Qadir Patel (via video link), Khawaja Izhar ul Hassan, Ms. Rana Ansar, Mr. Muhammad Ijaz-ul-Haq, and Ms. Shazia Marri, MNAs. Senior officers from the Ministry of Interior and Narcotics Control, the Ministry of Law and Justice, Islamabad Capital Territory, and the Director General of Passports were also present.
