The Standing Committee on Defence Production met in the Parliament House today, the 25th August, 2016, in Committee Room No. 7, at 11:00 a.m., under the Chairmanship (Acting Chairman)  of Muhammad Moeen Wattoo, MNA, on the following agenda:

1.     Performance of Directorate General Defence Purchase (DGDP) during the year 2015-16, number of contracts concluded, issues and future vision.
 

2.         The Committee Members were apprised by Major General Naveed Ahmed, Directorate General Defence Purchase (DGDP), Ministry of Defence Production. He said MODP has traditionally been responsible for procurement of equipment and supplies for all three services. And once DP Division was given status of Ministry, entitled as MODP, Directorates of procurement i.e; DGP (Army), DP (Navy) and DP (Air) were placed under the administrative and financial control of service Headquarter.
 

3.         He further explained the organizational structure of DGDP and its function. such as; to procure major Defence equipment through local and foreign vendors according to the approved requirement of equipments by the Services Headquarter (Army, Navy and Airforce) and implementation of contracts as per its clauses.
 

The Committee appreciated the efforts of DGDP under the supervision of Minister for MODP, and his team. The Committee recommended that MODP should be allowed for appointment of lawyer firms for handling the issues of DGDP/MODP immediately.
 

The Committee recommended that a joint meeting would be called for discussion for obtaining NOC from MODP before purchasing of any Defence/Security related equipments by the Federal and Provincial Governments. It was also decided that PEPRA representatives and Chief Secretaries would  be invited from Federal and Provincials Government in this regard.
 

It was decided/recommended by the Committee that DGP (Army) would be called in the next meeting of the Committee.
 

4.         Meeting was attended by Mr. Muhammad Khan Daha, Chudhary Hamid Hameed, Mr. Muhammad Moeen Wattoo, Ms. Amra Khan, Ms. Iffat Liaqat, Mr. Bilal Rehman, Mr. Bhawan Das, Syed Muhammad Ashiq Hussain, Dr.Ramesh Kumar Vankwani MNAs, besides the senior officers of the Ministry of Defence Production (MoDP) and Directorate General Defence Purchase (DGDP).
