Islamabad, July 29, 2010 Acting Speaker, National Assembly Condoles Death of Youth Parliament Members

ACTING SPEAKER, NATIONAL ASSEMBLY CONDOLES DEATH OF YOUTH PARLIAMENT MEMBERS

Islamabad July 29, 2010: Faisal Karim Kundi Acting Speaker, National Assembly and Patron-in-Chief of Young Parliamentarian Forum has condoled the sad demise of Prime Minister Hassan Javed Khan and other 5-Members of the Youth Parliament who died in an air crash on Wednesday in Islamabad.

In his condolence message, Faisal Karim Kundi termed it a great loss to the nation and families of the deceased. He said that whole the nation was standing by the bereaved families at this juncture of agony and distress. He prayed to Allah to rest the departed souls in eternal peace and grant patience to the families to bear this irreparable loss with equanimity.

Paying rich tribute to the deceased members of the Youth Parliament, Acting Speaker said that Members of Youth Parliament were precious asset of the country. He said that they contributed a lot during the deliberations in the Youth Parliament on various issues concerning to youth in the country.

VIBRANT AND INDEPENDENT MEDIA IS NECESSARY FOR PEACE, STABILITY AND DEMOCRACY IN THE COUNTRY: SAYS NA ACTING SPEAKER

Islamabad July 27, 2010: Faisal Karim Kundi, Acting Speaker, National Assembly has said that present democratic setup in the country believed in freedom of expression and has taken numerous steps for the independence of media in the country. He expressed these views while talking to a delegation of media persons from D. I. Khan which called on him in Parliament House today.

The Acting Speaker asked the media to supplement efforts of the government in fight against the terrorism and extremism in the country. He said that media is the fourth pillar of the State and is playing a role of bridge between government and masses. He said that media has always played a significant role in restoration of democracy in the country and in highlighting the problems being faced by the marginalized segment of society. He said that a vibrant and independent media was necessary for peace, stability and democracy in the country.

The Acting Speaker informed the delegation that the Chief Minister Khyber Pakhtoonkhwa Amir Haider Khan Hoti has already issue directives to land revenue department for the allotment of 137 kanals land for Journalist colony in D.I.Khan. He said that he was in contact with provincial government in this regard. He assured the delegation that after completing necessary procedural requirements the developmental work on the project will be started soon.

Discussing the status of developmental projects in D. I. Khan the Acting Speaker said that the present government was taking keen interest to bring the rural and remote areas of the country at par with the developed areas and provision of the basic amenities to masses at their thresholds. He said that Rs.42 crore have been allocated in the present fiscal budget for the Chashma uplift cannal project and negotiations with China and Turkey for the construction of this project were under progress. He expressed his optimism that negotiations will be finalized soon and construction work on this mega project will start soon. He said that Rs.30 million have been allocated for the renovation and expansion of D. I. Khan airport. He said that the government has taken various steps for promotion of youth and in this connection a youth hostel will be constructed in D. I. Khan. He also assured the delegation that all possible measures will be taken to address the civic problems being faced by the citizen of D. I. Khan.

STATEMENT BY DEPUTY SPEAKER OF THE NATIONAL ASSEMBLY AT THE INTER-PARLIAMENTARY MEETING WITH THE DELEGATION FOR RELATIONS WITH SOUTH ASIA

Honourable MS Jean Lambert, Chair of the delegation for Relations with countries of South Asia of the European Parliament

Honourable members of the delegation,

Distinguished diplomat,

Ladies and Gentlemen, On behalf of the Young Parliamentarian’s Forum of the National Assembly of Pakistan, I wish to extend my most sincere appreciation for organizing this meeting.

It is indeed a great pleasure to be present today in the European Parliament which represents more than half a billion people of Europe. We are also aware that with enforcement of the Lisbon treaty last year, the European parliament has assumed even greater responsibilities.

Pakistan share common objectives of enhancing regional and global peace with the EU and are partners in the international coalition against terrorism;

A vast potential exists for cooperation between Pakistan and the EU.

We hope that the strong ties of practical cooperation established between the EU and Pakistan in recent years will further deepen with the maturing of political dialogue between the two sides.

We have noted with satisfaction the recent EU-Pakistan Summit last month and are encouraged with this regular interaction at the highest political level.

Honourable Chair,

Ladies and Gentlemen,

You will be pleased to know that human rights, civil and political liberties, empowerment of women and most of all socio-economic development are at the fore of our National Agenda. Democratic institutions have been consolidated with the 18th amendment to the Constitution. In short, Pakistan is surely and firmly on the path to political stability, economic prosperity and social justice.

Pakistan’s strategic priority is development, for this we need stability at home and in our region.

We are blessed with abundant natural resources. Our demography sits at the cup of a demographic border. Our people are talented, and we have scientific, technological and entrepreneurial skills. We are a large market and rated as an emerging market economy.

Unfortunately, the turbulence in our adjoining regions has continued to have a serious detrimental effect on realizing our full development potential.

Terrorism and violent extremism are alien to our national ethos. This phenomenon, which has had a devastating impact on our society, was a product of the inter-play of global strategic struggles of the past.

Let me assure you that we would never allow terrorism and violent extremism to overtake our way of life, our culture, our traditions and disrupt our societal harmony.

The Pakistani nation is fully united in eliminating the menace of terrorism. The PPP government has been able to give political ownership to the counter-terrorism campaign, which is being brilliantly executed by the Pakistan Armed Forces and the security agencies. Our parliament stands united on these issues.

Unfortunately, our efforts have come at a considerable cost. Over 30,000 casualties, $50 billion worth of losses in property and infrastructure and thousands of disabilities. The economic costs are astounding. Yet we will press ahead and will not relent.

It is our national resolve not to allow terrorists any space on our territory. Equally, we will not countenance the use of territory of our neighbours for sponsoring, supporting or abetting acts of terror against Pakistan.

Here I would like to invite the attention of the distinguished members of the European Parliament that for us in Pakistan to succeed, we need the understanding and help of our friends in Europe.

We need to rebuild the areas devastated by acts of terrorism, we need to eliminate poverty and provide our young population with jobs and better future. For this the government is discussing with the European Commission to consider providing better market access to our products so that our economy can withstand the stress of these counter-terrorism and counter extremism efforts. We need to sustain these efforts.

The recently held EU-Pakistan Summit was an appropriate occasion for the EU to announce such a help. However, our people are disappointed that we did not reach a meaningful conclusion to our requests for better market access. I personally believe that we politicians better understand the sufferings of the people and that the EU will have to take a political decision to help Pakistan. We cannot remain endlessly engaged in technical negotiations because timely help is what matters.

I do earnestly hope that the European Parliament will play its role in conveying our message to the European Leadership because this is not just our war. We live in an increasingly globalized world and events taking place in our part of the world.

Ladies and Gentlemen,

Pakistan has a deep interest in peace and stability in Afghanistan. We continue to suffer on account of unrest and instability in Afghanistan and our desire for access to Central Asia cannot materialize without normalcy in Afghanistan;

The role being played by NATO in Afghanistan is appreciable but needs to be expanded towards rebuilding infrastructure and institutions, specially the rural areas;

Despite years of NATO-ISAF involvement, insurgency remains deep and far-spread. There is increasing realization that a military solution will not alone work.

We are also extremely concerned with opium cultivation and narcotic trafficking; this provides funding to the terrorist groups inside Afghanistan;

We believe that long term stability of Afghanistan can be ensured if the configurations of the political and military structures correspond to the ethnic mosaic of Afghanistan.

Honourable Chair,

Ladies and Gentlemen,

The Parliament of Pakistan desires friendly, good neighbourly and cooperative relations with all its neighbours;

In this context, we would like to resolve all outstanding issues with India through dialogue and on the basis of international legality;

Kashmir is a core issue. It could not be simply wished away; A peaceful resolution of the dispute in accordance with the UN Security Council resolutions will bring lasting peace in the region;

India and Pakistan need to sincerely cooperate to defeat the forces of extremism and terrorism.

It is important that recent political dialogue between Pakistan and India succeeds and paves way for further normalizing bilateral relations;

In the end, I once again thank you all for inviting us here today and for providing an opportunity to address this august gathering.

Islamabad, July 14, 2010 Young Parliamentarian Delegation attends briefing at NATO Headquarters

YOUNG PARLIAMENTARIAN DELEGATION ATTENDS BRIEFING AT NATO HEADQUARTERS

Brussels July 13 2010: A delegation of Young Parliamentarian Forum led by the Deputy Speaker of the National Assembly, Mr. Faisal Karim Kundi visited NATO Headquarters on the invitation from Public Diplomacy Division of NATO.

The purpose of the visit was to strengthen political dialogue and to create greater awareness among elected representatives of Pakistan about NATO’s role and engagement in Afghanistan.

A comprehensive briefing was given to them on the ongoing NATO’s operation in Afghanistan. The discussions were devoted to the developments of the situation in Afghanistan and insurgency over boarder with Pakistan. Special emphasis was laid on NATO-Pakistan relations especially close ties and collaboration with Pakistan, as Pakistan is the key partners for stability of the region. NATO’s assistance to Pakistan earthquake hit areas in 2005 and subsequent efforts for rehabilitation were highlighted. Terrorism, Weapons of Mass Destruction, Climate change, piracy and cyber crimes are the challenges NATO is confronted with today.

The Young Parliamentarian Forum delegation stressed that military operations alone will not provide a long-term answers to creating a secure and peaceful environment in the area. A comprehensive approach, involving all stake holders, massive reconstruction of the region and poverty alleviation is the solution for a successful outcome of the international engagement. The delegation also gave Pakistan’s point of view on the security situation in the region as well as Pakistan’s proactive efforts at establishing peace in the region. Dilating up the deteriorating situation as a result of air strikes, the Parliamentarians called for a politically and economically stable Afghanistan so that the process of dialogue may get a chance to restore peace in the area. They also reiterated Pakistan’s stance that a stable and peaceful Afghanistan is in the vital interest of Pakistan.

The members of delegation represent all political parties including PPP; PML (N); PML (Q); and FATA.

During their stay in Brussels the delegation will visit Supreme Europe Allied Headquarters (SHAPE) and will also attend briefing at Kashmir Centre, Brussels.

QUALITY EDUCATION AND RESEARCH A MUST FOR FUTURE DEVELOPMENT: SAYS NA DEPUTY SPEAKER

Islamabad June 29, 2010: Faisal Karim Kundi, Deputy Speaker, National Assembly has said that quality education and research was essential for the progress and development of the country. He said this while addressing the opening session of 11th National Research Conference at Shaheed Zulfiqar Ali Bhutto Institute of Science and Technology, Islamabad today.

He said that Research should not be confined to libraries or discussion only instead, it should be applied for sustainable progress and prosperity of the people. He said that research has no limits, it is quest of knowledge that assist learning and development. He said that Almighty Allah has endowed Pakistan with young scholars and researchers who have lot of potential and capabilities and they have left their mark everywhere in World. He said that present Government has given utmost importance to technical education and research work and sufficient funds have been allocated in the budget for this purpose. He urged upon the trade bodies and associations to supplement the efforts of the Government in establishing technical incubation centres and Research and Development (R&D) Departments in the universities “It will help business community to innovate new products for domestic as well as international markets” he added.

He congratulate SZABIST on regular holding of National Research Conference. He was of the view that it was a positive step in the right direction and it will set example for other institutions to promote research and development activities. He also appreciated the initiatives taken by SZABIST to make research and development as mandatory component in its MS Programme. He expressed the hope that it will help to produce quality research and the researchers for the nation. He also expressed his optimism the hope that SZABIST will continue to explore new avenues of achieving academic excellence and leading the market trend. He said that the future investigation will demand applications having deeper understanding of prevailing issues with futuristic mindset. TEXT OF THE SPEECH OF THE HONOURABLE DEPUTY SPEAKER AT 11TH NATIONAL RESEARCH CONFERENCE UNDER SZABIST

Distinguished Faculty Members & Staff,

Researchers, and Scholars,

Ladies and Gentlemen,Assalam-o-Alaikum!

It is indeed a great honor and privilege for me to be here with you in this remarkable opening session of 11th National Research Conference under the SZABIST, which is one of the most prestigious institutions of higher learning in Pakistan and the Asia.

The NRC has become a permanent forum for researchers and scholars to gather and present their significant research works on a variety of topics concerning business and industry and more so the society.

I would dare say that academic research is not confined to libraries or discussion groups only; it has vital implications for those who are delivering best of the goods and services to create, maintain and sustain human happiness on the face of earth. To me, research neither is an isolated activity nor does it have any end. It is there in the environment from the times immemorial. It is basically the quest of knowledge, to add knowledge and to solve the problems in whatever form and nature they are. I would like to say that research gives life-blood to every field of human learning and development.

I would also like to share my feelings with you like when I see towards you as future of Pakistan, I feel myself very confident and proud. Pakistan, MashaAllah is endowed with the young scholars and researchers like you. Gone are the days, when we used to be rated as a nation that was poor in research and development. Our researchers have gained the potential and the capabilities to conduct research from natural sciences to social sciences and they are leaving their mark everywhere in the world.

The present government gives utmost importance to problem-based research and I would like to urge the trade bodies and associations to help universities in establishing centers of excellence, technology incubation centers and R&D departments to help businessmen and the industry to create and innovate new products and services for the domestic as well as international markets.

If we chalk out an ambitious research agenda, I see our business and industry thriving in the days to come with the true researchers like you who would not do research in isolation or based on perception but look forward to the real world problems and propose models of excellence for implementation by the stakeholders such as, business and industry, entrepreneurs, ordinary man and last but not the least the most precious human resource.

I would also like to congratulate SZABIST on regular and successful commencement of National Research Conferences, which sets examples for other institutions to promote R & D activities at local, national and international level. Adding Research and Development as a mandatory component in their MS programs is another appreciable enterprise by them, which will help producing quality research and researchers for the nation. This would also go a long way in providing opportunities for the business and industry to compete in a highly globalized market by developing innovative products and improving service quality as well as expanded operations. I earnestly hope that SZABIST will continue to explore new avenues of achieving academic excellence and leading the market trends.

As I foresee the future investigation will demand applications having deeper understanding of prevailing issues with a futuristic mindset. It is imperative for us to focus on applied research with industry led approaches and philosophies. We should be able to add newer dimensions in the existing knowledge base instead of blind-following the Western models. We need to create our own research paradigms encompassing the global best practices and trends and indigenizing them as per local needs.

I am told that SZABIST is pioneer academic institution in Pakistan having an online research journal called “Journal of Independent Studies and Research (JISR)” with reputed reviewers on the panel. It is indeed a great milestone, and I am sure that other institutions will follow the same.

I also appreciate that SZABIST has established University-Industry Partnership and has inked a Memorandum of Understanding with the RCCI and, now signing MoU with the Islamabad Chamber of Commerce & Industry for a wider array of linkages that will really help develop a culture of research practices. It will go a long way in strengthening the very fabric of the business and industry. This would help produce highly valuable solutions for the problems being faced by the industry. The ultimate goal remains benefiting our valued citizenry with multiple benefits of mass customization.

The world in the external environment is highly volatile, and fraught with innumerable challenges unleashing tremendous pressures on the domestic economy. But the opportunities are abundant, must say, greater than the challenges. I cherish a great faith in you and have very high hopes that we have all the requisite innovative and creative ideas and resources needed to bring this country to the true glory as envisaged by our great leaders the Quaid-e-Azam, and the Quaid-e-Awam Shaheed Zulfikar Ali Bhutto.

Islamabad; June 25, 2010: Out going Cuban Ambassador H.E Gustavo Machin Gomes paid a farewell call on Deputy Speaker, National Assembly Faisal Karim Kundi. Eulogizing the services of out going Ambassador the Deputy Speaker said that Mr. Gustavo Machin Gomes brought the friendship between the two countries to new heights during his stay in Pakistan.

Deputy Speaker said that Pakistan and Cuba enjoyed cordial relations and both countries have similar views on major regional and global issues. He said that the present democratic set up was facing numerous challenges that will be overcome with the help of the masses and support of friendly countries like Cuba. He said that during last two years the Parliament had enacted a record number of legislation including the passage of historic 18th Constitutional amendment which had restored the 1973 Constitution in its true spirit. Deputy Speaker said that all the legislation made in the Parliament was passed unanimously. Deputy Speaker stressed the need for enhanced interaction between the Parliamentarians of both the countries and activation of friendship groups enabling both the Parliaments to strengthen bilateral relations.

Mr. Gustavo Machin Gomes, ambassador of the Republic of Cuba has said that Pakistan and Cuba relations were established 50 years ago. He said that Cuba wanted to further strengthening its relations with Pakistan. He said that both the countries needed to enhance cooperation in trade, economic and other sectors through the parliamentarians of both the countries. He proposed establishment Pak- Cuban friendship groups in the parliaments of both the countries. While appreciating the performance of Pakistan students studying in Cuba, he assured the Deputy Speaker that Cuba will continue all kind of assistance and support to the Pakistani students studying there.

A 5 MEMBER ITALIAN PARLIAMENTARY DELEGATION CALLS ON DEPUTY SPEAKER, NA.

Islamabad June 24, 2010: Deputy Speaker, National Assembly Faisal Karim Kundi has said that Pakistan attaches great importance to its relations with Italy and both the countries have commonalities of views on regional and global issues. He said this while talking a 5 Member parliamentary delegation of Italy headed by Mr. Stefano Stefani, President of the Italian National Assembly Standing Committee on Foreign Relations who called on him in Parliament House today.

Deputy Speaker said that Pakistan believed in peace and stability in the region because development and prosperity of the countries in the region is depended on it. He said that Pakistan wanted good relations with its neighbours through more communication and enhanced exchange of Parliamentary delegations and talk. Talking about Pak-Afghanistan relations Deputy Speaker said that Pakistan not consider Afghanistan only as neighbour but also a close friend. He said that Pakistan shared historical ties and common interest with Afghanistan. He said that peaceful and prosperous Afghanistan was in the interest of Pakistan and necessary for peace and progress of the region. While talking about Pak-India relations Deputy Speaker said Pakistan wanted resolve all the issue with India including core issue of Kashmir through peaceful dialogue. He also urged to Italian government to play proactive role to provide greater Market access to Pakistani products in European Union Markets.

RELIGIOUS SCHOLARS AND ULEM CAN PLAY A VITAL ROLE IN UNITY OF UMMAH AND RELIGIOUS HARMONY IN PAKISTAN: SAYS DEPUTY SPEAKER NA

Islamabad June 21, 2010: Faisal Karim Kundi, Deputy Speaker, National Assembly has called upon Ulamas and Religious Scholars to play active role for forging unity among the masses, stability of the country and revival of lost glory of Ummah. He expressed these views while addressing a seminar on the struggle for unity of Ummah and stability of Pakistan organized by Islahee Jamaat & Aalmi Tanzeem-ul-Arifeen in Islamabad today.

He said that Islam is a religion of peace and brotherhood and abhorred terrorism and extremism in all its forms and manifestations. The Deputy Speaker said that at present the country was passing through a difficult juncture, since the menace of extremism and terrorism was threatening the peace and security in the country, besides hampering the pace of economic progress. The Deputy Speaker said that internal split, extremism, prejudice and sectarianism and deviation from the Islamic teach were the major causes behind the down-fall of Muslims. He said these vices not only harmed the soft image of Islam but also caused irreparable damages to unity of Muslim Ummah. The Deputy Speaker said that Ulmas and Religious Scholars had played a vital role in spreading Islam in all parts of world including Sub-Continent. He said that Ulmas can play effective role in countering the bane of terrorism and extremism. The Deputy Speaker urged upon the Ulma and Religious Scholars to play proactive role in elimination of extremism and terrorism from the country and promotion of unity and religious harmony. The Deputy Speaker said that Muslims can achieved their lost glory by strictly following the teaching of Islam and forging the unity among the ranks.

The Deputy Speaker said that democracy was imperative for stability and progress of the country. He appealed to masses to remain peaceful and forged unity among their ranks to foil the nefarious designs of the elements who wanted to destabilize the country and derail the democracy. He also called for strengthening the democratic institutions and promoting the democratic norms in the country.

He also appreciated the Endeavors of Islahee Jamaat & Aalmi Tanzeem-ul-Arifeen for holding a seminar for the unity of Ummah and stability of Pakistan and expressed the hope that it will continue its efforts for peace and religious harmony in the country.

ITALIAN AMBASSADOR CALLS ON DEPUTY SPEAKER NA

Islamabad: June 16, 2010: The Deputy Speaker National Assembly Faisal Karim Kundi has said that Pakistan values high its relations with Italy and both the countries have similar views and perceptions on regional and international issues. The Deputy Speaker said this while talking to Mr. Vincenzo Prati, Ambassador of Italy in Pakistan who called on him in the Parliament House, today.

The Deputy Speaker appreciated the support of Government of Italy in various developmental projects executed different areas of Pakistan and expressed his optimism for the continuity of that support. He stressed the need for frequent exchange of Parliamentary Delegations and people-to-people contact for closer cooperation between the two countries. He also asked for the Italian support for the rehabilitation of IDPs of Swat and Waziristan.

The Deputy Speaker said that Pakistan was believed in peace and stability in the region and wanted friendly relations with its neighbouring countries. The Deputy Speaker said that extremism and terrorism was effected Pakistan economy badly. The Deputy Speaker said that the menace of extremism and terrorism could only be eliminated by addressing its root causes. The Deputy Speaker apprised the Italian Ambassador about the passage of 18th Constitutional Amendment and formation of Young Parliamentarian Group. He said that 92 members of the National Assembly were its members and the YIPs is working for the welfare of the Youth of the country. He also apprised the Ambassador about the formation and working of the National Assembly and its Standing Committees.

Mr. Vincenzo Prati, Ambassador of Italy said that Italy would extend its all-out support to Pakistan in addressing extremism and terrorism. He said that his government also attaches importance to its relations with Pakistan and would extend maximum diplomatic and economic support in diverse fields. The Ambassador agreed for exchange of parliamentary and trade delegation between both the countries.

NA STANDING COMMITTEE ON HOUSE & LIBRARY MEETS

Islamabad; June 15, 2010: National Assembly Standing Committee on House & Library met under the chairmanship of Faisal Karim Kundi, Deputy Speaker National Assembly in the Parliament House, today to review the progress reports of National Assembly Employees Cooperative Housing Society (NAECHS), construction of additional family suites and purchase of furniture for Government Hostels and Parliament Lodges.

Sheikh Waqas Akram, MNA and convener of special committee of National Assembly House and Library Committee on NAECHS has appraised the committee about the progress report of NAECHS. He informed the committee that members of the special committee accompanied with Deputy Speaker has visited Loi Bhair to examine the factual position of land in possession of society and developmental work carried out by the contractor. He said that ground realities were totally different from the record provided to the committee. He said that only 230 Canals land was in possession of society and no remarkable developmental work was done by the contractor for which the previous administration paid him Rs. 9 Crore. He further informed that Member Planning CDA will be asked to evaluate the cost of the developmental work. The official from CDA informed the committee that CDA has not issued any NOC to society for development. He also informed that CDA had issued three show cause notices to society on different times.

The Deputy Speaker said that the funds with the society were the hard earned savings of the employees of the National Assembly Secretariat which stuck up since last 25 years. He asked the committee members of the special committee to chalk out a mechanism to resolve this long outstanding issue. He extended his full cooperation to special committee for solving this matter and directed NA Secretariat to provide office space for the record and staff of the society.

The members of the committee expressed their serious reservations on the quality of maintenance work carried out by CDA in different blocks of Parliament Lodges. They also expressed their concern over cleanliness and janitorial services in Parliament Lodges. They pointed out that the sanitary staff deputed at the Lodges remained absent from their duties and the cleanliness of Lodges was in very poor condition. Deputy Speaker directed CDA to address the complaints of the members and ensured the quality of the maintenance work. While discussing the purchase of furniture for MNA’s Hostel and Parliament Lodges the committee was informed that proper procedure was not adopted in awarding of tenders and tender scrutiny committee has pointed out certain short comings in the procedure. The committee expressed its displeasure on the procedural lapses made by the CDA officials in awarding tender for purchase of furnitures. The committee members were of the view that CDA use delaying tactics in purchase of furniture and misguided the committee. Additional secretary Cabinet assured the committee that strong action will be taken against the officials who were responsible for this negligence.

It is indeed a great pleasure for me to be here in this delighted ceremony to share the glorious moments from the journey of Hawk Gliding club which form tiny start in Islamabad went national and then International in just 8 years. It was heartening to know that Hawk Gliding Club (HGC) is the story of one person’s vision, hard work and dedication that the Club is moving from strength to strength.

As I was told that HGC was established in 2002 in Islamabad by Syed Hamid Raza with the objectives as:

1. To bring people of all age together, teach them to the best of their abilities, outfit them with gear to fit their potential, arrange adventure to use their new skills and have lots of fun.

2. To become the foremost provider of adventure in Pakistan and in the world.

3. To help in building a soft image of Pakistan through revival of tourism an adventure sports industry of Pakistan.

I appreciate his services and must admit that such highly motivated persons are an asset to Pakistan and we must not let them waste instead cooperate with them in developing our dear country, Pakistan.

When I look at the achievements made by HGC then it give me pleasure that these are truly in line with its objectives. Therefore, to celebrate its journey is of immense importance because it would not only present the high level of commitment of Pakistan at International level but also help in strengthening Pak-Kenya bilateral relationship. Because, Hawk Gliding Club has recently introduced adventure Air Sports in Kenya.

As we all know that we have faced different humanitarians problems in Pakistan due to different reasons and while looking at the past record of the Club it gives me pleasure that it has volunteered its services in the time of need such as in 2005, Club used it paramotors for the help of Earthquake victims and it once again offered its services for the people of Parachinar by importing an Air Craft to be used for carrying of passengers from Peshawar to Parachinar and for evacuation of medical emergencies from Parachinar to nearby areas.

Moreover, the objective of Club to promote adventure sports in Pakistan is remarkable because then it will help in creating the soft image of Pakistan and also in the revival of sports industry in Pakistan. I, being the youngest Deputy Speaker and Patron of Young Parliamentarians Forum, always motivate young people in right direction and if young people made part of this club then it will help them to enhance their potential and skills. The Club’s efforts to produce some successful TV serials generated a lot of interest and enthusiasm in youth for adventure sports.

More importantly, the training of Officers from Pakistan Army, Navy and Air Force in the Club represents the hard core professionalism of the Club and its team. Not only this but up till now Hawk Gliding Club has trained 5000 males/females in adventure sports in Pakistan. The responsibility which Hawk Gliding Club has taken on its shoulder to promote adventure sports in Pakistan along with gearing the potential of the people is highly remarkable and appreciable. This effort must be continued with this pace because we want such type of Clubs in Pakistan.

In the end I thank members of the Club and the CEO to invite me to this special event and give me the opportunity to see the achievements of Hawk Gliding Club. I congratulate you on this successful journey and wish you all the best in your future program.

Islamabad June 1, 2010: Deputy Speaker Faisal Karim Kundi has asked the Media to supplement the efforts of the government in countering extremism and terrorism from the country. He expressed these views while talking to a delegation of Representatives of Press Federations from Khyber Pakhtoonkhwa who called him in Parliament House today.

Deputy Speaker said that media is the forth pillar of the state and was playing a role of bridge between government and masses. He said the objective reporting of the social issues would help the government to improve its governance. While appreciating the role of the media in restoration of democracy, he said that media has always played a significant role in restoration of democracy in the country. He said that a vibrant and independent media was imperative for peace and effective democratic institutions.

Deputy Speaker said that Khyber Pakhtoonkhwa had been badly effected by the scourge of terrorism and extremism. The terrorist activities by the deviant elements had necessitated the military action by Pak army; he added. While expressing solidarity with the internally displaced persons he said that the IDPs would be able to return safely to their homes after the areas cleared from the miscreants and returns to normalcy. The Deputy Speaker said that tribal areas were lying at the periphery of the Khyber Pakhtoonkhwa due to which terrorist intrude into it and carried out terrorist activities. The Deputy Speaker said that government was committed to development of Khyber Pakhtoonkhwa and has increased development funds for development of the province. He said that after peace in the area the economic activities would restart. He paid rich tribute to the media men who have rendered sacrifices while performing their duties without any fear in the conflict areas.

Islamabad 28th May 2010, Faisal Karim Kundi Deputy Speaker National Assembly of Pakistan who is on a week’s official visit to Australia, called on Speaker, Deputy Speaker of House of Representative of Australia and President of Australian Senate in Sydney, Australia, according to a message received from Australia.

Talking to Speaker, Deputy Speaker and President of Australian Senate in separate meetings, the Deputy Speaker said that Pakistan values high its relation with Australia and both the countries have similar views on regional and global issues He said that Pakistan was committed to peace and stability in region and elimination of extremism and terrorism. He further said that ban of extremism and terrorism could only be eliminated by enhancing literacy, alleviating poverty and creating employment opportunities. He also said that democracy in Pakistan was gaining strength and the government has set its priority for the welfare of people of the country. Faisal Karim Kundi appreciated Australia’s supports for restoration of democracy in Pakistan and in the fields of health, education and agriculture. He stressed the need for frequent exchange of Parliamentary delegation and people to people contact for strengthening the existing relation between the both countries.

The Australian leaders assured the Deputy Speaker of Australia’s continued support to Pakistan for the development of all the sector of economy especially in health, education and agriculture. They also appreciated the role of Pakistan in war against terrorism.

Faisal Karim Kundi also delivered a speech at the Australian National University’s Centre for Arab and Islamic Studies on “Challenges to Democracy in Pakistan, government military and the rise of Islamism.” A large number of different nationalities attended the seminar and appreciated the speech of the Deputy Speaker. He also witnessed the budget Estimates Session of the Senate Standing Committee on Finance and Public Administration and had a meeting with Parliamentary joint committee on Foreign Affairs, Defense and Trade. The Deputy Speaker also met with the DG Australian AID. He appreciated the role of Australian AID in rehabilitation of IDP’s and in various projects of social uplift in Pakistan.

The High Commissioner of Pakistan Fauzia Nasreen hosts a dinner reception at Pakistan House Canberra in the Honor of the visiting Deputy Speaker National Assembly. A large number of Pakistani community residing in Australia attended the reception. The Deputy Speaker appraised the participants about the current political situation of Pakistan and Army operations against terrorism in Swat and Waziristan. Talking to Pakistani expatriates, the Deputy Speaker said that they are true Ambassador of Pakistan in their own rights and they should work hard for development and prosperity of Australia. He also stressed upon the Pakistanis to portray soft image of Pakistan. He said that all the state institutions in Pakistan are working in their ambit, judiciary is independent, opposition in the Parliament is vibrant and playing a positive role. Assalam-o-Alaikum and Good Evening Everyone

It is indeed a pleasure and an honour for me to be amongst you and share some thoughts with you.

I am especially struck by the formulation of today’s topic: Challenges to Democracy in Pakistan: Government, Military and the Rise of Islamism. The formulation of the topic certainly conveys a deep understanding of the issues facing Pakistan. I hope my comments here today contribute in some way to this understanding.

This year the current Parliament and Government completed the first two years after the return to democracy in Pakistan through the February 2008 General Election. For us in the Pakistan Peoples’ Party, the party in power at present, these two years began both as a challenge and as an opportunity. Struggling with the challenges of irreparable loss of leadership in the sad demise of Mohtarma Benazir Bhutto, not just for the party but the country as well as the world as she truly was a global leader, the Parliament and the Government have since tried to serve the real interests of the people of Pakistan and a sustainable democratic order – both of which are unmistakably inter-linked for a prosperous future of not just Pakistan but the entire region.

How have the Parliament and the Government tackled key challenges in this period and how positive has been Pakistan’s transition towards democracy in this period is up for analysis and comment. However, in the words of one of the leading independent political think tanks of Pakistan, PILDAT, which is an acronym for Pakistan Institute of Legislative Development And Transparency, Pakistan is experiencing the most democratic period in its history so far. PILDAT’s analysis and monitoring of performance of key state institutions, including Parliament, over many years, is well-known for its objectivity and non-partisan approach and is not most-charitable generally, especially for those at the helm of affairs. This is what lends credibility to PILDAT’s objective analysis about Pakistan’s journey to democratic consolidation, termed as a “positive, and steady transition” by PILDAT today.

One of the key challenges facing any democratic dispensation in Pakistan, as truly identified by the topic, is to ensure balanced civil-military relations. In Pakistan’s chequered political history, military has ruled the country directly on four (4) occasions while it continues to remain one of the most pivotal and organized institution of the state, central to its security and stability today. Given Pakistan’s geo-strategic location in an unstable neighbourhood, the role of the Military is understandable, if not entirely within the domains of the constitution. The geo-political realities today, including the focus on Afghanistan, and in Pakistan’s legitimate concerns regarding India, the military continues to enjoy its well-deserved role of one of the key institutions of the state.

No democratic state, regardless of the nature of civil-military relations, wishes to weaken any of the key state institutions to curtail their pre-eminence. This is also true for Pakistan which is truly proud of having one of the most professional and competent militaries in the world. In a democratic dispensation, however, the control over all state affairs, big or small, is firmly exercised by elected executive answerable to the public representatives in the Parliament. That control, in this case, translates to Parliamentary oversight of the defence which is essential for ensuring democratic and constitutional civil-military relations in Pakistan. The national security and defence policies, like all other state policies, have to be firmly in the domain of elected political institutions and a democratic executive. This is the belief, like all other democracies, in Pakistan and Pakistan’s Parliament as well.

Historically, Pakistani Parliament, however, can only claim a modest track record of parliamentary oversight of the defence sector. Today, however, the conditions are conducive for Parliamentary oversight of the defence sector. The country has witnessed a firm national consensus on the institutionalisation of democracy and a constitutional domain for all state institutions including the military. A powerful independent media, despite its very aggressive criticism of the Government, is acting as a guardian of this national consensus. The Pakistan Military has also displayed great professional spirit and role in civilian control and supremacy in key decisions in the last two years. The Parliament and the people have spoken in one voice echoing the national consensus against terrorism and extremism supporting the role and the success of the Pakistan military in this regard. The political control and leadership of the national strategy in this regard began with Prime Minister Yusuf Raza Gilani convening a high level briefing by the Chief of Army Staff for all the top political leaders soon after his election as Prime Minister in early 2008. The Parliament held an in-camera session and received a security briefing by military top-brass before discussing a national security strategy. Before launching the Swat-Malakand operation by the Pakistan Army, Prime Minister Gilani convened an all-Party Conference in April 2009 which echoed the national consensus and gave firm across-the-board political ownership of the military’s assigned role on the need to combat internal security threat.

Pakistan’s Parliament has echoed public consensus on many of the key policies of state in the past two years: the historic consensus on 18th Constitutional Amendment, the 7th National Finance Commission Award, the Balochistan package, reforms in FATA and recognizing the demands of people of Gilgit-Baltistan, etc. are some such initiatives. The Parliament today, for the first time, saw Leader of the Opposition as the Chairman of Public Accounts Committee, a parliamentary tradition not instituted in Pakistan earlier. Parliamentary Committees as the real and legitimate engines of public oversight over the executive are now chaired by opposition MPs in proportion to the representation of these parties in the Parliament, another first introduced by the current democratic regime in Pakistan.

In establishing democratic civil-military relations and Parliamentary oversight of the defence, the approach adopted by the current democratic dispensation is a gradualist approach that seeks more space for the supremacy of Parliament. Key political parties and forces have publicly displayed their resolve for establishing supremacy of Parliament and democracy. What is needed is strengthening of the capacities of the Parliament and Parliamentary committees through technical and independent research input to carry out their responsible and effective role.

Now I would focus briefly on one of the points of the topic, defined as “Rise of Islamism” in Pakistan and posited as one of the challenges to democratisation and democratic consolidation in Pakistan. I beg to differ with not only the very term “rise of Islamism” but the formulation of it in the topic as a challenge to democracy.

Pakistan is and remains an Islamic Republic, a majority Muslim state with over 96 % of its citizens as practising Muslims, making Pakistan home to the second largest Muslim population in the world. The State and Constitution of Pakistan have a firm Islamic ethos. I therefore disagree with both the formulation of the phrase of “Rise of Islamism” implying it is a new phenomenon in Pakistan as well as the implication of this as a challenge to democracy in Pakistan.

The term, I am afraid, may reflect an unfortunate almost international branding of Islam, in reality a religion of peace, with that of another unfortunate and erroneous term of global terrorism. Criminals, under no societal, social or religious definition of any kind, have a system of values, beliefs and religion. The unfortunate incidents of terrorism around the world are committed by criminals regardless of their religion, nationality and values. Surely maligning a societal value or a set of beliefs because some criminals may share those in any society is unwarranted and plain wrong. I beg to differ with that approach of branding terrorism or extremism with Islam, just as I would differ with it if the same narrow understanding was applied to branding any other faith, value or religion of the world due to the perceived connection with a set of common criminals.

Having clarified this, I presume the topic would have wanted me to focus on the challenge Pakistan faces in terms of rising acts of militancy and violence by organised group of militants challenging the writ of the state. I presume the focus is also on what is termed as the links of some militants and terrorists in an international setting with that of alleged sanctuaries of these criminal militant groups in Pakistan. This, in the Pakistani context and in a global context, is certainly a challenge. But terming Pakistan as the “epicenter of global terrorism” is unfair, wrong and misleading, as it makes room for gross generalization and in turn gross tactical errors.

The challenges Pakistan faces and suffers from as fighting what is termed as a “war on terror” wrongly globally are not mostly understood outside Pakistan – certainly not more than the Pakistanis that endure them on a daily basis. Since 2006, almost 10,000 Pakistanis have been killed by militants. This is of course in addition to military’s casualties. Pakistan's cost of this in economic terms is huge too as its annual GDP growth has fallen from 8% in 2005 to under 3% in 2009. The international support, unfortunately, does not even close to measure-up to the losses Pakistan faces. Pakistan, admittedly, historically has some policies in the region to blame for some of what Pakistan faces today, but to absolve international actors of this blame, or responsibility, is also unfair and leading to abdicating responsibility internationally which is another error of judgment. Labelling Pakistan as a villain and home of Islamist terror doesn't help anyone

Both Pakistan and the West need to avoid using terminology that gives the perpetrators of terrorism and violence any kind of religious context for justifying their behavior. There is a need to avoid using religious terms as a narrative for their actions especially words and terms such as: Jihad, Taliban, Radical, etc. The perpetrators are criminals. Use of terms such as Islamism or Islamic terrorism divides people along religious lines rather than unifying them against the perpetrators. These terms also help the criminals who wish to be identified with a higher ideal of fighting for a greater cause such as religion.

Truth is that Pakistan is a victim of terror but is also in the forefront of fighting it. Recent success in Swat relied on media to help de-mythologize the terrorists.

Pakistan is a resilient, democratic nation of 170 Million people with a stable and positive pace towards consolidation of democracy. The Parliament, Government, a vibrant civil society and a strident media all have a consensus on Democracy, Good Governance and Rule of Law for all state and non-state actors. It is in this endevour that we seek the support from our friends around the world.

Islamabad May 25, 2010: Faisal Karim Kundi, Deputy Speaker, National Assembly is visiting Australia on one week official visit from today. During his visit to Australia he will meet with Speaker and Deputy Speaker of House of Representatives, Chairman Senate and Chairmen of different Committees, PAC including Foreign Affairs, Defence Trade, Finance and Public administration.

He will also meet with the DG of AUS-AID. AUS-AID supporting Pakistan in various projects in different sectors of economy and welfare. He will also deliver a speech at the Australian National University’s Centre for Arab and Islamic Studies on “Challenges to Democracy in Pakistan, government military and the rise of Islamism”.

He will also deliver speech to Pakistani community residing in Australia. The Deputy Speaker will meet with the Australia Asia young leadership forum and Anthony Bubalo from the Lowy Institute. It is a very influential think tank in Australia.

Islamabad; May 21, 2010: National Assembly Standing Committee on House & Library met under the Chairmanship of Faisal Karim Kundi, Deputy Speaker National Assembly in Parliament House today.

The Committee attended by Minister for Housing & Works Rehmat Ullah Kakar, MNAs, Noor Alam Khan, Syed Haider Ali Shah, Miss Shugfta Sadiq, Miss Asiya Nasir and Mrs Beelum Husnain. The Committee discussed the constitution of sub-committee on National Assembly Employees Cooperative Housing Society (NAECHS), progress reports of additional family suits for Parliamentarians, construction work of Speaker’s House and maintenance work of the Parliament Lodges.

While apprising the committee about the constitution of sub-committee of NAECHS, Deputy Speaker informed the committee that on the recommendation of a sub-committee constituted by the House & Library committee in its previous meeting under the convener ship of Anjum Aqeel Khan, MNA the incumbent administration of NAECHS has been suspended and a four member sub-committee has been replaced under the convener ship of Shiekh Waqas Akram, MNA. The committee under Shiekh Waqas Akram, MNA has been mandated to sort out the previous affairs of the NAECHS since its establishment and to probe into all accounts, expenditures in purchase of land and development by all previous office bearers and administrators.

The committee has been asked to fix responsibility of mismanagement and malpractices within one month. The committee has been also asked to decide the status of the membership of the National Assembly Employees Cooperative Housing Society and also make arrangements for the election of the new office bearers of the Society in order to run the affairs of the society and ensure the interests of the employees of the National Assembly. The committee was also informed that the record of NAECHS has been sealed by the administration of Islamabad Capital Territory and arrangement were under process to shift the office of the society hired on rent of Rs. 1 Lac per month by the previous administration.

While discussing the pace of construction work at Speaker’s House, the committee directed CDA to complete the construction work by 30th June, 2010. Members of the committee expressed their reservations on the standard of maintenance work of the Parliament Lodges. The committee also discussed the construction additional family suit for the Parliamentarians and servant quarters in the Parliament Lodges. The Deputy Speaker asked the CDA to expedite the process on the project on additional family suit and servant quarter. He also directed the CDA to address the complaints of the members regarding the maintenance work janitorial services and cleanliness in Parliament Lodges.

EGYPTIAN AMBASSADORS MEET NA DEPUTY SPEAKER

Islamabad May 20, 2010: Deputy Speaker Faisal Karim Kundi has said that Pakistan and Egypt were tied in bonds of religion, history and culture and Pakistan attaches great importance to its existing bilateral relations with the brotherly country Egypt. The Deputy Speaker expressed these views while talking to Dr Magdy Mahmoud helmy Amer, Egyptian Ambassador to Pakistan, who called on him in the Parliament House, today.

The Deputy speaker said that Egypt was an important ally of Pakistan in African continent which has stood by Pakistan in times of crisis. He said that both the countries were having strategic partnership in diverse fields which needed to be further enhanced for mutual benefit of both the countries. He informed the Egyptian Ambassador that government had devised pro-investment policies for foreign investment in various fields. He asked him to guide Egyptian entrepreneurs to invest in Pakistan especially in the rural areas of the country. The Ambassador of Egypt said that Government of Egypt also values high its relations with Pakistan and would always support Pakistan on regional and international forums. NA BUSINESS ADVISORY COMMITTEE MEETS

Islamabad; May 3, 2010: The House Business Advisory Committee of National Assembly met under the Chairmanship of Faisal Karim Kundi, Deputy Speaker National Assembly. The Committee discussed ways and means to run the 22nd Session of the National Assembly starting from today i.e. 3rd May, 2010.

The Members of all the political parties gave their suggestions. It was decided that the session will continue till 14th May, 2010 and discussion on the President’s address to the Parliament will be held besides taking up other agenda before the National Assembly.

The Business Advisory Committee also decided that the session of the National Assembly will be held in the morning on Tuesday and Friday and in the evening on Monday, Wednesday and Thursday.

Islamabad April 19: 2010, Deputy Speaker National Assembly Faisal Karim Kunndi has said that education was imperative for the development and progress of any country and only those nations have made progress who accorded top priority to their education sector. He expressed these views while addressing a prize distribution ceremony at Preston University Islamabad today.

The Deputy Speaker said that present democratic setup has given utmost preference to education and has enhanced substantially the budgetary allocations for education. He said that all necessary steps would be taken in order to increase the literacy rate in the country. Deputy Speaker said that students are future of the country and nation has a lot of expectations from youth. He urged the students to work hard and spent all their energies towards their studies in order to fulfill the expectations of the nations.

The Deputy Speaker said that the passage of 18th Amendment from the Parliament was landmark achievement in parliamentary history of Pakistan. He said that all the political forces in the country have shown remarkable consensus and maturity on 18th Amendment. He also said that 18th Amendment has restored 1973 constitution in its original shape and has also made mandatory for the state to provide free education to the students in all the government schools up to metric.

The Deputy Speaker further said that public and private sector partnership was essential for promotion of education in the country. He said that the private sector was playing an important role in imparting education in the country. While appreciating the role of Preston University in the higher education, the Deputy Speaker said that Preston University wa playing an important role in providing the quality education to the youth of country and its contributions in imparting the higher education was commendable. He also appreciated the University’s Scholarship scheme for handicap students and expressed the hope that university will continue to offer such type of financial support to the needy students.

The Deputy Speaker said that taking part in extra-curriculum activities of the students of Preston University was encouraging. He said that such activities will promote healthy competition and spirit of tolerance among the students. He congratulated the winners of different categories of sports events and recipients of distinguished position holders in academic.

Later on Deputy Speaker awarded the certificates to recipients of position holders in academic in different semesters and trophies to the wining teams in the sports events.

Ladies & gentleman

I am feeling very happy to be here today for a number of reasons.

1) for being part of the international women’s day celebrations.

2) for being among experts of maternal and child health-an issue that Pakistan needs to address as soon as possible, and

3) for being among the top most young brains of Pakistan who will Insha’Allah build this country stronger with stepping out in the practical life soon. I am sure our younger generation has all the commitment and talent to make a change for the better. They just need a chance to make things happen.

Ladies & gentleman

While it’s a pleasure to be talking about women’s rights on this auspicious occasion, I also feel sad that despite being living in 21st century, we are still mourning the deaths of mothers and children who could be saved with little attention and some investment in their health and wellbeing. Complexities in addressing maternal health issues notwithstanding, I believe that we need a firm resolve and support of all stakeholders groups such as WRA to save mothers and children of our country.

Ladies and gentlemen as you know every year around 20 thousand women die due to pregnancy related cause while more than 10000 suffer complications and disabilities. Similarly around 400,000 children born in Pakistan die before reaching their fifth birthday. These are unacceptability high numbers and call for immediate action at all levels. We, as the elected representatives of Pakistan, are aware of the situation and feel fully accountable for it. I however believe that no government can single handedly deal with such a situation unless supported by all stakeholders including civil society organizations and the youth. I would therefore urge the students and teachers both for joining hands with us and with advocacy groups such as the White Ribbon Alliance Pakistan to make sure that the voice of mothers of Pakistan is not left unheard. Also to make sure that we reach out to every nook and corner of the country with the message that “every mother counts” and every child had the right to health and wellbeing in Pakistan. As a nation, it is our duty to make it possible for every household to understand the importance of mother and child healthcare besides empowering them to take right steps for ensuring that every pregnancy cycle is safe and every newborn and child gets the right attention and care that they really deserves.

With this I thank White Ribbon Alliance Pakistan for inviting me to this extremely important function. I am also extremely happy to see the collaboration between a civil society organization and Fatima Jinnah Women University, a public sector institution for a sacred national cause. I believe we need many more such alliances and support to ensure that we make Pakistan more livable and lovable place.

AUSTRALIAN HIGH COMMISSIONAR CALLS ON DEPUTY SPEAKER NATIONAL ASSEMBLY

Islamabad; April 1, 2010: The Deputy Speaker National Assembly, Faisal Karim Kundi has said that Pakistan values high its relations with Australia and both the countries have similar views on global and regional issues. The Deputy Speaker said this while talking to High Commissioner of Australia, Tim George, who called on him in Parliament House, Islamabad today.

The Deputy Speaker said that democracy in Pakistan was gaining strength and the government has set its priorities for the welfare of the people of the country. He said that provisions of education, health care, jobs and social amenities were the top priorities of the democratic government.

The Deputy Speaker said that people were expecting a lot from the parliament and it was committed to come up to the expectations of masses. He said that the world democratic forces should extended support to strengthen democratic institutions in Pakistan. He appreciated the role of Australia for restoration of democracy in Pakistan.

The Deputy Speaker apprised the High Commissioner of Australia about the 18th Constitutional Amendment. He said that the task of amendments in the constitution assigned to the Constitutional Reforms Committee was very difficult. He said that after the months long deliberation the Constitutional Reforms Committee achieved historic consensus on the draft amendment. The Deputy Speaker said that 31st March was an historic day in the Parliamentary history of Pakistan. While appreciating the endeavours of the Chairman and Members of Constitutional Reforms Committee the Deputy Speaker said that they had proved that they were real representatives of the people and capable of achieving anything for the sake of the nation.

The High Commissioner of Australia Tim George said that his country would continue its support for democracy in Pakistan. He assured his government’s assistance to Pakistan in the fields of education, health and agriculture. The Australian High Commissioner Tim George congratulated the Deputy Speaker on signing the Constitutional Amendment Draft by the Members of the Constitutional Reforms Committee. The High Commissioner of Australia also extended invitation to the Deputy Speaker to visit Australia. The Deputy Speaker has accepted his invitation.

Islamabad; March 31, 2010: Deputy Speaker N.A Faisal Karim Kundi has said that Pakistan and Turkey were tied in the eternal bonds of religion, history and culture that will be cemented through enhanced interaction of the parliamentarians and economic cooperation. He said this while talking a 4-member Turkish Parliamentary Delegation headed by Mr. Burhan Cayatork, Deputy Chairman of the Turkey-Pakistan Friendship Group in Grand National Assembly of Turkey who called on him in the Parliament House today.

The Deputy Speaker said that Pakistan attaches great importance its relations with Turkey and the both countries have unanimity of views on regional and global issues. He said that people of Pakistan and Turkey have exemplary feelings of respect and friendliness for each other that can be materialized in the form of enhanced economic cooperation between the two countries. The Deputy Speaker underlined the need of frequent exchange of parliamentary delegations. He said that frequent exchange of parliamentary delegation was necessary because such exchanges will provide opportunities to exchange views and learn from experiences of each other. Islamabad; March 11, 2010: Meeting of the Business Advisory Committee was held under the Chairmanship of Faisal Karim Kundi, Acting Speaker National Assembly, in the Parliament House today.

The meeting discussed the agenda and ways to run the proceedings of 20th session of the National Assembly. The Representatives of all the parliamentary parties gave their proposals regarding business in the House. It was decided that the current NA Session will continue for approximately 3 weeks. The meeting also decided that the sessions on Monday, Wednesday and Thursday will be held in evening while the sessions on Tuesday and Friday will be held in morning.

It was also decided that the question hour will be held from Monday 15th March, 2010 since the questions submitted by the MNAs had not fulfilled the mandatory notice period of 15-days. The meeting decided to take adjournment motions and call attention notices in the place of question hour. The Committee was informed that report of the Constitutional Reforms Committee is likely to be presented in ensuing session of the National Assembly if it completes its task.

CHINESE DELEGATION CALLS ON THE ACTING SPEAKER NA

Islamabad; March 09, 2010: Faisal Karim Kundi, Acting Speaker National Assembly has said that friendship between Pakistan & China is based on principles and natural understanding between the two countries has withstood the test of time. He said this while talking to the Chinese delegation headed by Vice President, Chinese People Institution of Foreign Affairs, Cai Jinbiao, who called on him in the Parliament House, Islamabad today.

The Acting Speaker said that the relationship between Pakistan and China represent a model for co-existence of two countries with different ideologies, political systems and cultural backgrounds. He said that both the countries have stood together as neighbours and friends in every crisis and at every change in the international and regional situations. He said that both the countries were averse to foreign aggression and both have respect for each others sovereignty. The Acting Speaker said that the last 57 years of our relations have therefore, been a step by step development of confidence, mutual benefit, regional stability and inter-dependence for our common good and what is more, today, this strategic partnership is seen as a major factor of stability in the region. The Acting Speaker said that both China and Pakistan could enrich their experiences by enhancing exchange of Parliamentary delegations between the two countries. He termed the Chinese model of development worth emulation for other developing countries.

Speaking on the occasion the Vice President, Chinese People Institution of Foreign Affairs, Cai Jinbiao narrated the historical facts of the Pak-China relations and said that these relations were durable time tested and beyond the effects of politics and economics. He said that both China and Pakistan will continue supporting each other on international and regional issues and their friendship will grow stronger with the passage of time. He apprised the Acting Speaker about purpose and aims of the establishment of the Institute. FAISAL KARIM KUNDI CHAIRS MEETING OF PPP MNAS FROM NWFP AND FATA

Islamabad; 19 February, 2010: Faisal Karim Kundi, Deputy Speaker National Assembly has said that the bane of extremism and extremism had badly affected the country and particularly NWFP. He said that the government had successfully tackled the extremism and terrorism in the country, however, concerted efforts of the parliamentarians and the people of NWFP would be required to completely root out that menace. He said this while chairing a meeting of the members of the National Assembly from NWFP and FATA belonging to PPP in Parliament House, today.

Faisal Karim Kundi said that NWFP especially the areas of adjoining the tribal areas had been badly affected by the terrorist activities by the miscreants intruding into settled areas from FATA. He said that the ongoing military action against the militants in FATA had affected the people who had to migrate to the settled areas. He said that relief and rehabilitation of those effectees was a huge task for the government, however with the support of local representatives, the government was able to proved relief to them.

Faisal Karim Kundi called upon the MNAs to help the local administration for the rehabilitation of the IDPs in their respective areas.. He also asked them to apprise people to be vigilant and obstruct any activity of the miscreants. The Deputy Speaker asked them to reorganize party in their respective areas so that PPP could perform well in the upcoming local bodies’ elections. He also asked them to initiate party membership drive in their areas.

The Parliamentarians agreed with the concerns of the Deputy Speaker and assured them their support. They expressed satisfaction on the military action against the miscreants in the tribal areas. They asked for enhancing the funds for rehabilitation of IDPs and police force in the province.

The Deputy Speaker assured them that the both issues have been taken up with the Prime Minister and he has very graciously acceded to the request for provision of funds for the purpose. He also informed them that Prime Minister has also assured the release of required funds for Chashma Uplift Irrigation System in the current financial year. He said that after the completion of that project, lacs of acres of land will be irrigated ushering in an era of prosperity in D.I Khan and its adjoining districts.

Islamabad; February 18, 2010: The Deputy Speaker National Assembly Faisal Karim Kundi has said that Pakistan attaches great importance to its relations with France and both the countries share perceptions on global and regional issues. He said this while talking to Daniel Jouanneau, Ambassador of France, who called on him in the Parliament House today.

The Deputy Speaker said that Pakistan believed that peace and stability was essential for progress and prosperity in the region. He said that terrorism and extremism were the biggest threats to peace and stability which could only be countered by closer cooperation amongst the stakeholders. The Deputy Speaker said that terrorism and extremism can be curbed by addressing the root causes of this menace through enhanced regional and global support.

The Deputy Speaker appreciated the French Government’s support for democracy in Pakistan and expressed desire for frequent interaction between Pakistani and French Parliamentarian as that would help to understand each other’s point of view and reinforce bilateral relations. The Deputy Speaker also apprised the Ambassador about the formation of Young Parliamentarian Forum comprising of Parliamentarians which was playing an active role for the welfare of the youth of the country. The Deputy Speaker said that Chishma lift cum Gravity canal project was a long outstanding demand of the people of D.I Khan and southern district of N.W.F.P. He said that mega project which will be completed within 5 years with the cost of Rs. 62 billions will irrigate 3 lac acres of land. He said that Chishma lift cum Gravity canal will bring a green revolution in the area, besides it generating tremendous opportunities of business and jobs in the area. He said that the area under this project has enough capacity to produce wheat and other crops to fulfill the food requirements of the province as well as the country. Honourable Ladies and Gentlemen!

Assalamo Alaikum!

I feel pleasure to be here amongst you today to inaugurate the retrospective exhibition of Mr. Masood Kohari at the National Art Gallery. We as a nation love arts and the artists and are the custodian of tremendous artistic treasures. We and our artists promote the message of peace, love and harmony.

Mr. Masood Kohari is an international inspiring artist of diversified skills. He had his first solo exhibition of paintings, when he was only 25. He is self-taught and a natural artists. Mr. Kohari is an important icon in the visual arts arena and is playing significant role for the promotion of Pakistani art nationally as well internationally.

I am happy to see PNCA, encouraging and supporting senior talented artists like Mr. Kohari, who is the first resident artist of PNCA. I am also happy to learn that Mr. Kohari has contributed a great deal towards the PhD students and artists in Lahore during his complimentary workshop.

I appreciate PNCA’s efforts and vision to have “Artist in Residence Program”. This will give a whole new platform to the artists to express their creative thoughts and promote art and culture in Pakistan. The program signifies that PNCA has a high standard towards appreciation of arts and aesthetics.

I hope you will also highly appreciate the artistic and creative excellence of Mr. Masood Kohari while seeing the exhibition.

Islamabad, February 11, 2010 NA Standing Committee House & Library Meets

NA STANDING COMMITTEE HOUSE & LIBERARY MEETS

Islamabad; February 11, 2010: National Assembly Standing Committee on House & Library has directed Deputy Commissioner Islamabad to verify the land purchased by the incumbent administration of National Assembly Employees Cooperative Housing Society. The Committee also expressed its displeasure over the unruly attitude of Administrator of NA Employees Cooperative Housing Society with the committee member and directed him to behave properly with the Members. The Committee met under the Chairmanship of Acting Speaker, Faisal Karim Kundi in Parliament House this afternoon.

The Committee while discussing the report of Sub-Committee earlier constituted to probe into the reported mismanagement and financial irregularities in the National Assembly Secretariat Employees Cooperative Housing Society, directed the Deputy Commissioner Islamabad and Circle Registrar Cooperatives ICT to examine the purchase of land and the possession of the land with NA Secretariat Employees Cooperative Housing Society. Acting Speaker expressed his reservations on the decisions taken by the society administration regarding award of development contract to a contractor without getting, NOC and approval of the layout plan from CDA and without advertisement. The Acting Speaker questioned that why the management of the society gave Rs. 9 crore to the contractor without fulfilling the procedural requirements.

The Administrator of the NA Employees Cooperative Housing Society informed the committee that all the procedural requirements in award of development contract and purchase of land were fulfilled and the contract was awarded after the approval of the general body of the society and circle registrar. The Committee out-rightly rejected the arguments of the Administrator and directed him to substantiate his claim with the documentary evidence in the next meeting of the committee.

The Acting Speaker said that the funds with the society were the hard earned savings of the employees of the NA Secretariat and their savings would not be allowed to be misappropriated by anyone. He warned the present and the previous administration of the NA Employees Cooperative Housing Society that if any irregularity was revealed during the course of investigation they would be proceeded against, under the law.

Later the construction of multi-purpose sports ground and dispensary in Parliament Lodges was also discussed. The Acting Speaker asked the CDA to expedite the process. The Acting Speaker also directed the CDA to address the complaints of the members of the parliament residing in the Parliament Lodges regarding maintenance, cleanliness and janitorial services.

Islamabad; February 3, 2010: Faisal Karim Kundi, Deputy Speaker National Assembly will act as Speaker National Assembly with effect from 3rd Feb, 2010.

He will remain Acting Speaker till the return of Dr. Fehmida Mirza, Speaker National Assembly from her visit abroad. Speaker National Assembly Dr. Fehmida Mirza is on an official visit to Iran. She is heading a 7-member parliamentary delegation to Iran from 3rd to 7th Feb, 2010.

Islamabad; February 2, 2010: A delegation of the Muslim Anti-Extremism Movement (MAEM) headed by Peer Syed Safdar Ali Shah Gillani, Chairman (MAEM) called on the Deputy Speaker National Assembly, Faisal Karim Kundi in the Parliament House today.

Talking to the delegation, Deputy Speaker said that Islam is a religious of peace and brotherhood and abhorred terrorism and extremism in all its forms and manifestations. He said that the elements involved in the terrorism and extremism were the enemies of humanity and their activities had earned bad name to Islam. The Deputy Speaker said that today the country was passing through a difficult time since this menace was threatening peace and security everywhere besides hampering the pace of economic progress.

The Deputy Speaker said that religious scholars and ulemas can play an effective role in curbing the terrorism and extremism. He urged upon the religious scholars to come forward and play proactive role in elimination of terrorism and extremism from the country and promotion of peace and religious harmony. He appreciated the role and endeavors of (MAEM) in creating the awareness among the masses and promoting the peace in the country. He expressed the hope that (MAEM) will continue its efforts for peace and religious harmony. He also asked MAEM to hold a seminar in D.I Khan evolving all the religious parties which would help in creating religious harmony in the area.

The Leader of the Delegation presented a memorandum to Deputy Speaker contain suggestions for curbing terrorism and extremism form the country. The memorandum contained suggestions regarding frosting religious harmony amongst different sects, initiation of action against the extremist elements and strengthening of law and order in the country. The Deputy Speaker agreed with the suggestions and assured the delegation that he would convey their suggestions to the relevant quarters.

Islamabad, January 28, 2010 Deputy Speaker NA Lauds the Role of Law Enforcing Agencies in War Against Terrorism

DEPUTY SPEAKER NA LAUDS THE ROLE OF LAW ENFORCING AGENCIES IN WAR AGAINST TERRORISM

Islamabad: January 28, 2010: Faisal Karim Kundi, Deputy Speaker National Assembly has said a large number of causalities reported every year were due to the traffic accidents. He said these fatalities could averted by following traffic rules and regulations. He expressed these views while addressing a ceremony organized by the Islamabad Traffic Police (ITP) to mark fourth anniversary of establishment in National Library, Islamabad today.

While congratulating ITP on fourth anniversary of its establishment, the Deputy Speaker said that ITP personnels were performing their duties with commitment and devotions and serving the citizens with great fervor and zeal. He said that steps taken by the ITP had remarkably decreased the ratio of traffic mishaps. He said that ensuring zero corruption in ITP, strict implementation of traffic rules without any discrimination and establishment of FM radio 92.4 were commendable steps taken by the ITP. He stressed the need for establishing such FM radio stations in the other part of the country.

He asked the citizens to follow the traffic laws and cooperate with traffic police in order to avoid accidents. He also assured ITP of his full cooperation in resolving their problems.

While appreciating the role of law enforcing agencies in war against terrorism, the Deputy Speaker said that Pakistan law enforcing agencies rendered peerless sacrifices in war against terrorism. “The martyred personnels are heroes of the country and there was a dire need to acknowledge their role.”

Later, the Deputy Speaker witnessed a cultural show organized by of young students from different educational institutions of Islamabad. He distributed prizes among the best performers. The ceremony was attended by chief commissioner Islamabad, Islamabad Inspector General of Police and other senior officers of ITP and Islamabad Police.

Islamabad: January18, 2010: Faisal Karim Kundi, Deputy Speaker NationalAssembly has said that the Government was determined to resolve all challenges and expedite the pace of development and progress in the country. He said this while addressing a public meeting in Dera Ismail Khan the other day.

The Deputy Speaker said that the Rs. 6.2 billion package announced by the Prime Minister for the Chashma Right Bank Canal (CRBC) uplift Scheme/Project would go along way to develop agriculture and create job opportunities in the area of southern districts of the NWFP. The Deputy Speaker said that the Prime Minister would inaugurate the CRBC project very soon that will bring revolution in lives of the farmers and will generate tremendous opportunities of business and jobs in the area. He said that the area under the scheme has capacity to produce wheat and other crops enough to cover any shortage in the country and also the capacity for export. The Deputy Speaker said that the present democratic government has support of the people and therefore, will not disappoint them. He said that the government was committed to resolve their problems and will fulfill promises of Roti, Kapra and Makan and provision of other basic amenities.

On this occasion Deputy Speaker announced establishment of 220 kv new grid station, establishment of blood bank and provision of 15 ambulances and 2 fire brigade to District of D.I Khan.

DELEGATION OF BISHOP-ULEMA DELEGATION FROM PHILIPPINES CALLED ON THE DEPUTY SPEAKER NA

Islamabad: 15 January, 2010: A delegation of 21 members Bishop-Ulema delegation from Philippines, head by Isabel G. Tobais called on the Deputy Speaker NA Faisal karim Kundi, in the Parliament House today.

Established in 1966, the Ulema-Bishop Conference represents Catholic Bishops, Catholic Pastors and Muslims in Philippine which has contributed a lot towards the promotion of interfaith harmony and understanding in Philippine and the world over and has received international recognition due to its achievements.

Talking to the delegation, the Deputy Speaker said that promotion of interfaith dialogue and understandings was necessary for peace and progress in the world. He said that today the world was passing through difficult times and the menace of terrorism and extremism is threatening peace & security everywhere and also hampering the pace of economic progress. He said that religious leaders and ulemas have special status in every society and they can play effective role in removing suspicions and hatred amongst the believers of various creed. He urged religious scholar the world over to come forward and play proactive role in promotion interfaith harmony. He appreciated the role played by the Bishop-Ulema Conference of Philippine and termed it a role model for religious leaders of rest of the world. The Deputy Speaker also apprised the delegation about the working and role of the NA Standing Committees and the Parliament.

The Head of the Bishop Ulema Conference said that the president of Philippines laid down the foundation interfaith harmony and dialogue and the conference has his all-out support and added that the Bishop-Ulema Conference’s contributions for interfaith harmony were recognized the world over.. He appreciated the ulema’s role in Pakistan for promoting peace in Pakistan and expressed optimism that their efforts for peace and interfaith harmony will continue.

EUROPEAN UNION DELEGATION CALLS ON THE DEPUTY SPEAKER NA

Islamabad: 14 January, 2010: Deputy Speaker National Assembly Faisal Karim Kundi has said that Pakistan was committed to fight and eradicate terrorism from the region and has rendered all possible sacrifices in this regard. He said this while talking to a 4-member delegation from EU Countries on “Support of Electoral Reforms in Pakistan” that called on him in the Parliament House today.

The Deputy Speaker said that lack of amenities; education and opportunities were the root causes of terrorism that needed to be eliminated to end extremism and terrorism from Pakistan. He said that the democratic setup in Pakistan has initiated steps to overcome its economic problems and expedite the pace of progress in the country. He said that the return and rehabilitation of the IDPs, announcement of Balochistan package and the NFC Award and holding of election in Gilgit and Baltistan shows the commitment of the democratic government to resolve all issues of the national importance and get the country out of problems. He also apprised the delegation about the working of National Assembly Standing Committees and their contribution in legislation.

Head of the EU delegation on Support of Electoral Reforms in Pakistan, Michael Meyer, said that basic purpose of his organization was to assist Pakistan’s parliament, to strengthen democracy here and to streamline the election reforms process in Pakistan. He assured the Deputy Speaker of provision of resources for streamlining the working of parliament in Pakistan.

Islamabad: 14 January, 2010: Deputy Speaker National Assembly Faisal Karim Kundi has said that continuity of democratic process was imperative for progress and prosperity of the country. He said this while addressing a seminar organized by PILDAT on “Civil Military Relations and Parliamentary Oversight of the Defence Sector” in Islamabad today.

The Deputy Speaker said that the problems presently faced by the country was due to disruption of democratic process in past. He said that the working relations between civil Government and Armed Forces were exemplary and have no difference of opinion between the civil government and military establishment. He said that all the political forces were united on war against terrorism and had supported Armed Forces in Swat and Waziristan operations. He said that parliament has also passed unanimous resolutions in this regard. The Deputy Speaker appreciated the role of Armed Forces in war against terrorism and said that Pakistan Armed Forces rendered peerless sacrifices in war against terrorism and protect the lives of people without taking care of their own lives.

He said that democratic institutions in the country were gaining strength and opposition was playing a vibrant and constructive role in the parliament.. He said that Standing Committees were the best forum for accountability and tranperancy. He said that the government believed in supremacy of parliament was working for strengthening of the democratic institutions. He said that chairmenship of 18 National Assembly Standing Committees have been given to the opposition. He said that the Constitutional Reforms Committee meets regularly and was heading towards completion of its work. He expressed his optimism that the committee will complete its task very soon. He also appreciated the role of PILDAT for strengthening the democratic institutions in Pakistan.

NA BUSINESS ADVISORY COMMITTEE MEETS

Islamabad; January, 11, 2010: Meeting of the Business Advisory Committee was held under the Chairperson of Faisal Karim Kundi, Deputy Speaker National Assembly, in the Parliament House today.

The meeting discussed the agenda and ways to run the proceedings of 18th session of the National Assembly. The Representatives of all the parliamentary parties gave their proposals regarding business in the House. It was decided that the current NA Session will continue till 29th Jan, 2010. The meeting also decided that the sessions on Monday, Wednesday and Thursday will be held in evening commencing from 04 p.m. while the sessions on Tuesday and Friday will be held in morning commencing from 10 a.m.

The meeting offered Fateha for the victims of the blasts in Karachi, Lahore and Laki Marwat.

The meeting also offered Fateha for the husband of MNA Tehmina Daultana.

Islamabad: January 06, 2010; Acting Speaker National Assembly, Faisal Karim Kundi has said that Pakistan was committed to eradicate extremism and terrorism and all political forces in the country were united in this regard. He said this during a meeting with Ms. Jasmeet Kaur Ahuja and Mr.. G reg McCarthy, Staff Members of the House Committee on Foreign Affairs, U.S House of Representatives, who called on him in the Parliament House today.

The Acting Speaker said that as a front line state in war against terrorism Pakistan suffered a lot added that the International Community should full fill their pledges and assist Pakistan in rehabilitation of IDP’s and development of infrastructure in war affected areas. The Acting Speaker also expressed his reservations on discriminatory security checkup by US for selected countries, and said that such steps will send negative message in the affected countries. He urged the US administration to review its policy in this regard.

The Acting Speaker said that democratic institutions in Pakistan were gaining strength, judiciary was independent, media was free and the opposition was playing vibrant and constructive role in the parliament. He said that all parliamentary parties in the country were unanimous on issues of national importance and expressed their unity through unanimous resolutions passed in the parliament.

The U.S delegation assured the Acting Speaker of continued U.S support for capacity building of the parliamentarians and strengthening of democratic institutions in Pakistan.

The Acting Speaker Said that elements involved in terrorist activities were the enemies of humanity and country and they brought bad name to Islam .He said that Government was committed to eradicate extremism and terrorism from the country and all political forces were united on the elimination of terrorism and extremism. He urged upon the religious Scholars of all school of thoughts to play their due role for eradication of terrorism and extremism from society and to spread the message of love, peace, patience and tolerance in the world. He said that constitutional reforms committee was working on the Constitutional amendments and would finalize its assignment very soon.

Islamabad, December 23, 2009 NA Standing Committee on House & Library Meets

NA STANDING COMMITTEE ON HOUSE AND LIBRARY MEETS

Islamabad: December 23, 2009; National Assembly House and Library Committee met under the Chairmanship of Faisal Karim Kundi, Deputy Speaker National Assembly in Parliament House, today to discuss the matters pertaining to National Assembly Employees Cooperative Housing Society.

The Committee has constituted a two members sub-committee under the convenorship of Anjum Aqeel Khan, MNA to examine the matters pertaining to of purchase of land, accounts of the NA Employ Cooperative Housing Society and appointment of Administrator. The Joint Secretary (Legislation), National Assembly Secretariat, Assistant Commissioner and District Collector ICT will coordinate the Sub-Committee. The Sub-Committee will submit its report within 15 days to House and Library Committee of the National Assembly.

The Deputy Commissioner, ICT Islamabad apprised the Committee about the present status of the Society. He informed the Committee that Administrator was appointed after the expiry of previous managing committee of the National Assembly term on 11 June, 2008 and had assigned the tasks to convert the society land in one compact piece and start development of the society land. He said that the new management has purchase 104 kanals with the average price of Rs. 9,16000/- per kanal and has started development on 450 kanals. He also informed the Committee that total 927 kanals of land was in the possession of the said society. He assured the Committee that all measures will be taken to make the society functional and directions of the Committee will be implemented with letter and spirit.

The meeting was attended by MNAs. Mr. Anjum Aqeel Khan, Mrs. Shagufta Sadiq and senior officer of NA Secretariat and ICT administration.

Islamabad, December 22, 2009 Concerted Efforts Needed to Resolve Health Problems in Pakistan: Says NA Deputy Speaker

CONCERTED EFFORTS NEEDED TO RESOLVE HEALTH PROBLEMS IN PAKISTAN: SAYS NA DEPUTY SPEAKER

Islamabad: December 22, 2009: Enhancement of health services and funds was essential for meeting the growing diseases and needs in the Health sector, said the Deputy Speaker National Assembly, Faisal Karim Kundi, while addressing a ceremony held for handing over 10 ambulances and medicines by the USAID to the Health Department of NWFP for the IDPs of D.I Khan, Swat and South Waziristan.

The Deputy Speaker said that terrorism and extremism has brought innumerable miseries to the people of Pakistan, particularly in NWFP where million of people were dislocated & compelled to live in tents and unhygienic conditions. He said that problems of health sector was more acute in the country and needed concerted efforts of the government, private sector, NGOs and the professionals.

He said that government alone was unable to bear the burden of IDPs and therefore needed support of friendly countries. He appreciated the donation of 10 ambulances and medicines for the IDPs by the USAID.

Bob Robert, the Mission Director of the USAID, while speaking on the occasion, said that private public partnership was essential for coping with the health problems confronting Pakistan.

He assured that USAID was ready to support the government and people of Pakistan to improve their economy. He said that the USAID had initiated many steps to improve the health sector, particular in the rural areas of Pakistan.

The ceremony was attended by the High officials of health department from NWFP and M/o Health Islamabad, besides senior officials of USAID.

NA STANDING COMMITTEE ON HOUSE AND LIBRARY MEETS

Islamabad: December 22, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has directed Deputy Commissioner Islamabad to appear before the National Assembly House and Library Committee along with all the relevant record of National Assembly Employees Cooperative Housing Society tomorrow. He said this while chairing National Assembly Standing Committee on House and Library which met here in the Parliament House today.

The meeting was attended by Rehmat Ullah Kakar, Minister for Housing & Works, MNAs. Mrs. Belum Hasnain, Mrs. Saira Afzal Tarrar, Mr. Anjum Aqeel Khan, Mrs. Shagufta Sadiq, Mr. Noor Alam Khan and Chairman CDA.

The members of the committee expressed their displeasure over the delay in election of the National Assembly Employees Cooperative Housing society and dissatisfaction over the record provided by Circle Registrar, Cooperative Societies, ICT. They also expressed their concern over the absence of Deputy Commissioner, Islamabad from the Committee meeting. They said that hard earned saving of the members of the society have been stuck-up for the last 25 years but ICT Administration did not take any positive steps to make the Society functional.

The Deputy Speaker directed DC Islamabad to appear before the Committee in its meeting to be held tomorrow and submit a detailed report about the accounts and purchase of land for the housing society during the tenures of different Presidents and Administrators of the society since its inception.

The members of the Committee also expressed their reservations about the unauthorized and illegal occupation of servant quarters and lobbies in the Parliament Lodges.. They were of the view that illegal occupants were posing severe threat to the security of the Parliament Lodges. The Deputy Speaker directed the National Assembly Secretariat to write letters to the Parliamentarians to give complete particulars of their servants and other staff residing with them in the Parliament Lodges.

The committee also reviewed the progress report on the construction work of Speaker’s House and directed the CDA to expedite the pace of work and complete it within the stipulated period. The Committee also discussed the construction of Additional Family Suits and servant quarters for the Parliamentarians at Parliament Lodges. The Committee directed the CDA to submit revised PC-I to Planning Division before the ECNEC meeting. The members of the Committee also complained about the non-operational CC TV Cameras installed at the Parliament Lodges. The Deputy Speaker directed the CDA for proper maintenance of CC TV Cameras and insure that all CC TV Cameras were functioning properly.

Islamabad December 16, 2009: Faisal Karim Kundi Deputy Speaker of National Assembly has said that Government was committed to protect the rights of special persons and resolve their problems. He expressed these views while addressing a seminar organized by monthly the “Pakistan Special” to pay tribute to valiant Police officials who lost their body organs and became disabled in terrorist activities.

The Deputy Speaker said that at present the country was in state of war and terrorists were playing with the lives of innocent people. Appreciating the role of law enforcing agencies in war against terrorism he said that law enforcing institutions were fighting against the terrorist with great fervor and courage. He said that Pakistan Armed forces and other law enforcing agencies rendered peerless sacrifices in war against terrorism and has protected the lives of people with out taking care of their own lives. “The personnel of law enforcing agencies are precious assets for the country and we are proud on them, I solute them on the behalf of whole nation”, he added.

The Deputy Speaker said that special persons were most talented people and there was a need of reorganizations and appreciation to utilize their potentials. He said that government was fully aware of the difficulties being faced by the special persons and will take all possible measures to provide enabling environment and opportunities to them.. He said that parliament will make legislation to protect the rights of the special persons.

He appreciated the efforts of Mr. Farhat Abbas Chief Editor monthly Pakistan and his team for holding a seminar for paying tribute to valiant police official who became disabled in terrorist activities. He stressed the need for holding such seminar in other parts of the country he was of the view that such activities will encourage and boost the moral of the personnels of law enforcing institutions who are fighting against terrorism.

At the end of the seminar Deputy Speaker distributed awards among the disabled police officials of Islamabad Police. Inspector General Police Islamabad Kaleem Imam and Farhat Abbas Chief Editor monthly Pakistan also addressed the seminar.

The Deputy Speaker said that Pakistan was an important ally in war against terrorism and rendered countless sacrifices in this regard. He said that elimination of poverty, illiteracy and unemployment was necessary for curbing terrorism and extremism. He appreciated Britain’s support for restoration of democracy and strengthening of democratic institutions in Pakistan.

The Deputy Speaker said that Pakistani expatriates were playing important role in the socio-economic development of Britain. He underlined the need for relaxing and streamlining visa procedures for students and business community intending to visit Britain.

Islamabad November 12, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that Pakistan and US has a long history of relations and cooperation and now those relations have entered into more important phase as both the countries are close allies in fight against terrorism. He said this while talking to the Ms. Robin Raphel, US Ambassador/Assistant Coordinator for Pakistan who called on him in Parliament House, today.

Deputy Speaker said that illiteracy; poverty, unemployment and lack of opportunity in FATA were major causes of extremism and terrorism in the area. He said that provision of basic amenities and opportunities in the area would help in eliminating terrorism and extremism there. He stressed the need for involvement of people’s representatives from FATA in the development process in the area that will also ensure transparency in utilization of foreign assistance.

He said that democracy in Pakistan was gaining strength and all the democratic institutions in the country were functioning smoothly. He stressed the need for enhance interactions between the parliamentarians of both the countries for closer cooperation. He appreciated U.S assistance in restoration of democracy and strengthening of democratic institutions in Pakistan.

Ms. Robin Raphel, US Ambassador/Assistant Coordinator for Pakistan appreciated the role played by Pakistan in war against terrorism and extremism. She said that U.S wanted to see Pakistan a strong and prosperous and committed to help strengthen democratic institution in Pakistan. She said that development of FATA was the priority of U.S government and all efforts will be made to eliminate backwardness from the area.

Islamabad; November 23, 2009: (Fax message received from Kuala Lumpur). The Government of Pakistan is seriously considering allocation of special seats in the Parliament for Overseas Pakistanis to enable them to raise their voices for welfare and well being of Overseas Pakistani and to play their constructive role in national progress and prosperity.

This was stated by the Deputy Speaker, National Assembly of Pakistan Mr. Faisal Karim Kundi while talking to a sizeable gathering of Pakistani community in Kuala Lumpur, today.

High Commissioner for Pakistan, Lt. Gen. (Retd) Tahir Mahmud Qazi was also present on the occasion.

The Deputy Speaker said that the Pakistan Government greatly values the contribution of the overseas Pakistanis in nation building and will consider allocation of special seats in the Parliament enabling them to protect their interests and to play their due role in the nation building.

While briefing the Pakistan’s prevailing political and security environment to the Community, the Deputy Speaker said that the Pakistan Armed Forces has recently concluded successful operation against the militants, extremists and criminals in Swat areas and now government is focusing its attention and efforts for rehabilitation and reconstruction of the affected areas to enable IDPs to restart their normal day to day business.

While replying to a question, he said that he would certainly take-up the matter of providing compensation to the Malaysian of Pakistani origin whose properties are being damaged during the Operation Rah-e-Rast in Swat and Malakand Division.

Mr. Faisal Kundi said that now Pakistan Army is launching a successful operation against militants and extremists in South Waziristan, and as a result, the D.I. Khan and other areas are hosting more than 0.25 million IDPs of South Waziristan. He said that the government is doing its best to provide them essential services and other provisions to facilitate them to deal with this difficult situation.

He hoped that law and order will sooner be restored in South Waziristan and these IDPs will go back to their areas to lead a normal life.

While replying to another question he said that the matter of dual nationality for Malaysian of Pakistani origin will be taken up with the Prime Minister of Pakistan and relevant agencies.

While referring to the debate generated on NRO, the Deputy Speaker said that as per list submitted by the Government to parliament only 34 politicians are the beneficiaries of NRO out of 8000. The beneficiaries of NRO wherever needed, will be required to clear themselves from the court of law, he added.

He said that the government believe in independence of judiciary and do not interfere in the judicial matters. He said that the directions of the Supreme Court of Pakistan regarding NRO are being implemented in letter and sprit.

Islamabad November 23, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that government of Pakistan was committed to eliminate corruption from the public sector which had adversely effected the socio-economic development of the country. He said that government had prepared a national plan of action to address the corruption. He said this while addressing the 21st Young Leaders Summit titled the changing Face of Leadership: Crisis and Opportunity organized by Asia Society at Kuala Lumpur, Malaysia.

While addressing the summit, the Deputy Speaker said that the summit has proved an impetus for the efforts of the young leaders from across the region to common approaches to meet its shared challenges. He said that we should build networks of trust across the geographic boundaries and help the next generation to join hands for making this world free from aggression and to provide equal opportunities for all, irrespective of social and cultural boundaries.

The Deputy Speaker said that Pakistan government has a clear roadmap for the soci-economic uplift of the masses and had devised strategy to address the issues. He said that government has also formed a national plan of action to combat corruption which has adversely effected the public sector development in Pakistan. He said that the policy would be implemented in a systemic manner to combat corruption.

He said that government was aiming to improve the system of governance by making it compact and transparent. He said that we have a vibrant media which has supplemented the efforts of the government and was serving as watchdog against any type of corruption. He said that this forum has provided an opportunity to indulge in dialogue with world leaders to share approaches and study successful experiences of anti-corruption work of other counties to improve its anti-corruption practices. He said that government has enacted anti-corruption legislation which aims at creating more transparent management system and to ensure strict observance of the rights and freedom of each citizen.

Islamabad November 19, 2009: President of Turkey Abdullah Gul has aid that ties between turkey and Pakistan were exemplary and the two brotherly countries will never leave each other stranded in times of need. He was speaking to the Pakistan parliamentary delegation currently visiting Turkey which called on him in Ankara, today.

The Turkish President highlighted that Turkey has always been and will remain a close friend of Pakistan. Pakistan is going through difficult phase of war against militancy and extremism but it is a great nation and a great country which has ample capacity to rid itself of problems he added. He said that in addition to political and security-related cooperation between the two brotherly countries, there was a need to increase and strengthen economic and trade cooperation.

While talking to the Turkish President, Faisal Karim Kundi, Deputy Speaker said that friendship between Turkey and Pakistan was time tested and had deep roots in history and culture. He said that that Pakistan attaches great importance to its relations with Turkey and desired to further strengthen them through people-to-people contact and parliamentary ties. He said that Turkey was a strategic partner of Pakistan and would like to diversify its economic relations in all sectors of economy. He appreciated Turkey role in combating terrorism and bringing peace in the region.

The Members of the delegation briefed the President of the objectives of the visit and conveyed a message of friendship and need for parliamentary support and closer cooperation between Pakistan and Turkey.

Islamabad, November 12, 2009 NA Standing Committee on House and Library Meets

NA STANDING COMMITTEE ON HOUSE AND LIBRARY MEETS

Islamabad: November 12, 2009; National Assembly Standing Committee on House and Library met under the chairmanship of Faisal Karim Kundi, Deputy Speaker in Parliament House, today. The Committee expressed it concern over the absence of Chairman CDA from the meeting and directed to ensure his presence in the next meeting of the committee.

The members of the Committee also expressed their reservations about the unauthorized and illegal occupation of servant quarters and lobbies in the parliament lodges. They were of the view that illegal occupants were posing severe threat to the security of the parliament lodges. The Deputy Speaker directed the CDA to cancel all the allotments of servant quarters in parliament lodges and immediately evacuate the servant quarters from illegal occupants. Members of the committee also registered their complaints about the substandard maintenance work, janitorial and cleaning services in the parliament lodges. They were of the view that a low standard material is used in the maintenance work and there was no quality check on material being used in maintenance work. They said that standard of cleaning in the parliament lodges was also very poor. They also complained about the absence of CDA staff deputed at parliament lodges. The Deputy Speaker directed the CDA authorities to enhance the cleanliness and standard of services to the parliamentarians and ensure the presence of staff.

The committee also expressed its displeasure over delay in construction work of Speaker House and directed the CDA to expedite the pace of work and complete it within the stipulated period. The committee also discussed the status and progress of National Assembly Employees Housing society. The members of the committee expressed its displeasure over the delay in election of the society and take over by the administrator. They said that hard earned saving of the members of the society have been stuck-up for the last 15 years.

The Deputy Speaker directed Islamabad administration to submit a detailed report about the accounts and purchase of land for housing society during the tenures of different Presidents and Administrators of the society since its inception in the next meeting of the committee.

Islamabad, November 11, 2009 Deputy Speaker NA Stresses for Improvement of Canal System and Building of Water Reservoirs

DEPUTY SPEAKER NA STRESSES FOR IMPROVEMENT OF CANAL SYSTEM AND BUILDING OF WATER RESERVOIRS

Islamabad November 11, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that water is an essential for human life and indispensable for the socio-economic development of the country. He stressed the need for building more reservoirs and canal system should be improved for providing water for irrigation and power generation. He said this while talking to Shakeel Durrani, Chairman WAPDA Parliament House, today.

Faisal Karim Kundi, Deputy Speaker asked the WAPDA Officials to ensure the distribution of water between provinces strictly in accordance with the Water Accord, 1992. He said that farmers of Dera Ismail Khan were facing severe shortage of irrigation water as the share of NWFP was not being provided as per water accord. He said that due to non-availability of water has rendered a massive chunk of land in D.I.K, uncultivated and farmers were under immense financial stress. The Deputy Speaker asked WAPDA to initiate measures to overcome the shortage of water in D.I.K on emergent basis.

Chairman WAPDA assured the Deputy Speaker that necessary measures would be taken to overcome the shortage. He informed that a 3-memebr committee will be constituted to access the situation and suggest measures in that regard.

Faisal Karim Kundi asked the WAPDA Officials to initiate work on Chashma Right Bank Canal (Lift-cum-gravity) Project at the earliest. HE said that livelihood of a large portion of the population of that area was depended on that project. He was convinced that after the completion of that project, the barren lands would be cultivated which would usher in prosperity for the people.

The Deputy Speaker said that PC-1 Chashma Right Bank Canal has already been prepared and Prime Minster would be requested to order the resale of funds for the project. He asked WAPDA for early completion of projects in D.I.K initiated with the assistance of Asian Development Bank worth Rs.180 million. The Chairman WAPDA, while apprising the Deputy Speaker about the projects said that tenders have been initiated for the projects which would be opened on 16th November, 2009. He assured him that the work would be initiated soon after fulfilling the procedural requirements on priority basis and will be completed before 30th June, 2010.

The Deputy Speaker also expressed his reservations on the de-silting and maintenance of canals in D.I.K which had resulted in less water for the irrigation. He directed the WAPDA officials to initiate measures for de-silting and maintenance of the canals in the area. The Chairman WAPDA assured for provision of required funds for the purpose.

Islamabad; November 7, 2009: Deputy Speaker, Faisal Karim Kundi has said that Pakistan and Cuba enjoyed cordial relations and both countries have similar views on major regional and global issues. He expressed desire to further strengthen the existing relations through enhancing parliamentary and economic ties between the two countries. He expressed these views while talking to the Deputy Foreign Minister of Cuba, Marcos F. Rodrigues Costa, who called on him in the Parliament House today.

The Deputy Speaker said that parliament in Pakistan was vibrant and all the democratic institutions in the country were functioning smoothly. He said that the present parliament in Pakistan has adopted unanimous resolutions on all vital issue of national importance. He apprised the visiting Deputy Foreign Minister about the parliamentary practices, committee system, women parliamentary caucus and youth parliamentary forum. The Deputy Speaker underlined the need for greater exchange of parliamentary delegations. He appreciated Cuba's generous relief assistance for the October, 2005 earthquake affectees and Cuban assistance for the Pakistani students in health education.

Deputy Foreign Minister of Cuba, Marcos F. Rodrigues Costa has said that Pakistan and Cuban relations were established 50 years ago. He said that Cuba wanted to further strengthening its relations with Pakistan. He said that both the countries needed to enhance cooperation in trade, economic and other sectors through the parliamentarians of both the countries. DEPUTY SPEAKER NATIONAL ASSEMBLY HAS STRESSED FOR ACTIVE INVOLVEMENT OF YOUTH IN THE NATIONAL AFFAIRS AND THE POLITICAL PROCESS FOR STRENGTHENING OF THE EXISTING POLITICAL SYSTEM

Islamabad November 6, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has stressed for active involvement of youth in the national affairs and the political process for strengthening of the existing political system. He called for political education of youth which would be beneficial for themselves and the successive generations. He said this while addressing the inaugural session of the Youth Parliament Pakistan 2009-2010 here today.

The Deputy Speaker said that youth could play a vital role in taking Pakistan out of the present quagmire. He said that active involvement of youth in politics of our country would help us to address the longstanding challenges, in education, health, social and economic sectors.

The Deputy speaker said that it gave me immense honour on being chosen as the guardian and supporter of the Youth Parliament Pakistan during 2009-2010. He said that the holding of such sessions of the youth parliament would provide opportunities to the youth to participate in a first-hand simulation of the parliamentary process. He was convinced that through this process, the young participants would acquire the skills and tools necessary for functioning within and sustaining a democratic process, as it exists within the parliamentary framework. He said that this would also enable them to become politically self-aware, drive them to not only politically engage with the issues within their respective constituencies and the country at large, but also with the needs and interests of their own peers, the youth of Pakistan.

He advised the Young parliamentarians that this recreation of the parliamentary process has placed a unique obligation on each and every member of the Youth Parliament. He urged that as representatives of the youth of Pakistan, it will be their responsibility to carry forward the knowledge and experience they will have gained during the course of this valuable and extensive exercise, to their fellow youths across the country.

The Deputy Speaker apprised young parliamentarians about the parliamentary practices in the National Assembly and the committee system. He said that committees are the important organs of the National Assembly and play a vital role in making legislation. He said that committees are the best forum for accountability and transparency of the concerned ministry. He also apprised the participants about young parliamentarian forum and said that there were 92 young Parliamentarians who were the Members of this forum. He said that present National Assembly has elected unopposed Prime Minister and passed unanimous bills and resolutions which is a reflection of political maturity and patient of the Parliamentarian.

He congratulated the team of PILDAT for their efforts in successfully implementing the third cycle of the Youth Parliament project. He extended his all-out support for resolving the problems being faced by the youth of the country. Islamabad, November 4, 2009 Faisal Karim Kundi Calls for Coordinated Strategy and Unwavering Support by International Community to Tackle Terrorism and Extremism

FAISAL KARIM KUNDI CALLS FOR COORDINATED STRATEGY AND UNWAVERING SUPPORT BY INTERNATIONAL COMMUNITY TO TACKLE TERRORISM AND EXTREMISM

Islamabad November 4, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has stressed the need for evolving a cohesive and a well coordinated strategy to tackle the menace of terrorism and extremism which had transcended national borders. He said that it was vital to address the root causes of terrorism such as injustice, desperation, sense of humiliation and helplessness, economic and political deprivations in order to eradicate that evil completely. He said this while addressing the closing session of the Judicial Workshop for Members of Parliament organized by Counter Terrorism Executive Directorate and the World Bank in Islamabad, today.

The Deputy Speaker said that international cooperation was critical to combat terrorism and through sharing of experiences and best practices, better strategy could be developed for countering that menace. He stressed for strengthening of legal and administrative structures in order to succeed in that struggle. He called upon UN to continue playing the lead role in the fight against terrorism since unilateral measures without international legitimacy will not be effective in combating terrorism. He said that Pakistan has paid and was continuing to pay a huge price in the shape of proliferation of weapons, narcotics and militancy in the society in addition to other social and economic costs.

Underlining the Pakistan Government’s commitment for combating terrorism, the Deputy Speaker said that troops have been deployed in NWFP and swat which had successfully dismantled terrorist’s networks operating in those areas. He said that army personnel have laid their lives in fight against terrorism which showed no waiver in our commitment to fight terrorism. He said that special focus had been paid on strengthening of our domestic legal structure, strengthening border controls, regulation of non-profit organizations and madarsahs, building capacity of the relevant organizations and becoming party to the relevant international instruments. He said that stringent laws have been proposed in the parliament for countering the menace of money laundering and terror financing. He was convinced that after the enactment of such law would create deterrence against such heinous crimes.

Faisal Karim Kundi said that government had evolved a three pronged 3-D strategy for restoring peace in NWFP and FATA region. The strategy includes political dialogue, development and socio-economic measures, and retaining the option to use force, whenever required. He said that various infrastructure development and educational projects have been initiated and employment opportunities have been generated to bring prosperity in the region so that vulnerable people could not be influenced by extremists and terrorists. He called for the support of the international community for implementation of that strategy effectively.

He said that Pakistan attaches great importance to strengthening bounds of friendship and close collaboration with its neighbors. He said that peace and stability in Pakistan was inextricably linked with peace and stability in the region. He said that Pakistan strongly supports the principle of non-interference in the internal affairs of its neighbors. He said that extremism and terrorism was a regional phenomenon and a common threat to all the countries in the region and must be fought jointly.

He appreciated the idea of holding such workshop which had significantly added to the knowledge of our law makers and other relevant stakeholders about the ways to counter the menace of money laundering and terrorist financing. He said that the said workshop had been an affirmation of the fact that Pakistan would not be alone in the fight against terrorism and extremism. He stressed for sensitizing parliamentarians with the intricacies of the laws related to money laundering and terror financing so that they could better contribute in the legislative process.

The workshop was attended by Parliamentarians from Malaysia, Turkey and UK, Members of the National Assembly of Pakistan and representatives from the USA, World Bank, IMF, IPU, U.K, Charities Commission and UNODC.

He said this while talking to Lutfi Elvan Member of Turkish Parliament and the Ambassador of Turkey Mustafa Babur Hizlan, who called on the Deputy Speaker in the Parliament House today.

The Deputy Speaker said that the two fraternal countries are tied in the eternal bonds of religion, history and needed to be further strengthened through enhanced interaction of the parliamentarians and economic cooperation.

The Deputy Speaker said that people of Pakistan and Turkey have exemplary feelings of respect and friendliness for each other that can best be materialized in the form of enhanced economic co-operation between the two countries. Underlining the importance of inter parliamentary exchange of delegations, the Deputy Speaker said that greater exchange of parliamentary delegations was necessary because such exchanges will provide opportunities to exchange views and learn from the experiences of each other.

Islamabad October 29, 2009:  Faisal Karim Kundi, Deputy Speaker, National Assembly has said that Pakistan attaches great importance to its relations with Indonesia and wanted to further strengthen the existing relations.  He expressed these views in a meeting with his Indonesian counterpart Mr. Priyo Budi Santoso in Jakarta today. 

Talking to the Deputy Speaker of Indonesia, he said that the democracy in Pakistan was flourishing and all democratic institutions in the country were functioning smoothly. The Deputy Speaker said that continuity of democratic process was necessary for development, peace, strengthening of the institutions and grooming of political leaderships.  He said that Pakistan was confronting the problems of extremism and terrorism and the Government was committed to root out the menace of terrorism and extremism from the country.  He said that Pakistan was a progressive country and its people wanted to peace and prosperity in the region.  The Deputy Speaker said that despite the problems caused by collateral damages in the fight against terrorism, extremism and burden of internally displaced persons (IDPs), moral of the people was high and Pakistan economy was moving forward.

He said that Pakistan and Indonesia have to much in common and they could use their commonalities for the benefits of the both the countries.  He said that there was a vast opportunity for Indonesian investors to invest in Pakistan.  He emphasized the need for enhanced interaction between the parliamentarians of the both the countries for strengthening the relations and increasing the cooperation in all sectors of economy.

Mr. Priyo Budi Santoso, Deputy Speaker of Indonesian Parliament said that Pakistan enjoyed great respect and importance in the comity of Muslim nations and those who were carrying out terrorist attacks in Pakistan were not Muslims.  He also stressed the need for enhanced interaction between the parliamentarians of both the countries for strengthening the relations and closer cooperation.  He assured the Deputy Speaker the full support of his country in war against terrorism.

Jakarta October 28, 2009: Speakers at the Kashmir Solidarity Day seminar organized by the Kashmir Solidarity Forum in coordination with the Al-Azhar University, Jakarta, today emphasized the active involvement of international community for resolution of the Kashmir issue and ensuring for the Kashmiri people their right to self determination.

In his address as the Deputy Speaker, Faisal Karim Kundi paid glowing tributes to the Kashmiri’s freedom struggle and said India had occupied their territory in stark violation of the 1947 Independence plan. He said India for the last six decades had denied the Kahmiris their right to self determination, adopted the most tyrannical methods to subdue the valiant struggle. In 1989 the Kashmiris rose against the Indian hegemony with a renewed vigour. This movement gathered momentum with the passage of time and has pushed the Indian authorities to the wall. They were forced to sit around the negotiation table with Pakistan in early 2004. It is rather unfortunate that the Mumbai attacks hampered the talks as India without any evidence laid blame for these attacks on Pakistan. The Deputy Speaker said Pakistan has already shown enough flexibility on the issue of Kashmir but India’s intransigent approach continued to remain the biggest hurdle in making headway for resolution of the issue.

He said that India had exhausted all its resources and means but has not been able to deter Kashmiris from continuing their liberation struggle. He cited reports of the Human Rights Watch, Amnesty International, Asia Watch and other international organizations, highlighting the excesses committed by the Indian forces against Kashmiri people. 

Mr. Fasial Karim Kundi said India should now read the writing on the wall and change its attitude towards Kashmir and its people. He also called upon the international community to take cognizance of the miseries of Kashmiri people. He also on this occasion appreciated the efforts of Kashmir Solidarity Forum and its chairman, Dr. Zahir Khan in organizing the seminar in a befitting manner.

Senator S.M Zafar on this occasion spoke on the legal position of the Kashmiri freedom struggle and also highlighted the background of the problem which he said hampered the path of durable peace in South Asia.

All the speakers then joined in the Question and answer session in which the large number of Al Azhar university students and other invitees from various walks of life participated with great enthusiasm. From the open forum it transpired that involvement of the international community and its attention was necessary to resolve the age old issue of Kashmir. There was also stress on active role of OIC for resolution of the issue of Kashmir. At the end of the seminar, Dr. Zahir Khan, Chairman Kashmir Solidarity Forum presented his book on Kashmir issue to the Deputy Speaker.

Later on the visiting Dy. speaker, Mr. Faisal Karim Kundi, along with Senator, S.M Zafar and Sardar Mehtab Ahmed Khan Abbasi, called on the Chief Justice, Supreme Court of Indonesia, Dr. Harifin A. Tumpa.   Chief justice warmly welcomed the Pakistani guests. They discussed in detail the legal systems and working procedures of the apex courts of the two countries. They also exchanged views on the role of bar councils and their contribution in the evolution of legal processes. The Pakistani delegation, on behalf of the lawyers community also extended an invitation to the Chief Justice  Dr. Harifin A. Tumpa to visit Pakistan. Mr. H. Abdul Kadir M Appong, Drs. It provides me immense satisfaction to be here today among this distinguished gathering. Handing over of Ambulances by USAID/PAIMAN to NWFP &AJK Health Departments is an important event.

Each year, globally, 4 million babies die within the first 28 days of life, 3.3 million or even more are stillborn and 6.6 million die before their fifth birthday. Also every year, 5.9 million women die due to pregnancy related complications, one of the main reasons for which is delay in transportation from home to hospitals and from hospital to a referral facility.

Although an increasing number of countries have succeeded in improving the health and well-being of mothers, babies and children in recent years, the countries that started off with the highest burdens of mortality and poor health made least progress during the 1990s. In some countries the situation has actually worsened, and worrying reversals in newborns, child and maternal mortality have taken place.

Pakistan inherited a very weak health care delivery system at the time of independence in 1947. Over the years we have been able to create a reasonable network of health care delivery system in terms of steady improvement, the present health care delivery system in terms of medical institutions and personnel. However, inspite of Steady improvements, the present health care delivery system has not been able to properly respond to health needs of the masses with the result that the country is confronted with challenges like high population growth rate, increasing infant mortality rates, maternal mortality rates, and low birth weight babies. The situation of maternal, newborn and child health in Pakistan is one of the poorest in South Asia. Despite some improvements, Pakistan has lagged behind many of its neighbors in terms of health and population outcomes. Communicable, infectious and parasitic diseases still remain severe burden. Malaria and Tuberculosis have re-emerged and are posting a serious threat to the national health. Malnutrition and micro-nutrient deficiency disorders are still widespread.

Health Care Delivery network in Pakistan is a mix of Government and private sector. Although, consolidated public health expenditure has gone up but in terms of percentage of GDP there is a need for visible enhancement.

The present Government is formulating a comprehensive strategy with focused areas of intervention designed to improve health outcomes by directing public expenditure towards primary and secondary tiers. This new approach makes a paradigm shift from curative to preventive health care, focusing on disadvantaged and weaker sections of society especially those in rural areas. Good Governance is seen as the basis for health sector reforms to achieve quality care.

The Government is trying its utmost within its meager resources to overcome the high mortality figures. The civil society and NGOs play a pivotal role in enabling people to improve their social, economic and health status thus improving the quality of life, as Governments all alone cannot bring such change. We are indebted to the donors and partners for their assistance, as they have always come to our rescue whenever we needed their help.

One such example is the USAID-found Pakistan Initative for Mothers and Newborns (PAIMAN) project. PAIMAN has undertaken a holistic approach for improving maternal and new born health under the able leadership of Dr. Nabeela Ali who as we all know is a distinguished public health specialist of the contemporary times.

Today is no doubt of special significance because N.W.F.P and AJK are two geographical regions where the issue of access plays a very important role in both maternal and infant mortality due to their backwardness and difficult terrains. I also belong to N.W.F.P province and therefore it gives me even more pleasure to be present today. I am sure this gift of Ambulances will help in reducing the maternal and child mortality and morbidity. 

At this stage I would like to emphasize to the Secretaries of both N.W.F.P and AJK to kindly ensure that the Ambulances are used for the purpose they are being handed over for.

In the end my special thanks to USAID and to the Chief of Party PAIMAN; Dr.Nabeela Ali for her untiring efforts in making this event a reality today.

Islamabad October 17, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that easy access to hospital and timely provision of medial aid could save the lives of patients. Despite financial constraints, government has allocated substantial funds for provision of basic health facilities, ambulances and medical infrastructure especially in rural areas throughout the country. He expressed these views while addressing ceremony of handing over the 23-ambulances to the Health Departments of NWFP and AJ&K donated by USAID/PAIMAN at Pakistan Institute of Medical Sciences (PIMS) today.

The Deputy Speaker said that million of women and children died each year due to inadequate health facilities and means of transportation from home to hospital. He said that their lives could be saved by improving health care delivery system and mode of communication.

The Deputy Speaker said that likewise other parts of the world, Pakistan was also facing numerous challenges in the Health sector including high mortality rate of women and children. He said that present Government had formulated various strategies to improve health facilities in the country despite financial constraints. He urged upon the social sector organizations and NGOs to play an active role for improvement of health sector. He was confident that their efforts would bring substantial improvements while supplementing the efforts of the government.

He thanked the USAID/PAIMAN for providing ambulances to Health Departments of NWFP/AJ&K for swift healthcare delivery system. He expressed his special gratitude for provision of 5-ambulences for Dera Ismail Khan District. Later Faisal Karim Kundi handed over the keys of the Ambulances to Health Department Officials. US Ambassador Anne. W. Paterson, Mrs. Mehreen Bhutto, Parliamentary Secretary for Health, Federal Secretary Health and other officers of the concerned Departments and Representatives of USAID/PAIMAN were present on the occasion.

Islamabad: October 13, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that Pakistan attaches great importance to its relations with Iran and wanted to further cement these relations through enhanced exchange of parliamentarians and people to people contacts. The Deputy Speaker said this while talking to 6-member Iranian delegation headed by Rehmani Fazli, Chairman Supreme Audit Court of the Islamic Republic of Iran, who called on him in the Parliament House today.

The Deputy Speaker said that Pakistan and Iran were tied together in the strong bonds of religion, history, culture and traditions and their relations went from strength to strength with the passage of time. He said that Iran and Pakistan had unanimity of views on regional and global issues and both the countries were working together for peace and prosperity in the region. The Deputy Speaker said that the Pakistan friendship group in the parliament was active and was working for cementing relations between the two fraternal countries.

The Deputy Speaker said that Iran has always supported Pakistan during troubles and the entire nation appreciates that too. He underlined the need for enhancing collaboration between the two countries for rooting out extremism and terrorism from the region. 

The Leader of the Iranian delegation Rehmani Fazli, Chairman Supreme Audit Court of the Islamic Republic of Iran said that Iran and Pakistan will always remain friends and the evil designs of the enemies cannot harm this friendship. He said that some extremist groups trying to vitiate our friendly relations were condemnable. He appreciated Pakistan efforts for restoring peace and security in the region and assured his country support in this regard.

Islamabad; October 12, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that Pakistan values high its relations with USA and wanted to further strengthen these relations for the benefit of the people of both the countries. The Deputy Speaker said this while talking to the US Ambassador Anne W. Patterson who called on him at his residence in Islamabad today.

The Deputy Speaker said that there was substantial improvement in relations between the two countries during the past couple of years. He said that Pakistan was a front line state in the war against terrorism and was rendering biggest sacrifices in this war. He said that it was the responsibility of the world community to bolster and strengthen Pakistan capabilities to fight against terrorism.

The Deputy Speaker said that in fight against terrorism and extremism has broken the strength of terrorists. However, their elimination was possible after eliminating the root causes of terrorism he said. He said that the operation against terrorists in Swat and Malakand was very successful and it was reflection of our unflinching resolve to combat terrorism. He said that now it was imperative to expedite the rehabilitation work to win the hearts and minds of the IDPs. He underlined the need for involvement of MPs from FATA in the development activities in the affected area for better oversight and appropriate utilization of the development funds. The Deputy Speaker said that Kerry Lugar Bill was under discussion in the National Assembly and expressed hope for a better and plausible out come. 

The US Ambassador Anne W. Patterson appreciated the role and sacrifices rendered by Pakistan in combating terrorism and extremism. She assured her country support to Pakistan for war against terrorism and assistance to all the IDPs, including the IDPs from Wazistan.

MEETING OF THE SECURITY ARRANGEMENTS FOR THE PARLIAMENT HOUSE & PARLIAMENT LODGES

Islamabad: October 12, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that security of the Parliament House was of paramount importance and lapses in this regard were not tolerable. He said this while presiding over a meeting of a Security Arrangements for the Parliamentarians in the Parliament House today.

The Deputy Speaker directed the Islamabad Police, CDA and National Assembly security staff to ensure better coordination for fool-proof security measures. He said that all necessary demands and requirements of the security agencies will be fulfilled and timely funds would be provided in this regard.

The Minister for Parliamentary Affairs Dr. Zaheer-ud-Din Babar Awan apprised the meeting that there were many loopholes in security of the parliamentarians and their removal was urgently needed. He assured the security agencies of full cooperation from the MPs and the provision of funds.

The meeting was briefed by the Secretary Interior, Inspector General Police, Islamabad Capital Territory (ICT) and Chief Commissioner ICT.

The meeting decided to increase the strength of the security staff, update the security gadgets and improve the screening and search of the vehicles and visitors. It was also decided to hold fortnightly meetings to review the security measures of the Parliament House, lodges and government Hostel.

The meeting was attended by Tasneem Ahmed Qureshi, Minister of State for Interior, MNAs Syed Haider Ali Shah, Abdul Qadir Patel, Munir Khan Orakzai, and Haji Rozuddin.

Islamabad; October 8, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that Pakistan and Tunisia were tied in bond of religion and were enjoying fraternal relations. He expressed the desire for further strengthening the existing relations with the brotherly country. He said this while talking to H.E. Mourad Bourehla, Ambassador of Tunisia, who called on him in the Parliament House today.

While talking to Ambassador the Deputy Speaker said that the relations between the two brotherly countries will further be cemented through enhancing of Parliamentary and economic ties. He said that Pakistan wanted to transform its relations with Tunisia into partnership and development for mutual benefit of both nations. He said that Pakistan could share its technical expertise in the field of civil engineering, agriculture, banking and information technology with Tunisia. Underlining the need of importance of interaction between two Parliaments, the Deputy Speaker said that greater exchange of parliamentary delegations was necessary because such delegations will provide opportunities to parliamentarians of both the countries to exchange views and to learn from each other experiences. He assured all out support of Government of Pakistan to Tunisia in all sectors of economy.

The Deputy Speaker said that Pakistan believed in peace and was committed to eliminate menace of terrorism and extremism from the country. He said that a successful army operation was conducted against elements involved in the terrorist activities in Swat and Malakand with support of masses. He asked international community to support Pakistan in its efforts to maintain peace and security in the region.

The Deputy Speaker also apprised the Ambassador about the formation and objectives of the Young Parliamentarians Forum (YPF). He said that YPF was planning to convene an international conference next year. He invited the Parliamentarians of Tunisia to participate in the conference.

The Ambassador of Tunisia said that Pakistan has always helped Tunisia on all international forums for which the Government and people of Tunisia were grateful. He also underlined the need for greater exchange of parliamentary delegations of both the countries for strengthening the relations and establishing people to people contact.

.Talking to the officers, Deputy Speaker said that Civil Services was the backbone and lynchpin of government structure and efficient and honest civil servants were asset of the nation. He said that no nation can progress unless ensuring basic rights of the masses. He said that it was unfortunate that during the past, people in our country were kept deprived of their basic constitutional rights and access to free health, education and justice.

He said that much of our problems would be resolved when the parliament was sovereign, institutions were robust and rule of law was safeguarded by a strong and independent judiciary and all organs of the state worked in their respective spheres.

He said that the government was confronting a lot of challenges including terrorism, extremism and inflation food and energy shortages, which required focused approach. He said that mitigating sufferings of the people, giving them relief, alleviating of poverty, creating jobs and provision of social amenities was the main priorities and goals of the government policy. He said that government policy objectives can be achieved rapidly when all state institutions work efficiently in collaboration with each other. He advised the civil servants to equip themselves with latest technologies of management to facilitate and enable the government and society to resolve the confronting problems.

Later, Secretary National Assembly, Karamat Hussain Niazi, briefed the delegation about the constitutional history of the Parliament as well as the working and functions of the National Assembly.

The Officers thanked the Deputy Speaker for facilitating them to visit National Assembly and arranging a comprehensive briefing.

Assalam O Alaikum!

It is indeed honour for me to be here among eminent scholars, prominent economists, intellectuals and representatives of international donor agencies. I would appreciate the efforts of University of Balochistan and Asia Foundation for holding such an important conference.

Ladies and Gentlemen!

Balochistan is the largest province of Pakistan. It consists on 43.6 % of Pakistan. Its geographic position is vital and it is full of natural resources.

Balochistan and the people of Balochistan have suffered due to lack of development and opportunities. This is a pain and sorrow we all share as Pakistanis. It is wrong to assume today that no one understands the plight of Balochistan. If there is one issue on which complete consensus exists in the country, that is, that Balochistan has been wronged against and we all need to ensure that those wrongs are made right today.

Though I do not speak for the PPPP Government but for the first time in the history of the country, this government has apologised to the people of Balochistan for the excesses committed to Balochistan by the State of Pakistan. This is a symbolic gesture which is meant to convey that we understand the issues, the problems and what needs to be done.

I strongly feel that what Balochistan needs today is the rightful share of its resources. I do not believe that additional grants by any federal government are the right way to deal with the issue. We need to agree on the formula for the distribution of resources and allocate each province, including Balochistan, their rightful share of resources.

Balochistan and the people of Balochistan are part of the whole of Pakistan and together we have to find a way to resolve all our issues for a strong and prosperous future of Pakistan. Democracy provides a system by which everyone gets a seat at the table and dialogue and conciliation are the defining tools of resolving issues. It is with this spirit that we wish to deal with every issue within the federation of Pakistan.

I want to emphasise that in the Parliament and outside, we are committed to resolve all issues. I invite our elders, brothers and sisters from Balochistan to join us in a dialogue to resolve all issues, not only in Balochistan, but for the entire country.

I once again assure my full support to Balochistan Economic Development Forum.

Islamabad August 18, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that private sector plays a vital role in the socio-economic development of the country. He said that present Government has devised pro-investment policies to facilitate the private investors to play their role. He expressed these views while addressing an inaugural ceremony of a petroleum outlet at Kashmir Highway in Islamabad yesterday.

He urged the private sector to supplement the efforts of the Government in gearing up economic activities in the country by engaging youth. He advised them to set up industries in the far flung areas especially in Swat and tribal areas so that economic opportunities for residents of those areas could be created. The Deputy Speaker said that peaceful law and order situation was necessary for investment and Government was taking all out steps for rooting out terrorism and for maintaining stability in the country.

The Deputy Speaker said that terrorism and extremism have negative impact on economic activities in the country. While lauding the role of Army in the operation against the terrorists, he said that Pak. Army has rendered matchless sacrifices in successfully restoring the peace in those areas and majority of IDPs have returned to their homes. He said that this success against the militants was good omen for economic activities and will also build up the confidence of the investors.

Islamabad August 12, 2009: Faisal Karim Kundi, Deputy Speaker National Assembly has said that proper utilization of the potential of younger generation would lead Pakistan to progress and prosperity and added that youth can play a vital role in sustainable development of the country. He expressed these views while addressing a seminar organized by Minhaj-ul-Quran Youth League in connection with International Youth Day in Islamabad today.

He said that Pakistan was presently going through numerous challenges which undoubtedly have severe and far-reaching impact on the youth of the country and the menace of extremism and terrorism was the most threatening. He said that we should protect our youth from the negative fall-out of those challenges and engage them in constructive activities which were beneficial for them and the nation. He urged upon the youth to follow the guiding principles of Islam and cultivate tolerance and brotherhood amongst themselves in order to counter the negative impact on our nation.

He said that the future of the country depends on the youth since active participation of educated young population plays vital role in development of the nation. He said that this situation necessitates intense efforts from both public and private sectors to play their role in transforming this populace into educated and trained human resource for the mutual benefit.

The Deputy Speaker said that the present government was aware of the problems being faced by the youth and was making its all-out efforts in that regard. He said that government has allocated substantial fund in the budget for the youth related activities. He informed the audience that the present National Assembly has established a young parliamentarian's forum and 92 young MNAs were its members. He assured that the young parliamentarians would work for the betterment of youth of the country.

Islamabad, August 07, 2009: Acting Speaker National Assembly, Faisal Karim Kundi has said that Pakistan values high its relations with Iran and both the countries are tied in the bonds of religion, culture and history. He was talking to the players of visiting Women Football Team of Iran that called on Acting Speaker after witnessing the proceedings of NA session in the Parliament House today.

The Acting Speaker said that sportsmen were the ambassadors of their country and they play vital role in developing friendly relations with people and government of the country they visit. He said that the visit of Iranian Women Football Team revealed the spirit and closeness of friendly relations between the two fraternal countries. He said that such visits always generate goodwill and this visit of the Iranian Women Football Team will bring further closer the governments and people of Iran and Pakistan.

Minister for Sports Pir Aftab Hussain Shah Jilani, MNA Syed Faisal Saleh Hayat and MNA Mrs. Yasmeen Rehman were also present on the occasion. While welcoming the Iranian Women Football Team they said that relations between the two brotherly countries were exemplary. They said that visit of Iran’s Women Football Team proved that Pakistan was a peaceful country where foreign sporting teams play matches safely.

NA HOUSE AND LIBRARY COMMITTEE MEETS DELEGATION OF D.I KHAN PRESS CLUB CALLS ON THE ACTING SPEAKER

Islamabad August 6, 2009: Acting Speaker National Assembly Faisal Karim Kundi has said that timely accomplishment of the projects of national importance was a superb national service and any slackness to the effect was intolerable. He said this while presiding over a meeting of the House and Library Committee of the National Assembly in the Parliament House, today. The meeting reviewed the progress of work on various projects of repair, maintenance, improvement of services, catering and replacement of outdated items in the Parliament House and Parliament Lodges being carried out by the CDA.

The meeting was briefed by Acting Chairman and D.G (Works) CDA. The meeting was informed that the maintenance and repair work in the Parliament Lodges and the Parliament House was in progress and would be accomplished within the targeted times. The meeting was also informed that the seepage problem in the lodges was recurring phenomena and was being treated to finish it permanently.

The Acting Speaker directed the Acting Chairman CDA to expedite the work on the projects of repair, maintenance and provision of services in the Parliament Lodges and the House. He said that every project must be completed within stipulated time and no lapse in this regard would be tolerated. He said that there should be no compromise on security matters and quality of services in the Parliament Lodges as well as in the Parliament House. The members (MNAs) of the committee expressed their displeasure over the pace of repair and maintenance work by the CDA. They were also critical with health and janitorial services being provided by the CDA in the parliament lodges.

The meeting was attended by MNAs Shaukatullah, Syed Haider Ali Shah, Mrs. Belum Hasnain, Mr. Noor Alam Khan and Riaz Fatyana.

Later on a delegation of the members of D.I Khan Press Club called on the Acting Speaker National Assembly. Talking to the media persons, the Acing Speaker said that free and strong media was essential for democracy. He said that free media was a source of strength for democratic institutions in the country. He said that Pakistan was confronting challenges of extremism and terrorism which was hampering development and tarnishing our image abroad. He urged the media persons to play their due role to bolster government actions to curb terrorism and extremism.

The delegation apprised the Acting Speaker of the problems faced by the Dera Press Club and the journalists belong to D.I Khan.

The Acting Speaker assured the delegation that all their problems would be resolved soon.

DRONE ATTACKS DAMAGING WAR AGAINST TERRORISM AND EXTREMISM

Islamabad August 5, 2009: Acting Speaker National Assembly, Faisal Karim Kundi has said that Islam was religion of peace and abhorred terrorism and extremism in all its forms and manifestation. He expressed these views while talking to a 62 members delegation of Maliks and tribe elders of Masood Tribe of South Waziristan who called on him in Parliament House today.

The Acting Speaker said that extremism and terrorism was hindering the country development and was damaging the image of the Pakistan and Islam abroad. He said that tribes in FATA were peace loving people and had always fought to protect the interest of Pakistan. He urged the elders of the Masood Tribe to rise up in accordance to their traditions and defeat the elements who were damaging Pakistan and defaming Islam. He said that drone attacks were damaging war against terrorism and were counterproductive. He said that terrorism and extremism needed to be tackled through winning the mind and heart of the people. War on terrorism cannot be won by force only it need to be tackled by resolving the root causes of terrorism.

He appreciated their valuable proposals and assured them that their views will be given due weightage and the problems confronting them will be resolved. He offered Fateha for those martyred during the fight against terrorism.

Notables of Masood Tribe apprised the Acting Speaker of the problems confronting them on account of the war against extremism and terrorism. The elders expressed concern about the rising incidents of drone attacks, killings, kidnapping and collateral damages in the area in war against terrorism.

They said that the tribes of South Waziristan were true Pakistanis and patriots and they never sided with anti state elements, terrorists or extremists. They have always supported state policies and have fought against the enemies of Pakistan. They said that there were some bad elements in the area, that needed to be differentiated from moderate and peace loving people. They said that indiscriminate killings of the residents by drone attacks was not favourable for war against terrorism. We have always sacrificed for Pakistan, we will do the same in future too and we will always protect Pakistan interest, they said.

While condemning the suicide attacks the tribe elders said that such attacks were inhuman and unislamic and whosoever were doing it were the enemies of Muslims, humanity and Islam.

DELEGATION OF PAKISTAN INSTITUTE OF LEGISLATIVE DEVELOPMENT AND TRANSPARENCY CALLS ON DEPUTY SPEAKER NA

A delegation of Pakistan Institute of Legislative Development and Transparency called on the Acting Speaker National Assembly.

Talking to the delegation he said that democratic institutions in the country were gaining strength and the experiences and maturity gained by the politicians in past few decades was now in practice. He said that the politics of reconciliation and cooperation was clear revelation of it. He urged the young parliamentarians to learn and educate themselves to befittingly guide the future generation.

Sher Muhammad Baloch, Chairman National Assembly Standing Committee on Youth Affairs while talking to the delegation said that the government has framed a policy for education, guidance and employment of youth in the country. The youth policy will benefit them and save them from any undesirable course, he said. He said that the government has already restored the students union and activities relating to them for appropriate brought up and guidance of the younger generation. He urged them to equip themselves with modern knowledge to guide the future generation.

NA BUSINESS ADVISORY COMMITTEE MEETS

Islamabad; August 03, 2009: Meeting of the Business Advisory Committee of the National Assembly was held under the chairmanship of Faisal Karim Kundi, Acting Speaker National Assembly, in the Parliament House today.

The meeting discussed agenda and ways to run the proceeding of the 15th Session of the National Assembly. The meeting decided that the current Session would continue till 18th August, 2009 and the sittings of the Assembly will be held in morning on Tuesday and Friday and in evening on the remaining days. It was also decided that silence of two minutes will be observed in the House for the solace of Late MNA Rana Chander Singh. The meeting decided that Members would be given time to express their views on the Gojra incidence. It was also decided that Secretaries of the Ministries should be present in the House during the question hour.
