Standing Committee on Rules of Procedure and Privileges meets

Monday, 14th October, 2019

9th meeting of the Standing Committee on Rules of Procedure and Privileges of the National Assembly was held today i.e 14th  October , 2019, at 11:00 a.m., in Constitution Room (Old Committee Room No. 5), Parliament House, Islamabad, under the chairmanship of Rana Muhammad Qasim Noon, MNA.

2.         The Committee discussed the question of Privilege raised by Pir Syed Fazal Ali Shah Jillani, MNA for alleged disconnection of electricity of his house. The Committee once again expressed its serious displeasure on the absence of Secretary, Power Division, Managing Director (PEPCO) and other relevant officers from Sukkur Electricity Power Company (SEPCO). The Committee decided that Hon. Minister for Energy may be requested to attend the next meeting of the Committee. Hon, Minister for Parliamentary Affairs assured the Committee that he will talk to the Minister for Energy regarding consecutive absence of the officers of Power Division in the meetings of said Committee. The Committee members were also of the suggestions that all concerned officers of Power Division and SEPCO should be summoned under rule 227 (4) of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. However, the Chairman endorsed the proposal of the Hon. Minister for Parliamentary Affairs in that regard. 

3.         The Committee discussed the Question of Privilege raised by Mr. Muhammad Aslam Khan, MNA regarding raid carried out against his offices without prior information and seized his files/record on a false report. The Committee directed the Additional Commissioner-IR, CRTO- Karachi to resolve the matter with the consultation of higher officers of FBR at the earliest.

4.         The Committee deferred the agenda pertaining to the Privilege motions raised by Mr. Atta Ullah, MNA regarding not responding to his telephone calls by Managing Director, Water Board, Karachi and K-Electric due to absence of Hon. Mover. The Committee also deferred the agenda pertaining to the Privilege motion raised by Mr. Sher Akbar Khan, MNA regarding allegedly not attending his telephone call by Chief Executive Officer, PESCO on the request of the Hon. Mover, till the next meeting of the Committee. 

5          The Committee once again recommended that Home Department and IGP Government of Sindh may be requested to provide necessary security to Ms. Shagufta Jumani, MNA.

6.         The meeting was attended by MNAs/Members Mr. Zulifqar Ali Khan Dullah, Mehar Ghulam Muhammad Lali, Mr. Khuram Shahzad, Mr. Muhammad Amjad Farooq Khan Khosa, Mr. Muhammad Sajjad, Chaudhry Armghan Subhani, Mr. Mohsin Nawaz Ranjha, Mr. Muhammad Junaid Anwar Chaudhary, Syed Imran Ahmad Shah, Syed Murtaza Mahmud, Pir Syed Fazal Ali Shah Jillani, Syed Ghulam Mustafa Shah, Mr. Ali Wazir, Minister for Parliamentary Affairs, Mr. Muhammad Aslam Khan MNA/Mover, Mr. Sher Akbar Khan MNA/Mover besides the senior officers from Ministry of Parliamentary Affairs, Ministry of Law & Justice and FBR.
