STANDING COMMITTEE ON RULES OF PROCEDURE AND PRIVILEGES

Tuesday, 17th April, 2018

Islamabad, the 17th April, 2018: A meeting of the Standing Committee on Rules of Procedure and Privileges held today at 11.00 a.m. in the Parliament House, Islamabad, under the Chairmanship of Rana Muhammad Qasim Noon, MNA.

2.         The Committee offered Fatiha on the sad demise of Mr. Muhammad Ayaz Somroo, MNA

3.         The Committee considered the amendment moved by Ms. Naeema Kishwar Khan, MNA, in Rule 48 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 and deferred for further discussion.

4.         The Committee considered the Question of Privileges raised by Rana Muhammad Afzal Khan, MNA regarding allegedly launching of malicious campaign in media by Mr. Noor-ul-Ameen Mangal, Ex-DCO, Faisalabad, against the Hon. Member and recommended to dispose of it.

5.         The Committee considered the amendment moved by Mr. Muhammad Muzammil Qureshi, MNA in Rule 69, sub-rule (1) of Rule 158 and Omission of Rule 250 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The Committee recommended to dispose of the amendment in Rule 69, (1) while, the amendments in Rule 158 and 250 were referred to Ministry of Law and Justice for vetting. 

6.         The Committee considered the amendment moved by Dr. Nafisa Shah, MNA in Rule 122 and 244 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 and recommended to approve the amendments.

7.         The Committee considered the Question of Privileges raised by Mr. Ghalib Khan Advocate, MNA regarding irresponsible attitude of Political Agent, South Waziristan with the Hon. Member and deferred for further discussion.

8.         The Committee considered the matter ancillary to the Question of Privileges raised by Sheikh Salahuddin, MNA, regarding withdrawal of Security Guards from the Security of Hon. Member and deferred for further discussion. The Standing Committee appointed a Committee under the convener-ship of Secretary M/o Interior and Inspector General of Police of all the provinces including Home Secretary to formulate Standard Operational Procedure (SOP) for the deployment of Police personal with the Hon. Parliamentarians and other then Parliamentarians. 

9.         The Committee considered the Question of Privileges raised by Dr. Fehmida Mirza, MNA regarding indifferent and irresponsible attitude of Managing Director, Sindh Irrigation & Drainage Authority (SIDA) with the Hon. Member and recommended to dispose of it.

10.      The Committee considered the matter regarding provision of Medical Facility to the dependents/ parents of Members of the National Assembly (Amendment to be made in the Members of the Parliament (Salaries & Allowances) Act, 1974, referred by the Finance Committee of the National Assembly and deferred it for further discussion.

11.      The Committee considered the Question of Privileges raised by Mir Aijaz Hussain Jakhrani, MNA regarding disrespecting / abusing the authority of the Chair and sanctity fo the Sub-Committee of the Standing Committee on Ports and Shipping by Mr. Muhammad Salman Khan Baloch, MNA and deferred for further discussion.

12.      The Committee considered the amendment moved by Ms. Naeema Kishwer Khan, MNA in rules 66 & 224 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 and recommended to approve the amendment in Rule 66 while Rule 224 was disposed of.

13.      The Committee considered the Question of Privileges raised by Mr. Muhammad Jamal-ud-Din, MNA regarding alleged refusal by Mr. Zafar-ul-Islam,   Political   Agent,   South   Waziristan   for   not   starting   work  on  the development schemes in South Waziristan as identified by the honourable Members. The Question of Privilege was settled.

14.      The Committee considered the amendment moved by Ms. Shazia Marri, MNA, in sub-rule (1) of rule 200, rule 206, sub-rule (1) of rule 208, rule 210, rule 212, sub-rule 244A, 244B and 244C of the Rules of Procedure and Conduct of Business in National Assembly, 2007 and deferred for further discussion.

15.      At the end, Rana Muhammad Qasim Noon, Chairman Standing Committee announced resignation from the Chairmanship of the Committee.       

16.      MNAs Mr. Mumtaz Ahmed Tarar, Chaudhry Khadim Hussain, Rana Muhammad Ishaq Khan, Rana Umer Nazir Khan, Ch. Bilal Ahmed Virk, Mr. Abdul Majeed Khan Khanankhail, Sheikh Muhammad Akram, Ms. Maiza Hameed, Nawab Muhammad Yousuf Talpur, Mr. Ramesh Lal, Ms. Shagufta Jumani, Mr. S.A. Iqbal Quadri, Mr. Muhammad Ali Rashid and the movers of Question of Privileges Ms. Naeema Kishwar Khan, Rana Muhammad Afzal Khan, Mr. Muhammad Muzammil Qureshi, Dr. Nafisa Shah, Mr. Ghalib Khan Advocate, Mr. Muhammad Jamal-ud-Din, Shaikh Salahuddin and Special Invitee Dr. Shezra Mansab Ali Khan Kharal attended the meeting.
