NA Standing Committee on M/o Human Rights met today in Islamabad the 6th April, 2018

43rd meeting of the Standing Committee on M/o Human Rights met today at 10:30 am in the Committee Room No. 07, 4th Floor Parliament Lodges, Islamabad, under the Chairmanship of Mr. Babar Nawaz Khan, MNA.

The meeting commenced with recitation from the Holy Quran. The Committee confirmed the minutes of the previous meeting which was held on 3rd April, 2018.

The Committee condemned the incident of murder case of a journalist in Sialkot and 100 martyrs during drown attack. The Committee also asked prayer of peace for their bereaved souls in heavens. The Committee also decided to move resolution on the brutal killing of Palestinians and Syrians on the floor of the National Assembly. The Committee also directed to write a letter to the Foreign Office in this regard.

The Chairman, Nab apprised the Committee that he has to give a detailed briefing on the status of the cases of missing persons being a time-consuming so this agenda should be deferred for its next meeting. The Committee deferred it for discussion in its next meeting.

Then the Committee was informed by the DPO, Mardan that the murder case of Mashal Khan in Mardan University has been referred to FIA for investigation upon which Committee recommended that this case should be completed as early as possible after giving punishment to the culprits. DPO also informed the Committee that influential persons involved in this case has been included in schedule 4. And university administration will be informed after completion of this procedure. He further informed that necessary steps have been taken and punishment will be awarded to the criminals. Vice Chancellor, Higher Education Commission Islamabad also gave briefing on it and satisfied the Committee. The Committee was given answers on the reservations of the Members. Member Operational Wing, HEC, Islamabad also shared the information with the Members of the Committee. Director General, Ministry of Human Rights apprised the Committee that our institutions will be ruined in case we have not any policy decision for implementation. He apprised the Committee that we have to take steps to observe the students’ offenses, prevent the conflicts amongst the students and nation which we have been ignoring and there is need to monitor the policy and implement on it. He urgedto reinforce the policy by developing it for enforcement. Member Operational Wing, HEC, Islamabad apprised the Committee that they have adopted the policy and social work on it is being done. Social work is being made the part of the curriculum for the students so that they can learn it for their best future.

The Committee was further informed by the Member, National Commission of Human Rights that Annual Reports of the Commission for the Years, 2016 and 2017 will be laid on the table of the National Assembly in its ensuing sessio

ANY OTHER ITEM WITH PERMISSION OF THE CHAIR

The Committee again discussed the implementation status of recommendations of the Committee for resolving the issues of affectees of Terbela and Warsik Dams so that action could be taken to resolve their issues and allotment of plots to the 2000 affectees of Terbela Dam from the royalty of 94 trillion which was deposited to Federal Government and paid to KPK with the help of Committee of Common Interest. It was reported by him that 30,000 acres of land was due to be allotted to the affectees of Terbela Dam in Sindh and Punjab which has not so far been allotted to them since the last fifty years.

Mr. Sajid Nawaz, MNA stated in the meeting of the St. Committee on Human Rights today that a gathering of all the nazimeen, notables of the area was held in the hujra of Sajid Nawaz,MNA on 4th April, 2018 where issues relating to electricity were discussed in the presence of PESCO officers including Xen, Operation, PESCO, all SDOs and the PESCO staff. A conducive and fruitful discussion was made at length. After the meeting a joint visit of different areas was conducted falling under his constituency for site verification of the billing issue of the residents of these areas. It was observed at many premises the meters were missing. However, the people were using electricity through direct hooks instead meters. Due to this reason, they had been billed on estimated basis since last 20 to 25 years. According to his reservations they have been billed very high as compared to their actual use of electricity. In the absence of the meters it was difficult to assess the actual use of electricity accurately. However, the reservations of the Honourable Member were as under:-

i)                    Load-shedding duration in these areas have always been 16 to 18 hours or more since long;

ii)                   Damaged transformers have always been repaired by the public;

iii)                 Several waive off cases as were announced by the PESCO during the incentive package are still lying pending despite the fact that incentive amount had already been deposited by the consumers;

iv)                 Frequent police raids have been conducted in the area, the people arrested on account of direct hooks and heavy fines imposed;

RECOMMENDATIONS OF THE HONOURABLE MEMBER

i)                    A Committee comprising S.E., Xen, DCM & SDO concerned be constituted immediately to revise the electricity bills of the Warsik Dam Affected areas on sanctioned load basis and the unjust amount may kindly be waived off;

ii)                   The calculated remaining arrears may kindly be received in 20 to 30 or more installments as permissible under the rules;

iii)                 The Committee shall also conduct survey to ascertain the exact number of missing meters;

iv)                 The Committee shall complete its task and submit recommendations within two weeks; and

v)                  Meanwhile the arrears be set aside and the installation of meters be started to the residents of these areas whose meters are missing.

The Committee constituted a sub-committee under the convener ship of Sahibzada Muhammad Yaqub, MNA comprising Ms. Asiya Naz Tanoli, Mr Sajid Nawaz, Begum Tahira Bukhari, MNAsto resolve the above issues of the affected people of Terbela and Warsik Dams as early as possible. The Committee also directed the sub-committee to provide MOU signed by WAPDA and the Provincial Government of KP in the shape of subsidy given by KP to WAPDA for the grid-stations of the affected people of the Dams. 

The meeting was attended by Sahibzada Muhammad Yaqub, Ms. Farhana Qamar, Ms. Phyllis Azeem, Ms. Aliya Kamran Murtaza, Ms. Amra Khan, Ms. Kiran Haider, Ms. Munaza Hassan,    Ms. Surriya Asghar, Ms. Zahra Wadood Fetemi, Ms. Asiya Naz Tanoli, Mr Sajid Nawaz,             Ms. Musarat Rafique Mahesar, Ms. Kishwar Zehra, Mrs. Naseema Hafeez Panezai , Dr. Shazia Sobia and Begum Tahira Bukhari, MNAs and officials of the Ministry of Human Rights and Provincial Government of Khyber Pakhtunkhwa.
