N. A. Standing Committee on Rules of Procedure & Privileges meets today

Friday, 30th March, 2018

Islamabad, the 30th March, 2018: A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 10:30 a.m.in Committee Room No.2, Parliament House, Islamabad under the Chairmanship of Rana Muhamamd Qasim Noon, MNA.

2.  The Committee offered Fatiha for the departed soul of Mr. Muhammad Ayaz Soomro, MNA.

3.  The Committee welcomed Mr. Ramesh Lal, MNA for becoming a new member of the Standing Committee on Rules of Procedure and Privileges.

4.  The Committee pended the amendment moved by Ms. Naeema Kishwar Khan, MNA in Rule 48, the amendment moved by Dr. Nafisa Shah, MNA in Rule 122 and 244 and Ms. Shazia Marri, MNA in Rule 200, 206, 208, 212, 244A, 244B and 244C of the Rules of Procedure and Conduct of Business in the National Assembly, 2007.

5.  The Committee disposed of the amendment moved by Ms. Naeema Kishwar khan, MNA in Rule 61 with the recommendation that the same had already been recommended in the amendment moved by Mr. Sher Akbar Khan, MNA.

6.  On the amendment in Rule 66 moved by Ms. Naeema Kishwar Khan, MNA, the Committee recommended that the Hon. Mover should give in writing further in this regard. So, the amendment was pended till next meeting of the Committee.  

7.  The Committee pended the amendment in Rule 224 moved by Ms. Naeema Kishwar Khan, MNA till its next meeting.

8.  The Committee pended the amendment moved by Mr. Muhammad Muzammil Quraishi, MNA in Rule 69,158 and 250 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 till its next meeting.

9.  The Committee pended the Question of Privilege moved by Mr. Muhammad Ghalib Khan, MNA and Mr. Muhammad Jamal-ul-Din, MNAs against Mr.Zafar Ul-Islam, Political Agent, South Waziristan, the Question of Privilege of Dr. Famida Mirza, MNA against M.D (SIDA), the Question of Privilege of Mir Aijaz Hussain Jakhrani, MNA.

10.  The Committee disposed of the Question of Privilege moved by Mr. Muhammad Azhar Khan Jadoon, Dr. Arif Alvi, and Mr. Sher Akbar Khan, Mr.Ramesh Lal and Ms. Shagufta Jumani, MNAs.

11.  On the Question of Privilege raised by Sheikh Salahuddin, MNA, the Committee directed the Inspector Generals of Police (IGPs) of the Provinces of Punjab, Sindh, KPK and Balochistan and the Secretaries, Home Departments of the said Provinces to brief the Committee in its next meeting on the issue of deployment of Police personnel with the Hon. Parliamentarians and other than Parliamentarians.

12.   The Committee directed the Ministry of Parliamentary Affairs to prepare a draft pertaining to the breach of Privilege of the Members, the Committee and the Parliament.  

13.   On the matter regarding provision of medical facilities to the dependents/parents of Members of the National Assembly, the Committee directed to invite the Chairmen of Standing Committees of the National Assembly on Parliamentary Affairs and Finance & Revenue alongwith the Secretaries of the said Ministries.

14.  The Committee confirmed the minutes of its previous meeting held on 2-2-2018. The compliance Report on the previous recommendations of the Committee was also seen by the Committee.

15. The meeting was attended by Mr. Mumtaz Ahmed Tarar, Ch. Khadim Hussain, Rana Muhammad Ishaq Khan, Rana Umer Nazir Khan, Mr. Azhar Qayyum Nahra, Mr. Abdul Majid Khan Khanankhail, Sheikh Muhamamd Akram, Ms. Kiran Haider, Nawab Muhammad Yousuf Talpur, Mr. Ramesh Lal, Ms. Shagufta Jumani, Mr. Ghulam Sarwar Khan, Mr. S.A.Iqbal Quadri, Mr. Muhammad Ali Rashid, Ms.Asiya Nasir, MNAs/Members.

16.   The meeting was also attended by Ms. Naeema Kishwar Khan, Rana Muhammad Afzal Khan, Mr. Ghalib Khan Advocate, Mr. Muhammad Azhar Khan Jadoon, Sheikh Salahuddin, Dr. Arif Alvi, Mr. Muhammad Muzammil Qureshi, Mr.Sher Akbar Khan and Mr. Jamal-ul-Din, MNAs
