NA Standing Committee on Interior meets

Wednesday, 14th February, 2018

Islamabad, 14th February, 2018; 41st meeting of the Standing Committee on Interior was held today under the Chairmanship of Rana Shamim Ahmed Khan, MNA. The meeting started with the recitation from the Holy Quran and the Committee decided to proceed with the agenda.

2.         The Committee unanimously confirmed the minutes of its previous meeting held on 02-01-2018.

3.         The Committee examined “The Islamabad Capital Territory Local Government (Amendment) Bill, 2017”(Amendment of Sections 11, 13, 27, 67, 82, 89, 91, 95, 96, 97, 98, 115 & 117 Act X of 2015) (Moved by Mr. Asad Umar, MNA) and decided that the Bill may be recommended, with minor amendments, for submission to the National Assembly for passing the Bill.
 
4.         The Committee examined “The Pakistan Penal Code (Amendment) Bill, 2017” (Insertion of new sections 167-A & 344-A, Act XLV of 1860) (Moved by Mr. Sajid Ahmed, MNA) and decided that the Bill may be deferred till its next meeting for further discussion.
 
5.         The Committee examined “The Employment of children (Amendment) Bill, 2016” (Amendment of section 2, Act V of 1991) (moved by Ms. Aliya Kamran, MNA) and recommended that the Bill may not be passed by the Assembly.
 
6.     The Committee examined “The National Database and Registration Authority (Amendment) Bill, 2017 Section10 (moved by Suriya Asghar, MNA); and recommended that the Bill may not be passed by the Assembly.
 
7.         The Committee examined “The Children (Pledging of Labour) (Amendment) Bill, 2017” (Amendment of Sections 4, 5 & 6, Act II of 1933) (moved by Dr. Nikhat Shakeel Khan, MNA) and recommended that the Bill may not be passed by the Assembly.
 
8.         The budgetary proposals, relating to PSDP for next financial year, of the Ministry of Interior were discussed in the meeting. It was directed by the Committee that concerned Heads/in-charges of the departments shall attend the next meeting of the Standing Committee for detailed discussion and finalization of the projects. 
 9.         The Report of the Sub-Committee on Interior, appointed under the Convener-ship of Nawab Muhammad Yousuf Talpur, “to review Visa Policy relating to Pakistani origin having dual Nationality” was adopted by the Standing Committee.
 
10.       The issue of banning prohibited Arms licenses was again discussed by the Committee. It was pointed out that the arms licenses is a source of income for state, and ban on prohibited Arms licenses is also resulting in an increase in corruption as people try to use unfair means to get favor regarding prohibited Arms Licenses. Due to the prevailing law and order situation, the Committee suggested that public may be facilitated with the Licenses for their self defense.
           
11.       Hon. Members/Movers Syed Iftikhar-ul-Hassan, Mr. Nauman Islam Shaikh, Shaikh Salahuddin, Ms. Naeema Kishwer Khan, Mr. Sher Akber Khan, Mr. Asad Umar, Ms. Aliya Kamran, attended the meeting besides the senior officers from the Ministry of Interior, NACTA, Ministry of Law and Justice, NADRA and Passport Office.
