NationalAssembly Standing Committee on on Inter Provincial Coordination Met today

Islamabad the 23rd October, 2017. A meeting of the Standing Committee on Inter Provincial Coordination held today in the Pakistan Sports Board, Islamabad, under the Chairmanship of Mr. Abdul Qahar Khan Wadan, MNA, for comprehensive briefing on National Internship Programme, Pakistan Billiard and Snooker Association and Pakistan Hockey Federation etc. 

2.    The Director General, National Internship Programme briefed the Committee about the aims and objectives of the programme in detail. This programme has been assigned to the Ministry of Inter Provincial Coordination since September, 2014.  He informed the Committee that NIP has successfully offered almost 100,000 Internships during the years 2007 to 2012 to the un-employed educated youth of the country, with an amount of Rs.12 billion incurred on account of payment of stipend to these interns. He further apprised the Committee that currently NIP is also the executing agency of the Prime Minister’s Youth Training Scheme. This scheme was approved at the cost of Rs.23.5 billion for consecutive financial years 2015 to 2017 which has now been proposed to be revised upwards to Rs.26.6 billion. The scheme has been carried out with the objective to enhance the capacity and employability of educated youth for their better professional career. The NIP conducts online verification of educational degrees from HEC etc. and CNIC verification from NADRA and then scrutinize the same as per approved criteria. About 50,000 thousand interns are hired under the operations of this scheme each year.  The amount of the stipend paid to the interns has been enhanced from Rs.12000/- to 15000/- per month. The Committee recommended that the communication system adopted for online registration of the candidates for Prime Minister’s Youth Scheme should be evolved specially in far flung areas of Balochistan. The Committee also recommended that an evaluation form for Prime Minister’ Youth Training Scheme should also be initiated in which the data of successful interns who got the jobs and also a column should be added in which the income of the parents of the candidates may be mentioned to make the process more transparent.    

3.         The Co-Chairman, Pakistan Billiard and Snooker Association briefed the Committee that PBSA has been instrumental in arranging for employment of players in various department and corporation. Moreover, PBSA has established Snooker Academies at Faisalabad Agricultural University and at the Pakistan Sports Complex, Islamabad which have been a nursery for discovering talent and honing the skills of established players. PBSA has successfully organized several international, regional and national championships. He further briefed the Committee that despite of the financial constraints, the Pakistani players have won 46 medals in which about 60 countries were participating. The Minister for IPC directed the concerned to provide the rooms to PBSA in Pakistan Sports Complex Islamabad for enhancing their activities in the Capital. The Committee recommended that the Ministry of IPC should revive the annual and special grant of PBSA at least to the previous level.       
4.         The Ministry of IPC apprised the Committee that the financial rules of Pakistan Hockey Federation have been formulated and submitted before the Ministry of Finance for its approval. The Representative, Asian Games briefed the Committee that 18th Asian Games will be held at Jakarta & Palembang (Indonesia). Pakistan participated in 24 disciplines in 17th Asian Games and got 05 medals. The Committee suggested that a financial consultant may be hired for formulating the required demands in the upcoming budget. 

5.         The Meeting was attended by Rana Muhammad Afzal Khan, Rana Muhammad Hayat Khan, Begum Tahira Bukhari, Ms. Sabiha Nazir, Mr. Aftab Shahban Mirani, Dr. Mahreen Razzaque Bhutto, Mr. Rafique Ahmed Jamali, Mr. Siraj Muhammad Khan, Mr. Mujahid Ali, Mr. Iqbal Muhammad Ali Khan, Engineer Muhammad Usman Badiani and Dr. Ramesh Kumar Vankwani MNAs, Minister and Senior Officer of the Ministry of Inter Provincial Coordination, DG, National Internship Programme, Co-Chairman, Pakistan Billiard and Snooker Association, Secretary, PHF and representative of Asian Games also.
