Islamabad (5th July, 2017 ) “CDA is, apparently, not serious to develop Sector E-12; this observation is made by the standing Committee on Government Assurances in its meeting held in Parliament House. The meeting of the Standing Committee was attended by nine MNAs including Muhammad Afzal Khokar, Mr. Abdul Majeed Khan Khanan Khail, Sardar Muhmmad Irfan Dogar, Chaudhry Muhammad Munir Azghar, Syed Sajid Mehdi, Abdul Hakeem Baloch, Mr Shafqat Mahmood, Mr. Sher Akbar Khan and Ms. Shagufta Jummani. The meeting was also attended By Mrs Nargis Ghaloo, Secretary Capital Administration and Development Division (CADD). Senior officers of Ministry of Parliamentary Affairs, Ministry of Water and Power, CEO of HESCO and CEO of SEPCO also attended the meeting.

The Standing Committee was informed that periods of more than thirty years have been passed but the CDA did not develop Sector E-12 of Islamabad. The Committee took very serious notice of the absence of Chairman CDA in the meeting. The Committee directed Chairman CDA to attend next meeting of the Standing Committee in person and explain the reasons of not developing the Sector E-12, failing which appropriate action would be initiated under the rules. The Standing Committee observed that the Islamabad, being the most beautiful capital of the world, was likely to be the ugliest capital of the world in next thirty years due to poor performance of CDA.

The Committee also considered the performance of Ministry of Water and Power. The Committee was informed that sometimes electricity bills were received to the consumers after the due date. And if the bills are received before the due date these are received just before the due date. So, it creates problems for the consumers. The Standing Committee on Government Assurances directed the Ministry of Water and Power to improve the billing system and come up with a mechanism to deliver the bills at least two week before the due date.

The Standing Committee was informed that during 2013 to October 2016 some 578 Assurances were given on the floor of the House. The implementation reports of the Assurances are regularly being demanded by different Divisions. During last three months implementation reports of 85 Assurances have been received from different Divisions. The meeting was started with the recitation from the Holy Quran and concluded with mutual vote of thanks.
