Islamabad, the 11th May, 2017. 26th meeting of the Standing Committee on M/o Human Rights met today at 11:00 am in the Committee Room of PIPS in the Parliament Lodges, Islamabad, under the Chairmanship of Mr. Babar Nawaz Khan, MNA.

The Committee discussed, after recitation of the Holy Qur’an, on the recruitment policy, financial rules and annual audit report, etc., of the National Commission on Human Rights (NCHR). The Committee expressed displeasure that Chairman, National Commission on Human Rights (NCHR) has not taken the St. Committee into confidence on submission of the secret shadow report to USA which was different from that of the Government. The Committee stressed to review the report in its next meeting. The M/o Human Rights was directed to submit detailed shadow report with reference to visit of USA. The Committee also directed the Chairman, NCHR to provide hard copy to Secretary, M/o Human Rights and Committee Members.

The Committee also ascertained the Chairman, NCHR to submit replies of the 14 questions of previous recommendations of the Committee.

The Committee also directed the Ministry of Human Rights to constitute a committee consisting on the representatives of M/o Human Rights, Law and Justice Division, Finance and Establishment Divisions to support making financial rules of NCHR and report to the Committee.

The Committee reconsidered the Bill titled as “The women distress and detention fund (Amendment Bill, 2017) (Amendment of section 6, Act XV of 1996) (Government Bill) and approved unanimously.

The meeting was attended by Sahibzada Muhammad Yaqub, Sayed Essa Nori, Begum Tahira Bukhari, Ms. Surriya Asghar, Ms. Asiya Naz Tanoli, Ms. Zahra Wadood Fatemi, Ms. Amra Khan, Dr. Shazia Sobia, Ms. Musarat Rafique Mahesar, Ms. Munaza Hassan, Mr. Sajid Nawaz, Mr. Kanwar Naveed Jameel, Ms. Aliya Kamran Murtaza, MNAs and senior officers from the Ministry of Human Rights and its attached department.
