NA Standing Committee on Finance, Revenue, Economic Affairs, Statistics and Privatization Meets

Thursday, 13th April, 2017

Islamabad, 13th April, 2017: A meeting of the National Assembly Standing Committee on Finance, Revenue, Economic Affairs, Statistics and Privatization was held today at 2:00 am in Committee Room No. 7, Parliament House, Islamabad under the Chairmanship of Mr. QAISER AHMAD SHEIKH, MNA.
 

2.      The Committee considered the “ the Auditor General’s (Functions, Powers and Terms & Conditions of services) (Amendment) Bill, 2017. The Committee discussed the Bill clause by clause and directed the M/o Finance for providing the comparative statements in this regard for further deliberations on the same in its next meeting.
 

3.      The Committee also considered the Micro Finance Institutions  (Amendment Bill) 2017 moved by Ms. Sajida Begum, MNA and appreciated the cause of the said Bill, however, it was unanimously decided that Micro Finance Institutions and State Bank of Pakistan would be called in the next meeting for its fruitful consideration.
 

4.      The Committee deferred the “ The Islamabad Capital Territory Prohibition Money Lending Bill, 2017 moved by Mr. Sajid Nawaz, MNA for its next meeting.
 

5.      The Committee also deferred agenda item No. 3 pertaining to discussion on the proposals/suggestions received from Federation Pakistan Chambers of Commerce & Industries ( FPCCI), various Chambers of Commerce and Industries ( CCI), Real Estate Stake Holders and Pakistan Cotton Ginners etc for Budget 2017-18 for its next meeting. However, it was unanimously decided that all stakeholders will be informed through Media to submit their recommendations for upcoming budget.
 

6.      The Committee was briefed by the President Women Bank with regard to the functioning and working of the Bank. The Committee expressed its grave concern on the performance of the said Bank. The Committee Members were of the view that its management should be given to private sector for the betterment of the institution. The Committee was informed by the Additional Secretary, M/o Finance that subject matter was already under consideration in the Privatization Commission with the approval of Cabinet Committee.
 

7.      The Committee Members were briefed by the Managing Director, House Building Finance Corporation on its performance. The Committee has shown its observation on the presentation given to it. The Committee was also informed by the Additional Secretary, M/o Finance that privatization of  HBFC was also  under consideration by the Privatization  Commission. However, the Committee Members were of the  opinion that management of HBFC should be privatized instead of complete privatization.
 

8.      The Committee unanimously decided that another meeting would be called on the privatization of said institution, shortly.
 

9.      The students of LUMS University witnessed the proceedings of the Committee, earlier the Chairman welcomed the students in the meeting.
The Committee unanimously approved the agenda of Poverty Alleviation for its next meeting. The Committee approved to invite the representatives from PILDAT, etc.
 

10.    The meeting was attended by Mr. Saeed Ahemd Khan Manais, Rana Shamim Ahmed Khan, Mr. Daniyal Aziz, Dir. Shizra Mansab Ali Khan Kharral, Ms. Shaza Fatima Khawaja, Syed Naveed Qamar, Dr. Nafisa Shah, Syed Mustafa Mehmood MNAs/Members. The meeting was also attended by Ms.Sajida Begum and Mr.Sajid Nawaz, MNAs/Movers.
