NA Acting Speaker Expressed Displeasure over FECHS' Delaying Tactics in Handing Over plots to the NA Employees

Islamabad; October 19, 2016: Acting Speaker National Assembly Murtaza Javed Abbasi has expressed his displeasure over delaying tactics in handing over the possession of plots to the National Assembly Secretariat employees by the Federal Employees Cooperative Housing Society (FECHS). He directed the FECHS President to handover the possession of 226 plots to the employees, as assured by him previously to Committee, before 27th October, 2016 and in case of noncompliance, the Committee would recommend stern actions and also move Privilege Motion against him in National Assembly on grounds of submitting false statements to the Committee and alteration in society records. The National Assembly Standing Committee on House & Library met in Parliament House, today under chairmanship of Acting Speaker.


 

The President of FECHS, Islamabad had assured the committee that the possession of 226 plots would be handed over to the employees - who had deposited the full payment of land - before June 2016. The management had also committed to National Accountability Bureau (NAB) on this matter.

The Acting Speaker said that the FECHS management has disappointed the august Committee by not abiding to its own commitment and put the matter in abeyance. He added that the continuous lethargic behavior on the management’s part has resulted into embarrassment of the committee before the employees. He said that this matter has been lingering on since 1988 and despite, the deposition of savings of the employees they have not got the possession of plots. He made clear that no one would be allowed to deprive the employees of their life-long savings.

The Acting Speaker asked the President of FECHS to take every possible measure to honour his commitment by ensuring implementation of the directions of the Committee within the given time. At that occasion, he also directed NAB and Islamabad Capital Territory (ICT) representatives to take actions against President of FECHS in case of his failure to abide by the directions.

The Committee also expressed its displeasure over Capital Development Authority’s (CDA) dismal performance on maintenance of Parliament House and Lodges. It pointed out the pertaining issue of ineffective janitorial services and non-implementation of the decisions of the Committee for the said buildings. The Committee expressed its annoyance over delay in construction of 104 family suits and servant quarters for the accommodation purpose of Parliamentarians and their staff.

The Committee expressed its confidence in Islamabad Metropolitan Corporation elected mayor/Chairman CDA Ansar Aziz to lead his offices in implementation of Committee’s directions. The Committee asked Mr. Aziz to take special interest in implementation of Committee’s decisions pertaining to Parliament House and Lodges. The Committee expressed hope that as people’s representative Mr. Ansar Aziz would be able to counter bureaucratic delaying tactics and streamline the smooth working of the organization. Mr. Aziz ensured the Committee to take measures in fulfilling the directives of the NA body and would submit a report on the matter in its next meeting.

The meeting was attended by MNAs Malik Abrar, Mian Muhammad Rasheed, Chaudhary Jafar Iqbal, Makhdoomzada Basit Bokhari, Dr. Ibad Ullah, Dr. Mahreen Razzak Bhutto, Mrs. Shahida Rehmani, senior officers of the National Assembly Secretariat, ICT and CADD administration.
