National Assembly Standing Committee on Rules of Procedure & Privileges meets today

Islamabad, 20th September, 2016: A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 11:00 am in Committee Room No. 2, Parliament House, Islamabad under the Chairmanship of Muhammad Junaid Anwar Chaudhary, MNA.

1.         DISPLEASURE REGARDING BANKS POLICIES FOR NOT ISSUING THE CREDIT CARDS AND LOANS TO THE HON. PARLIAMENTARIANS.

On the Question of Privileges raised by Mr. Ghulam Sarwar Khan and Ms. Shazia Marri, MNAs, the Committee expressed its displeasure on the policies of Banks for not issuing the credit cards/loans to the Hon. Parliamentarians and directed the Secretary M/o Finance and Governor, State Bank of Pakistan to submit a report of the cases relating to the rejections/refusal of applications of credit cards/loans to the Hon. Parliamentarians, civil servants and Lt. Generals within fifteen days.

2.            DISPLEASURE ON THE OVERALL ROLE, PLAYED BY SECRETARY, WORKERS WELFARE FUND

On the Question of Privilege raised by Ch. Tahir Iqbal, MNA the Committee expressed its displeasure on the role of Mr. Qasim Khan, Secretary, Worker’s Welfare Fund and directed him to give a detailed report on the said issue to the Committee, in its next meeting. The Committee also directed that Secretary M/o Overseas Pakistanis and Human Resource Development should ensure to attend the next meeting of the Committee.

3.            UN-PARLIAMENTARY WORDS EXPUNGED BY THE CHAIRMAN OF THE COMMITTEE

On the Question of Privilege of Dr.Shireen Mehrunnisa Mazari, MNA, the Hon. Chairman of Privilege Committee expunged the un-parliamentary words used by the Hon. Mover against the Additional Secretary, M/o, Water & Power/Managing Director (PEPCO) and directed the Secretary of Water & Power to ensure his attendance in the next meeting of the Committee in person. The Committee also expressed its displeasure against the attitude of Addl. Secretary/M.D (PEPCO) for leaving the Committee Room during the course of discussion of the said agenda item. The Committee also directed to obtain views of M/o Law and Justice on the said Question of Privilege.

4.            FIA SHOULD TAKE ACTION AGAINST THE PERSONS WHO GIVE DISINFORMATIONS / FALSE NEWS AGAINST THE HON. PARLIAMENTARIANS.

On the Question of Privilege of Ms. Ayesha Gulalai, MNA, the Committee directed the D.G, FIA to further investigate into the matter, trace out those persons who give disinformation/false news against the Hon. Parliamentarians and take action against them and report to the Committee within thirty days.

5.            CHIEF EXECUTIVE OFFICER (PIAC) SHOULD PROVIDE THE VIDEO RECORDING TO       THE COMMITTEE.                                                                                                                                                               

On the Question of Privilege of Ch.Bilal Ahmed Virk, MNA, the Committee directed the CEO, PIAC to provide the video recording pertaining to the issue of theft of valuable things of the Hon. Member in its next meeting of the Committee.

6.            The Committee unanimously disposed off the Question of Privilege moved by Ms. Naeema Kishwar Khan,   MNA against Chief Executive Officer PESCO, Peshawer and the Question of Privilege of Mr.Najaf Abbas Sial, MNA against Mr. Aqleem Hussain Luk, Superintendent, Post Office Jhang.

7.         The Committee confirmed the minutes of its previous meeting held on 25-8-2016.

8.            The meeting was attended by Chaudhry Khadim Hussain,Chaudhry Mahmood Bashir Virk, Rana Umer Nazir Khan, Mr. Najaf Abbas Sial, Mr.Muhammad Raza Hayyat Harraj, Mr. Muhammad Arshad Khan Leghari, Mr. Abdul Majid Khan Khanan Khail, Sheikh Muhammad Akram, Mr.Mumtaz Ahmed Tarar, Ms. Kiran Haider, Nawab Muhammad Yousuf Talpur, Ms.Shagufta Jumani, Mr. Ghulam Sarwar Khan, Mr. S.A Iqbal Quadri and Mr. Muhammad Ali Rashid MNAs/Members. The meeting was also attended by Ch.Tahir Iqbal and Ms.Naeema Kishwar Khan, Ms. Ayesha Galalai and Dr. Shireen Mehurnnisa Mazari, MNAs/Movers.
