The Standing Committee on Law and Justice meets

Monday, 30th May, 2016

               Islamabad, 30th May, 2016: The Standing Committee on Law and Justice met today at 02:00 p.m in Committee Room No. 7, Parliament House, Islamabad under the Chairmanship of Chaudhry Mahmood Bashir Virk, MNA to consider the following agenda:-

Agenda Item No. 1   

            i)          Confirmation of minutes of previous meeting held on 02-05-2016.

Agenda Item No. 2

Five Chronologically Pending Bills

i)          To consider “The National Accountability Ordinance (Amendment) Bill, 2015” {Omission of Section 28 Ordinance XVIII of 1999} (Moved by Mr. Muhammad Ayaz Soomro, MNA)

ii)         To consider “The Constitution (Amendment) Bill, 2015” {Amendment of Article 63, Insertion of Article 63 B} (Moved by Mr. Muhammad Raza Hayat Harraj, MNA).

iii)        To consider “The Holders of Public Exchequer (Accountability) Bill, 2015” {Repeal of NAB Ordinance 1999} (Moved by Mr. Muhammad Raza Hayat Harraj, MNA).

iv)        To consider “The National Accountability (Amendment) Bill, 2016” {Amendment of Sections 5, 25, 27, 33B, 33C and 36 Ordinance XVIII of 1999} (Moved by Mr. Imran Zafar Laghari, MNA).

v)         To consider “The National Accountability (Amendment) Bill, 2016” {Amendment of Sections 6, 25, 26, 31B and 33D, Ordinance XVIII of 1999} (Moved by Dr. Arif Alvi, MNA).

i)          To consider “The Legal Practitioners and Bar Councils (Amendment) Bill, 2016” {Amendment of Sections 5 & 57, Act XXXV of 1973} (Government Bill).

ii)         To consider “The Code of Civil Procedure (Amendment) Bill, 2016” {Amendment of Sections 91, 92 & 104, Act V of 1908} (Government Bill).

iii)        To consider “The Islamabad High Court (Amendment) Bill, 2016” {Amendment of Section 4, Act XVII of 2010} (Government Bill).

iv)        To consider “The Civil Courts (Amendment) Bill, 2016 {Amendment of Section 18, W.P. Ordinance II of 1962} (Government Bill).

                v)         Any other item with permission of the Chair.

2.         The Standing Committee on Law and Justice in its meeting held on 30th May, 2016 at 02:00 p.m in Committee Room No. 7, Parliament House, Islamabad took up for consideration the National Accountability (Amendment) Bill, 2016 {Amendment of Sections 5, 25, 27, 33B, 33C and 36 Ordinance XVIII of 1999} moved by Mr. Imran Zafar Laghari, MNA / Mover. The Standing Committee after deep consideration on the aforementioned Bill recommended that the National Accountability (Amendment) Bill, 2016 {Amendment of Sections 5, 25, 27, 33B, 33C and 36 Ordinance XVIII of 1999} moved by Mr. Imran Zafar Laghari, MNA may be deferred for the time being and the same would be considered in the next meeting as and when held.. 

3.       The Standing Committee on Law and Justice recommended that the National Accountability Ordinance (Amendment) Bill, 2015 {Omission of Section 28 Ordinance XVIII of 1999} moved by Mr. Muhammad Ayaz Soomro, MNA, the Constitution (Amendment) Bill, 2015 {Amendment of Article 63, Insertion of Article 63 B} moved by Mr. Muhammad Raza Hayat Harraj, MNA,  the Holders of Public Exchequer (Accountability) Bill, 2015 {Repeal of NAB Ordinance 1999} moved by Mr. Muhammad Raza Hayat Harraj, MNA and the National Accountability (Amendment) Bill, 2016 {Amendment of Sections 6, 25, 26, 31B and 33D, Ordinance XVIII of 1999} moved by Dr. Arif Alvi, MNA may be deferred as Mover of all the Bills were not present in the meeting of the Standing Committee.

4.         The Standing Committee on Law and Justice after deep consideration of the Legal Practitioners and Bar Councils (Amendment) Bill, 2016 {Amendment of Sections 5 & 57, Act XXXV of 1973} (Government Bill), the Code of Civil Procedure (Amendment) Bill, 2016” {Amendment of Sections 91, 92 & 104, Act V of 1908} (Government Bill), the Islamabad High Court (Amendment) Bill, 2016 {Amendment of Section 4, Act XVII of 2010} (Government Bill) and the Civil Courts (Amendment) Bill, 2016 {Amendment of Section 18, W.P. Ordinance II of 1962} (Government Bill) had unanimously recommended to pass each Bill without any amendment therein.

5.         MNAs Chaudhary Muhammad Ashraf, Mr. Muhammad Moeen Wattoo, Ms. Kiran Haider, Mr. Mumtaz Ahmed Tarar, Syed Naveed Qamar, Ms. Shagufta Jumani, Eng. Ali Muhammad Khan Advocate attended the meeting in which Movers Mr. Imran Zafar Laghari, MNA and Ms. Naeema Kishwar were also present in the meeting.
