NA Deputy Speaker Chairs The House & Library Meeting

Islamabad: 6th May, 2016: The National Assembly Standing Committee on House & Library met under the Chairmanship of Deputy Speaker, National Assembly Murtaza Javed Abbasi in Parliament House today.

Expressing annoyance on the inordinate delay in construction of additional family suites and servant quarters at Parliament Lodges, the House and Library Committee directed CDA to accelerate the pace of work on the project and ensure its completion up to September, 2016. The |Committee unanimously decided that no further extension in the completion deadline would be tolerated since the project had already considerably been delayed. The Members of the Committee were of the view that CDA should have evaluated the credibility and capacity of the firm before awarding construction contract. They said that instead of cancelling the contract, CDA granted multiple extensions to the firm.

The Member Engineering CDA while apprising the Committee about the present status of work said that 45% civil work on the project had been completed till date, however, the Contractor failed to open letter of credit to import the elevators and chillers despite provision of required funds. The Deputy Speaker directed for serving legal notice to Construction Firm if it does not open LC within 10 days. The Project Manager Parliament House while apprising the Committee about the status of HVAC and Lift equipment said that the Company approved by the Consultant for purchase of chiller in the Parliament Lodges did not principally exist and spare parts were not available in the market.

The Committee expressed its serious concerns and directed CDA to resolve the matter within 3 days in consultation to Project Manager, National Assembly and save the national exchequer from any loss. The Committee also expressed its annoyance over non-implementation of Committee’s decisions regarding rectification of matters related to Parliament Lodges and directed Chairman CDA to personally intervene and address those issues. The Committee members also complained about the standard of maintenance work carried by CDA at Parliament Lodges and supply of substandard and low quality furniture.

The Committee expressed their annoyance over the non submission of report regarding the incident of fire at Parliament Lodges and directed for rationalizing the strength of staff at Parliament Lodges.  The Deputy Speaker warned CDA to rectify all matters related to Parliament Lodges otherwise Parliament would be constrained to look for an alternative system for maintenance of Parliament Lodges.   He directed the National Assembly Secretariat to prepare a feasibility report and legal frame work for the alternative set up in that regard. 

The meeting was attended by MNAs Malik Ibrar Ahmed, Sardar Mumtaz Khan, Ch. Jaffar Iqbal, Dr. Ibaad Ullah, Mr. Mehboob Alam , Maulana Qamar ud Din and senior officers of the CDA, ICT and National Assembly Secretariat.
