NA Deputy Speaker Chairs House & Library Committee

Islamabad: 5th May, 2016:   The National Assembly Standing Committee on House & Library met under the Chairmanship of Deputy Speaker, National Assembly Murtaza Javed Abbasi in Parliament House today.

 

The Committee expressed its annoyance over the absence of Chief Commissioner ICT and Circle Registrar Cooperative Societies during the visit of Committee to site of National Assembly Employees Cooperative Housing Society and decided to move a privilege motion in the National Assembly against the non-serious attitude of Chief Commissioner, Islamabad toward the Committee.  The Committee also decided to write a letter to Prime Minister and Minister for Interior to bring the callous attitude toward the Committee of the Chief Commissioner ICT into their notice.  The Deputy Speaker National Assembly apprised the Committee that Chief Commissioner Islamabad try to make legal position of the Committee controversial and did not pay heed toward the Committee decisions for which the National Assembly Secretariat had to proceed to Islamabad High Court to determine the legal position of the Committee’s decision regarding National Assembly Employees Housing Society. The Islamabad High Court in its verdict has decided that the Committee can interfere into Society matters and its function is not contrary to the Cooperative Societies Act, 1925.  The Committee members expressed serious concerns over the non-serious attitude of Chief Commissioner Islamabad and recommended serious action against him.  The Committee also expressed its grave concerns over the absence of the President of Federal Employees Housing Society during the its visit to the site of NAECHS despite his commitments.   

The Committee also discussed the construction of Additional Family suites of Parliament Lodges. The Committee expressed its displeasure over the slow pace of work and directed CDA to ensure its completion up to September, 2016.  The Committee also directed CDA to declare the Construction Firm black listed and banned to work throughout the country in case it failed to complete the project within stipulated time.   The Member Environment CDA apprising the Committee about the present status of work. He said that 45% work on the project had been completed and CDA was monitoring the progress on daily basis.  The Committee also expressed its annoyance over the non-implementation of Committee’s decisions and substandard repair/maintenance work carried out by CDA at Parliament Lodges.  The Committee postponed its meeting due to non-preparation of CDA regarding the affairs of the Parliament Lodges and absence of Chairman CDA from the Committee meeting and decided to convene the meeting

again tomorrow to discuss the matter pertaining Parliament |Lodges and directed the Chairman CDA to ensure its presence in the meeting.

The meeting was attended by MNAs Malik Ibrar Ahmed, Sardar Mumtaz Khan, Ch. Jaffar Iqbal, Mrs. Shahida Rehmani, Maulana Qamar-ud-din, Mr. Mehboob Alam, Secretary National Assembly and senior officers of the CDA, ICT and National Assembly Secretariat.
