NA Standing Committee on Government Assurances Meets

Tuesday, 26th April, 2016

Islamabad, 26th April, 2016: The Standing Committee on Government Assurances met today in Committee Room No. 7, Parliament House, Islamabad under the Chairmanship of Mr. Muhammad Afzal Khokhar, MNA to consider the following agenda:-

                        Agenda Item No. 1

                        i)          Confirmation of minutes of previous meeting held on 08-03-2016.

                        Agenda Item No. 2

                                                            Five Chronologically Pending Assurances 

i)          To discuss the assurance given, on behalf of Minister for Law and Justice, by Ch. Muhammad Barjees Tahir, Minister for Kashmir Affairs and Gilgit Baltistan, on the floor of the House on 27th September, 2013, that a Constitutional Amendment Bill seeking an increase in the seats of National Assembly reserved for non-Muslims will be presented (in the Parliament) after getting it approved from the Cabinet.

ii)         To discuss the assurance given, on behalf of Minister for Foreign Affairs, by Engineer Khurram Dastgir Khan, Minister for Commerce, on the floor of the House on 16th August, 2013, whereby in response to a Supplementary Question asked by Engineer Usman Khan Tarakai, MNA, under Starred Question No. 41, the House was assured that the Pakistani Schools situated abroad will be upgraded so that Pakistani students especially girls are facilitated for their admissions in graduation/bachelor classes.

iii)        To discuss the statement of Ch. Abid Sher Ali, Minister of State for Water and Power, on the floor of the House on 19th December, 2013, in response to a Supplementary Question to the Starred Question moved by Ms. Nighat Parveen Mir, MNA, wherein the Minister stated that the facility of free power units being provided to the employees of WAPDA will be withdrawn and an equivalent amount in lieu thereof will be paid to them (the Committee will focus mainly on this facility being utilized by the management and employees of FESCO and MEPCO, power theft, line-losses, incidents of corruption and misconduct in FESCO and MEPCO and details of action(s), if any, taken against the management and employees for the same).

iv)        To discuss the assurance given by Mrs. Saira Afzal Tarar, Minister of State for National Health Services, Regulations and Coordination, on the floor of the House on 20th December, 2013, in response to a Calling Attention Notice given by Ms. Zehra Wadood Fatemi, MNA, that polio will be eradicated in the country within a year.

v)         To discuss the assurance given, on behalf of Minister for Textile Industry, by Sheikh Aftab Ahmed, Minister for Parliamentary Affairs on the floor of the House on 16th August, 2013, whereby in response to a Supplementary Question asked by Sheikh Salahuddin, MNA, under Starred Question No. 34, the House was assured that:

a)         The business, whether in Government Sector or Private Sector, will be made corruption free;

b)         New markets for exports will be explored; and

c)         Any sort of obstacles in the expansion of exports will be removed.

            Agenda Item No. 3. 

i)          To discuss the assurance given by the Minister of State for Parliamentary Affairs on the floor of the House on 3rd February, 2014, in response to a Calling Attention Notice of Mr. Sher Akbar Kha, MNA, regarding non-development of Sector E-12, Islamabad, by the CDA despite lapse of twenty six years.

i)          To discuss the assurance given by Lt. General (Retd) Abdul Qadir Baloch, Minister for States and Frontier Regions, on the floor of the House on 16th August, 2013, in reply to a Supplementary Question raised by Sheikh Salahuddin, MNA, whereof, the Minister had assured that registration of illegal refugees living in the suburb of Karachi would be carried out so that planning can be made for their repatriation.

ii)         Any other item with permission of the Chair.

  2.        The Ministry of CAAD presented the Report in response to a Calling Attention Notice of Mr. Sher Akbar Kha, MNA, regarding non-development of Sector E-12, Islamabad, by the CDA despite lapse of twenty six years. The Secretary, Ministry of CAAD briefed regarding compensation position of land in Sector E-12, Islamabad. He described that compensation of land amounting to Rs. 29,950,642/- out of total of Rs. 35,614,297/- had already been made and similarly compensation of BUP amounting to Rs. 79,965,461/- has been paid out of total of Rs. 98,590,784/-. Thus Rs. 5,463,654/- on account of compensation of land and Rs. 18,625,323/- on account of compensation of Built Up Award (BUP) are under process. He further informed that the reason for not starting over development work in Sector E-12, Islamabad up till now for which, he pointed out that the possession of the land of the above Mouzas could not be retrieved from the affectees as they refused to accept the Award and went to the Court of Law for redressel of their grievances. However, the Standing Committee was not satisfied with the CDA briefing. Ms. Shahzadi Tiwana, MNA pointed out that Warasti Inteqal have not been carried out yet and compensation of same has not yet been paid to the affectees. In addition, she informed that CDA has not yet completed the acquisition proceeding nor awarded built up award (BUP) completely as yet. The Committee enquired from the CDA as to intimate the resolution of fully possession in Sector E-12, Islamabad. The Committee recommended that allotment of plots against BUPs to the affectees may be placed/presented of Sector E-12 in the Board of CDA in order to resolve their grievances. The Secretary, CAAD informed the Committee that compensation had since been paid up to the affectees of the local population residing in Sector E-12, Islamabad. The Standing Committee recommended that as and when Agenda Item pertaining to discussion on the assurance given by Lt. General (Retd) Abdul Qadir Baloch, Minister for States and Frontier Regions, on the floor of the House on 16th August, 2013, in reply to a Supplementary Question raised by Sheikh Salahuddin, MNA, whereof, the Minister had assured that registration of illegal refugees living in the suburb of Karachi would be carried out so that planning can be made for their repatriation will come up under consideration of the Standing Committee on Government Assurances, the Secretary, Ministry of Interior may be invited in that meeting.   

 3.        MNAs Mr. Abdul Majeed Khan Khanan Khail, Ms. Shahzadi Tiwana, Chaudhry Muhammad Munir Azhar, Syed Sajid Mehdi, Malik Ibrar Ahmed, Sardar Muhammad Irfan Dogar attended the meeting. In addition, Movers Engineer Usman Khan Tarakai, MNA, Ms. Nighat Parveen Mir, MNA, Ms. Zehra Wadood Fatemi, MNA and Mr. Sher Akbar Khan, MNA was also present.
