Standing Committee on Cabinet Secretariat Meets

Islamabad, the 25th September, 2014: National Assembly Standing Committee on Cabinet Secretariat was apprised by the Chairman, National Disaster Management Authority (NDMA) during briefing regarding flood in the country and rehabilitation of the affected communities after the water recedes. He informed the Committee that major damages are reported in Agriculture and livelihood (livestock) and government buildings (mainly schools) are partially damaged and mud houses were damaged badly.  He informed that 23 billions of losses and damages were occurred due to flood (according to preliminary assessment by Punjab, AJK and GB), in Punjab 18, 576 million, 4319.811 million in AJK and 15 cror in Gilgi Baltistan respectively.  The representative of the Climate Change Division briefed the Committee and suggested that few members of the Committee along with technical persons may visit the China to get first hand knowledge that how the flood losses/damages can be reduced and how Agriculture Sector can be boost up through flood water in future.

The Chairman, National Disaster Management Authority (NDMA) also informed the Committee that in first phase affectees were rescued on priority basis but unfortunately 358 deaths occurred and 635 people were injured due to heavy rain and flood in whole country. In second phase settlement/rehabilitation of the flood affectees was done. The Committee recommended that a accurate/reliable flood warning system should be installed in future. The assessment of the losses/damages of the flood affectees should be counted accurately. Every flood affectee should be considered for compensation without discrimination. Land Revenue Tax and electricity bills may be wave off in flood affected areas. The Committee also recommended that wet land management program/policy may be formulated in future.

The meeting was attended by Syed Javed Ali Shah, Ms. Parveen Masood Bhatti, Ms. Nighat Parveen Mir, Ms. Shahnaz Saleem, Mrs. Seema Mohiuddin Jameeli, Ms. Farhana Qamar, and Ms. Marriyum Aurangzeb MNAs.
